1 Request for Bids Solid Waste Refuse Hauling and Disposal in the Salmon Falls Solid Waste Management District is requesting bid proposals for the Solid Waste Refuse Hauling and Disposal for the Salmon Falls Solid Waste Management District. Salmon Falls District area includes the Jackpot Solid Waste Transfer Station located in Jackpot, Nevada and the Un-incorporated Town of Jarbidge Waste Bin Transfer Station Facility. This request for proposals will include service of the district named above, with a four (4) year contract and with the option of a four (4) year renewal agreement upon favorable review. Businesses, Companies or Contractors must be properly licensed in the state of Nevada for this activity and qualified to submit a bid in writing, as per the instructions and furnish the services for the Salmon Falls District. These service districts will be served in aggregate under one contractual agreement but for budgetary purposes they are operated separately. Bids shall be on a per haul basis including these items: * Tipping fees per ton * Hauling costs * Bin Rentals * Equipment Rental reserves the right to set haul frequency including seasonally or by event. The provider will ensure they are capable of supplying bins and hauling service on an as called basis. Page 1 of 6
2 A bid amount shall include the following description of service and equipment: JACKPOT AREA Description of service: SALMON FALLS DISTRICT: JACKPOT/JARBIDGE AREA Provide the necessary equipment to operate the Jackpot Transfer Station. Provide additional equipment and manpower to transport approximately eighty (80) tons of acceptable solid waste per week from the Jackpot Transfer Station. Provide solid waste disposal services in a facility that meets or exceeds all local, state, or federal regulations or standards. Description of equipment: Provide and maintain one (1) integrated tool carrier (IT28) or equal with a five (5) cubic yard bucket attachment and push rod attachment to top load and compact solid waste into steel solid waste transport trailers. The loader shall be provided with foam filled or solid rubber tires to render the tires puncture proof. Provide and maintain at least two (2) steel solid waste trailers (compatible with the design and operation of the Jackpot Transfer Station) with a capacity of not less than one hundred and fifteen (115) cubic yards per trailer. Trailers shall have hydraulically actuated covers suitable for hauling and storage of solid waste. Two (2) solid waste trailers must be on-site at all times. Provide and maintain a yard goat capable of moving loaded trailers without retracting the trailer landing gear from the Transfer Station and empty trailers into the Transfer Station. Provide the necessary semi-tractor/driver to transport full trailers to a landfill for disposal and return with empty trailers for refilling. The provider will demonstrate they have the ability to remove and haul off waste in seventy-two (72) hour intervals or less as per Nevada Division of Environmental Protection (N.D.E.P.) requirements. 3 The provider shall demonstrate the ability to provide the necessary back-up equipment for all the above listed equipment in order to continue the operations of the Jackpot transfer Station and working uninterrupted due to equipment breakdown, accident or other failure. JARBIDGE AREA Description of service: Provide the necessary equipment to be used at the Jarbidge Roll-off Transfer Station, to receive acceptable solid waste, provide the necessary semi-tractor/driver to transport solid wastes from the Transfer Station as needed, provide cleanup of the container area and provide solid waste disposal services in a facility that meets or exceeds all local, state, and federal regulations and standards. Description of equipment: Provide one (1) steel roll-off refuse container (forty-six (46) cubic yard minimum capacity) to be compatible with the configuration of the Jarbidge Transfer Station. Trailers shall have hydraulically actuated covers suitable for hauling and storage of solid waste. Provide a semi-tractor with driver to transport and place an empty refuse container and to transport out the full refuse container. This waste transport service is an on-demand or as needed service and the provider must be capable of promptly responding to a call for service. The provider must be able demonstrate the ability to provide back-up equipment for all the above listed equipment to continue the operation of the Jarbidge Transfer Station working and uninterrupted due to equipment breakdown. 4 BID SUBMITTAL INSTRUCTIONS FOR THE SALMON FALLS SOLID WASTE MANAGEMENT DISTRICT: Sealed bids shall be submitted no later than October 30 th, 2014 by 3:00 pm PST at the Community Development Department, 540 Court Street, Suite 104, Elko, Nevada Sealed bids will be publicly opened and read at 3:15 pm (PST) on Thursday, October 30 th, 2014 in the Community Development Department, 540 Court Street, Suite 104, Elko, Nevada Award recommendations will be made on Wednesday, December 5 th, 2014 during the regularly scheduled Commission meeting. Bids shall be clearly marked BID FOR: ELKO COUNTY SOLID WASTE REFUSE HAULING AND DISPOSAL FOR THE SALMON FALLS SOLID WASTE MANAGEMENT DISTRICT. Bids shall not be accepted that are sent via fax or that do not conform to the specifications as stated. reserves the right to review all bids and to select the bid proposal that best fits with the needs of the area and s management policies, or to reject any or all bids for inconsistencies in the proposal or if it is deemed that the bidder cannot meet the intent of the specifications. further reserves the right to verify that all equipment listed is in good serviceable condition. In the event that back up equipment is on a rental basis the bidder shall supply a list of equipment and place where it is kept along with an agreement signed by the rental agency for timely supply of the equipment. All bidders shall supply with the bid document a reference history showing at least five (5) years of service with facilities similar to the operations listed herein. The reference list shall be complete with contact names, fax or telephone numbers, and mailing addresses.
