2 Environmental Citizens Committee Regular Meeting Madison Heights, Michigan March 26, 2018 A Regular Meeting of the Environmental Citizens Committee was called to order on March 26, 2018, at 8:01 a.m. in the Executive Conference Room in the Municipal Building at 300 West Thirteen Mile Road, Madison Heights, Michigan. Present: Also Present: Absent: Sarah Popp, Michael Salley, Heather Haines, Joshua Schroder, and Councilor Grafstein DPS Director Joe Vitali, Deputy City Manager Melissa Marsh, DPS Analyst/Planner Sean Ballantine, Clerk to the Board Romona Sanchez Brannon Wickham, Alexander Bedz, Steven Check, Linda Corbett. In the absence of a Chairman or ViceChairman, Deputy City Manager Marsh opened the meeting and called the roll Election of Chairperson. Deputy City Manager Marsh called for nominations for the Chair of the Committee for Motion by Mr. Schroder, seconded by Councilor Grafstein to nominate Mr. Salley for Chair of the Committee. There being no further nominations, the vote for Chair was called. Yeas: Nays: Absent: Grafstein, Haines, Popp, Schroder, Salley None Bedz, Check, Corbett, Wickham Mr. Michael Salley was elected as Chair of the Committee Election of ViceChairperson. Chairman Salley called for nominations for the ViceChair of the Committee. Motion by Councilor Grafstein, supported by Mr. Schroder to nominate Ms. Popp for ViceChair of the Committee. There being no further nominations, the vote for ViceChair was called ECC

Motion by Councilor Grafstein, seconded by Mr. Schroder to adopt the minutes from the Regular Meeting of April 21, 2010, as printed. Yeas: Nays: Absent: Popp, Schroder, Grafstein, Haines, Salley None Bedz, Check, Corbett, Wickham MDEQ Recycling Education Grant. Deputy City Manager Marsh provided an overview of the MDEQ Recycling Education Grant stating this is an education only grant. The amount is 3,250 with a City match. The State of Michigan must approve information prior to being sent to residents. There is a small Logo that the DEQ has adopted which must be used if reimbursement is requested. The City has until August 31, 2018 to complete the project, than a final report must be submitted. Deputy City Manager Marsh stated that GFL has a newsletter that they have presented to the City and it contains a lot of information. We can use that as a base and put more information with additional pictures that make it easy for people to understand. This way we can educate the public on what can be recycled and how to not contaminate recycling Status of Waste Hauling and Disposal Contract. DPS Director Vitali stated that the current 10 year contract with GFL has 2 plus years remaining. Currently, residents are allowed an 18gallon recycle totter and a 32gallon trash receptacle. DPS Director Vitali indicated that there is a unit cost for trash, recycle and compost per household. In order to offer larger recycling bins or to make any changes to our current contract, GFL would require a contract extension. Based on multiple grant applications and after hearing from our residents, some want larger trash bins, some want larger recycle bins, we have reached out to GFL. He continued stating that it would be in our best interest to continue to work with our current contractor. We are attempting to make it possible for our residents to be able to ECC
4 purchase the 95gallon trash toter and the 65gallon recycling toter from GFL who would deliver those items directly to the resident. DPS Analyst/Planner Ballantine stated currently residents can have multiple recycle bins and trash cans of the current size. For example, residents can put out more than one 18gallon recycle toter more than one 32 gallon trash can MDEQ Recycling Infrastructure Grant. Deputy City Manager Marsh stated that she has recently applied for an MDEQ Recycling Infrastructure Grant and that the grant fits in with the goals of the City, which is for 65gallon recycling toters. She stated that the grant was submitted for 25% of the residents, which are 2,365 units. The grant requires 50% be funded by the City or other means and 50% by the State, therefore the grant was written so that the grant would pay 35, the resident will pay 35 and the balance would be paid by the City. This would be a first come, first serve opportunity and would be a great tie in with the educational grant. Deputy City Manager Marsh stated the grant must be completed by 2020 with all bins being delivered by September Deputy City Manager Marsh closed by stating they wanted to share what the plans for this committee are and what the City s focus is in terms of recycling. There are a lot of things we would like to do in the City for environmental concerns. Therefore, narrowing our focus on recycling as the first priority, then we can add and adjust as time goes on Round Table. Councilor Grafstein stated that she would also like to see food composting. Food is a large part of garbage and to remove it would benefit the earth. Also, she would like to replant the 1,400 trees that have been removed for various reasons. If we can get the High School kids involved, they will pass on the recycling habits to their parents. Vice Chair Popp asked how to find grants. Deputy City Manager Marsh stated that there is no one specific person at the City who writes grants, however, most grants she finds simply by googling. She is also on an list with MDEQ and others for things that pop up. Deputy City Manager Marsh asked if this time slot worked for those on the board. She also stated that the 8 a.m. meeting time works best for staff; however, there is one board member who has indicated he would not be able to attend if the meetings were to be held at this time. Chairman Salley stated this time was fine with him. Mr. Schroder indicated that this time is usually fine for him too. Ms. Haines indicated ECC
5 that 8 a.m. is good for her and Vice Chair Popp stated that this time is good for her also. Deputy City Manager Marsh closed by saying that the board would need to meet more often in the beginning, most likely monthly for the next six months, and then would be able to go to quarterly meetings Adjournment. 6 To: From: Environmental Citizens Committee Melissa Marsh Deputy City Manager Joe Vitali Jr. Department of Public Services Director Date: May 2, 2018 RE: Extension Options Waste Hauling and Disposal Contract GFL Recommendation Staff recommends that the Environmental Citizens Committee support the approval of a five year extension with GFL. This contract extension will cover the Fiscal Years 2019 through 2025 and will include enhanced recycling and trash pickup by allowing residents to voluntarily purchase 95 gallon trash toters and/or 65 gallon recycling toters from GFL, Option 5 below. Staff feels this option will enable the City to enhance recycling services and provide better service overall to residents while meeting the goals of the Environmental Citizens Committee. Staff also recommends the support of a City ordinance change to accommodate these larger toters. Background The City of Madison Heights is currently in a ten year Solid Waste Contract with GFL. This current contract will expire June 30, GFL provides refuse, recycling, and compost pickup and disposal for the City. Our current contract does not accommodate the pickup and disposal of the larger toters for recycling or trash. GFL s collection of refuse from the larger bins has been as a courtesy only. Due to a growing request from our residents for larger trash and recycling toters in our City, staff proposed a goal to City Council for FY 2018 (July 1, 2017 June 30, 2018). This Goal was adopted as follows: Provide residents with the voluntary option to purchase 95gallon wheeled residential trash receptacles as an alternative container that will assist the City with code and rodent issues due to added capacity/less exposed trash, and provide an attached lid to prevent animal access refuse, easier wheeling to and from the curb, and increased durability. After adoption of this goal, staff contracted to GFL to solicit pricing options to offer voluntary purchase and pickup of larger trash and recycling toters. Upon discussions with GFL regarding these larger toters, the City was informed that any requested changes to our current contract would require a contract extension. In order to make changes and expand our recycling efforts now we would need to modify and extend the existing contract. If we go out to bid, we will have to operate at statusquo until the current contract expires on June 30, Upon hearing this from GFL, staff researched municipalities that had recently approved waste bids and contract extension documents to see what they were doing with their solid waste
7 contracts and what pricing they were receiving via contract extensions or formally bidding the service. This research is ongoing as new contracts are awarded, but we have seen that municipalities are savings hundreds of thousands of dollars by extending existing contracts with GFL, at a reasonable cost compared to bidding this service. Analysis Staff has had numerous meetings with GFL regarding possible implementation strategies and is working on various pricing options in order to move forward with expanding recycling and trash toters in the City. GFL is providing pricing options for the following: Option 1 GFL to provide 95gallon trash toters and 65gallon recycling containers to all residents. Residents will still be able to put out smaller trash cans and 18 gallon recycling bins if they choose. This service would be semiautomated, which means pickups would be a combination of manpower and mechanical loaded. Option 2 GFL to provide 95gallon trash toters to all residents and provide residents with the option to purchase 65gallon recycling containers. This service would be semiautomated. Residents will still be able to put out smaller trash cans and 18 gallon recycling bins if they choose. Option 3 The City would purchase 95gallon trash toters and offer residents the option to purchase 65gallon recycling containers. This service would be semiautomated. Residents will still be able to put out smaller trash cans and 18 gallon recycling bins if they choose. Option 4 The City would purchase 95gallon trash toters and 65gallon recycling containers for all city residents. Residents will still be able to put out smaller trash cans and 18 gallon recycling bins if they choose. This service would be semiautomated. Option 5 Residents would purchase 95gallon trash toters for 85 and 65gallon recycling containers for 75 directly from GFL. Residents will still be able to put out smaller trash cans and 18 gallon recycling bins if they choose. This service would be semiautomated. The City itemized these options in order to evaluate the cost differential between GFLprovided and Cityprovided containers. As stated above, staff is recommending Option 5 for a possible September 1, 2018 implementation. If the ECC and City Council concurs we anticipate an advertising campaign focusing on recycling that incorporates the new recycling education information developed in coordination with the DEQ grant. Fiscal Review The City of Madison Heights levies a solid waste millage to pay for the contracted services of GFL and other waste disposal costs and activities within the City. During FY 2019, this levy and state local share distribution for reduced personal property tax related to the solid waste levy,
8 will total an estimated 2,421,027. Expenses in FY 2019 for Solid Waste activities are budgeted to be 2,184,266. This leaves budget capacity of 236,761 to cover this extension expense of 220,205 without General Fund subsidy. Future years of the extension propose a 3% annual increase however, staff is currently negotiating this annual increase to be more favorable to the City and in line with our anticipated tax inflation rate.
