A., 2ND FLOOR, 50 SANATORIUM RD, POMONA, NY TELEPHONE: / TELEFAX: BID NUMBER: RFB-RC PAGE: 4 PURCHASES BY OTHER LOCAL GOVERNMENTS, SCHOOL DISTRICTS, AND NON PROFIT AGENCIES As per the New York State General Municipal Law, all political subdivisions of New York State are allowed to make purchases through the resulting contract(s). As per Rockland County Procurement Policy, Non Profit Agencies approved to participate in New York State s Contract Extension Program are authorized to make purchases through the resulting contract(s). 1. The County of Rockland shall make all contract award information available to other political subdivisions and non profit agencies through our website: 2. Any other political subdivision or Rockland County non profit agency will issue purchase orders directly to vendors within the specified contract period referencing the County s contract and shall be liable for any payments due on such purchase orders; and shall accept sole responsibility for any payment due. 3. All purchases shall be subject to audit and inspection by the other political subdivisions and Rockland County non-profit agencies for which the purchase was made. 4. No officer, board or agency of a county, town, village, or school district shall make any purchase through the County when bids have been received for such purchase by such officer, board or agency, unless such purchase may be made upon the same terms, conditions and specifications at a lower price through the County. 5. All Bidders shall be on notice that as a condition of the award of a County contract, the successful bidder shall accept the award of a similar contract with any other political subdivision in New York State and Rockland County non-profit agencies authorized to use New York State s contracts, if called upon to do so. A listing of approved Rockland County non-profit agencies is available on the Purchasing Division s website at The County, however, will not be responsible for any debts incurred by the participants pursuant to this or any other agreement. 6. Necessary deviations from the County s specifications in the award of a participant contract, whether such deviations relate to quantities, or delivery points shall be resolved between the successful bidder and the other political subdivisions and Rockland County non profit agencies. Any alterations to this document made by the Offeror may be grounds for rejection of the proposal, cancellation of any subsequent award, or any other legal remedies available to the County of Rockland.
4 TITLE: SLUDGE HAULING AND DISPOSAL COUNTY OF ROCKLAND - DGS-PURCHASING BLDG. A., 2ND FLOOR, 50 SANATORIUM RD, POMONA, NY TELEPHONE: / TELEFAX: BID NUMBER: RFB-RC PAGE: 5 SPECIFICATIONS SECONDARY CONTRACT FOR SLUDGE HAULING AND DISPOSAL 1. SCOPE 1.1. The resulting contract will be a secondary contract for Sludge Hauling & Disposal. The County and the Rockland County Sewer District #1 (RCSD#1) previously awarded RFB-RC for these services; however, at times the volume of sludge to be removed may exceed the primary contractor s capacity. Both the RCSD#1 and the New York State DEC prefer a secondary contract award in place The RCSD#1 is requesting bids from contractors to provide all necessary labor, equipment and permits to haul and dispose of sludge from its sludge holding tank, sludge thickening tanks, or other tank as may be necessary, located at the plant at 4 Route 340 Orangeburg, NY The sludge to be hauled is digested sludge or sludge at various stages of thickening Quantities are estimated. Contractor will be required to remove 50,000 gallons of sludge per day for up to twenty days. The RCSD#1 reserves the right to request additional sludge hauling and disposal services during the term of the bid at the prices submitted with the Contractor s bid. 2. SITE VISIT 2.1. It is recommended that bidders visit the site. Site visits may be arranged between the hours of 8:00 AM and 3:00 PM by contacting Mr. Gonos or the Shift Operator at Contractor shall perform as specified whether or not he visits the site. 3. REQUIREMENTS 3.1. The contractor shall commence hauling the sludge within 48 hours from time of notification by a RCSD#1 Representative Upon commencement of the job, the contractor shall complete the removal of 50,000 gallons of sludge per day for up to twenty days. Days shall be Monday through Friday If the sludge is to be removed from the sludge storage tank, the sludge will be pumped out of the holding tank by RCSD#1 personnel using the District s pumping equipment to a loading gantry designed to accommodate the contractor s liquid tanker trucks. Use of vacuum truck will decrease loading time If the sludge is to be taken from the sludge thickening tanks, the contractor shall be required to connect to a 4 diameter quick disconnect connection and vacuum sludge from the tank If requested, RCSD can provide existing information on sludge quality. However, the sample cannot be relied upon to be representative of all sludge to be hauled. Any additional requirements and testing beyond this existing information shall be the responsibility of the Contractor The contractor shall be responsible for any spill within and outside of the County properties during loading, transporting and disposal of the sludge. Any alterations to this document made by the Offeror may be grounds for rejection of the proposal, cancellation of any subsequent award, or any other legal remedies available to the County of Rockland.

The Contractors should submit with their bid the following information: Name and location of the site of sludge disposal All the permits, licenses and paperwork, necessary by any local, state, and federal regulations or requirements to perform the specified work The Contractor is responsible for maintaining all required permits. Should the sludge disposal site change, the Contractor shall notify RCSD# MEASUREMENT AND PRICING 5.1. The Contractor shall submit a per gallon unit price to include all labor, equipment, permits to haul and dispose of 50,000 gallons per day for up to twenty days. 6. WORK COMPLETION 6.1. A representative of RCSD#1 shall monitor the tank level. 7. AWARD 7.1. The bid will be awarded to the lowest responsive, responsible bidder meeting the specifications Award will be based on the unit price submitted for the hauling and disposal of up to 1,000,000 gallons of sludge in accordance with Item #1 on the proposal pages All listed quantities are estimates. Actual amounts will be based on the requirements of the Rockland County Sewer District # Award will be based on a quantity up to a total of 1,000,000 gallons. Lesser quantities may be hauled based on amount bid. Total contract price shall not exceed $99, Any alterations to this document made by the Offeror may be grounds for rejection of the proposal, cancellation of any subsequent award, or any other legal remedies available to the County of Rockland.

The Anticipated Estimated quantity specified of 50,000 gallons per day for up to twenty days - Is the estimated quantity for this contract alone or to be split between the two awards, this contract and the existing? a. The estimated quantities specified are for this contract alone. 2. Can you provide analytical of Sludge to be hauled and disposed - this is required to determine disposal method/site? a. "RCSD can provide existing information on sludge quality. However, the sample cannot be relied upon to be representative of all sludge to be hauled." i. Attached is the current data on the sludge. It is for Digester 1, Digester 2, A1 thickener, B1 thickener and B2 thickener. RCSD#1 will provide more data on metals and other parameters via the issuance of Addendum #2 on Monday, October 31, Can semi-trailers access the sludge removal site? a. Yes 4. Can RCSD#1 identify an acceptable local disposal site? a. No 5. Is the sludge digested? Please provide the % solid. a. How will RCSD#1 communicate to the contractor when the vacuum truck will be required? Should the bidder assume vacuum truck is required for the entire project? ANSWER 1 The current need is to remove sludge from the thickeners so a vacuum truck is required. The RCSD#1 will call the vendor when trucking is required. QUESTION 2 Please provide loading times and days. Is Saturday included? ANSWER 2 The specifications require that 50,000 gallons of sludge be hauled per day. RCSD#1 operates 24/7. The contractor may haul during normal business hours Monday through Friday 7:00 AM through 3:30 PM, however, at no additional charge to the County, the contractor may choose to work longer hours or on Saturdays to meet the specified quantities.
