3 CITY OF ELKO INVITATION TO BID Sealed bids will be received until 3:00 P.M., local time, on Thursday, August 11, 2016 at the office of the Elko City Clerk; 1751 College Avenue; Elko, Nevada 89801, for the following: Proposals received after that time will not be accepted. Bidders mailing their bids assume the risk of late delivery. The submitted bids will be opened at the Elko City Hall immediately after the published deadline for acceptance of said bids with City staff present. All interested parties are invited to be in attendance at the bid opening. The City Council may formally accept or reject the bids at their regular meeting after 4:00 P.M., local time, Tuesday, August 23, Specifications and other information may be obtained at the office of the Elko City Clerk. The City of Elko reserves the right to accept or reject any or all items specified in the bid request as is deemed in the best interest of the City of Elko. 4 CITY OF ELKO BIDDING INFORMATION The City of Elko reserves the right to accept or reject any or all items specified in the bid request and reserves the right to waive any minor technicalities in the preparation of these bidding documents or specifications. The award may be made to the lowest responsive and responsible bidder. The lowest responsive and responsible bidder will be judged based on price, warranty, conformance to specifications, materials, or equipment offered and their adaptability to the required purposes, and the best interest of the public--each of such factors being considered. A. Sealed bids are to be filed with the Office of the City Clerk; 1751 College Avenue; Elko, Nevada; prior to 3:00 P.M., local time, Thursday, August 11, B. All bids shall be enclosed and sealed in an envelope and endorsed: C. 5 CITY OF ELKO SPECIAL TERMS AND CONDITIONS A. Bidder is required to submit descriptive data or printed specifications describing unit offered. Failure to comply with this request may be cause for non-acceptance of bid. B. ADHERENCE TO SPECIFICATIONS: Deviations to any of the requirements set forth in this bid shall be so stated in written form in space provided or attached on separate sheet if additional space is required. Delivery: Unit shall be transported to the City of Elko Solid Waste Department, 2200 Pinion Road, Elko, Nevada; completely furnished and ready for operation. E. Warranty: Minimum warranty shall be 12 month/unlimited hour total machine warranty. Copy of warranty must be furnished with submitted bid. Successful bidder shall provide warranty service within twenty-four (24) hours after notification that such service is required on any vehicle that is inoperative due to failures covered by warranty. In the event such service is not provided within the specified time, the City of Elko may elect to have the repairs made or make the repairs in their own shop and bidder shall reimburse the City of Elko for all costs incurred for such repairs. All warranty and recall service shall be performed at an authorized service facility or on-site if applicable. F. Bidder shall be prepared to give a complete demonstration of the merits of the vehicle offered under the normal working conditions of the City of Elko Solid Waste Department any time prior to an Award being made. G. Questions pertaining to bidding documents shall be directed to the City of Elko Public Works Director; 1751 College Avenue; Elko, NV or by calling (775) H. The laws of the State of Nevada shall govern the validity, construction, performance and effect of the contract or lease, which to successful bidder shall execute. Jurisdiction and venue for any action related to the contract or lease shall be in the District Court of the Fourth Judicial District, Elko County, Nevada. 3

6 CITY OF ELKO, NEVADA SPECIFICATIONS FOR GENERAL: The City of Elko, Nevada is accepting bid proposals for One (1) New 40 Ton Landfill Compactor. Equipment furnished under this specification shall be the manufacturer's current conventional design for the type and the allied equipment specified. All necessary accessories customarily furnished whether stipulated herein or not, with such modifications and attachments as may be necessary to enable the equipment to function reliably and efficiently in sustained operation. Further, all equipment furnished under this specification shall comply with the most current Federal Regulations and Laws along with all requirements of Nevada Revised Statutes. Any use of specific names and/or model numbers in the specifications is not intended to restrict the bidder or any seller or manufacturer, but is included solely for the purpose of indicating the type, size, and quality of the equipment considered best adapted to the use of the City of Elko. The unit will be used in Elko, Nevada at an altitude of approximately 5,000 to 6,000 feet. UNIT DESCRIPTION FOR: The following are required minimum options: GENERAL: This specification describes a Landfill Compactor. Machine bid must be manufacturer s current design and in production. Prototypes are NOT acceptable. Basic requirements shall include, but not limited to the following: Landfill Compactor bid must conform to all State of Nevada and/or Federal regulations, whichever is more stringent, as relates to Safety, Pollution Control (exhaust emission and noise), etc. 4

7 SPECIFICATIONS GENERAL YES NO 1. Weight shall be a minimum of 80,000 lbs. No ballasting allowed; operating weight, per manufacturer s standard Landfill Compactor literature for the standard compactor offered; weight includes wheels and compactor blade. 2. Striker bars shall have cleaner fingers to keep compactor teeth clean. 3. Compactor shall be equipped with a backup alarm. 4. Total machine width over wheels shall not exceed 160 inches. 5. Machine height to top of cab with air conditioner shall be no more than 15 feet. ENGINE YES NO 1. Diesel, turbo charged and water cooled; minimum of 400 net horsepower at 2100 rpm. 2. Direct injection fuel system and fuel priming. 3. Dry-type two stage air cleaner, with raised cleaner inlet with cyclone precleaner. 4. Oil and fuel filters shall be spin on replacement type. 5. Radiator shall be maximum cooling, with automatic reversing fan. 6. Automatic shutdown system for low oil pressure and high engine temperature. 7. Engine shall be US Tier 4 compliant. 8. Machine shall be equipped with exhaust heat shields. 9. Engine shall be equipped with all operating accessories including run hour meter. 10. Engine shall be equipped with a cold weather starting aid system. 11. Machine shall have a 120v block heater. 12. Machine shall have radiator pre-screens to reduce debris clogging. 13. The fan and radiator shall be isolated away from the engine. 14. Machine shall be equipped with oil pumps sufficient for continuous use on 3:1 slopes. 15. Machine shall be equipped with large capacity, trash specific coolers for engine, hydraulic and transmission oils. ELECTRICAL SYSTEM 1. Shall be equipped with a 24 volt system with diagnostic connector for trouble shooting starting and charging circuits. 2. Shall have an 80 amp alternator as a minimum. 3. Shall have two (2) 12 volt DC accessory plugs. 4. Shall have a minimum of two (2) maintenance-free heavy duty batteries (925cca). 5. Shall be equipped with a remote mounted battery shut-off switch. 8 POWER TRAIN/TRANSMISSION YES NO 1. Electronically controlled hydrostatic or power shift transmission. 2. Compactor must be capable of directional changes at full speed without deceleration. 3. Minimum two (2) forward and two (2) reverse speeds. 4. Hydrostatic drive or no spin differentials front and rear. 5. Equipped with planetary reduction final drives. STEERING 1. Compactor shall be of a center frame articulation type. 2. Center point articulation minimum of 35 degrees. 3. Steering must have joy stick operation 4. Outside turning radius shall be no greater than 25 feet. YES NO BRAKES 1. Full hydraulic brakes on all four wheels or hydrostatic braking. 2. Fully operationally parking brake. 3. Shall have an audible alarm and red light while parking brake is applied. YES NO HYDRAULIC SYSTEM 1. System fully filtered with service indicators. 2. Separate hydraulic pumps for steering and implements. 3. Hydraulic tank shall be equipped with oil level sight gauge. 4. Hydraulic pumps shall be mounted on a single pump drive for improved serviceability. 5. A central lubrication system shall be available, through manufacturer or dealer. 6. A single lever dozer control shall hydraulically control all blade functions; raise, lower, hold, and float. YES NO 6

9 WHEELS YES NO 1. Four (4) wheel design with wheels on each corner. 2. One inch (1 ) minimum wrappers (drum) thickness. 3. Seven inch (7 ) tall cleats minimum. 4. Wheels shall be a minimum of forty-four inches (44 ) wide. 5. Caron Maximizer, Caterpillar Plus Tip, Bomag Pakall, Al-Jon M-Trax Diamond, or approved equal will be acceptable. 6. Anti-wire wrap wheel frame design. 7. Wheels shall be designed and supplied by original equipment manufacturer and are to be compatible with the standard machine manufacturer s axle guards and protection. 8. Each wheel shall be striker bars located in front of and behind the rear wheels and behind the front wheels providing protection from trash that can be thrown or carried by the wheels. 9. Each wheel shall have available, hard facing applied to the inner and outer drum edges on the outside diameter. 10. Wheel cleaner fingers shall be available for working in cohesive materials or severe packing conditions. 11. Manufacturer shall provide written warranty that provides for a pro-rated 10,000-hour tip wear life guarantee. OPERATOR S STATION YES NO 1. ROPS and FOPS cab with sound suppression. 2. Shall meet OSHA standards for operator sound controls. 3. Air conditioned, heated, and with defroster. 4. Front and rear windshields shall be equipped with washer/wiper and sun visors. 5. External light package, two forward and two reverse facing working halogen lights. 6. Interior-mounted rearview mirror, and two outside rearview mirrors. 7. Gauges and indicators with monitor operational systems of the machine and alert the operator when potential problems occur shall be provided and shall include at a minimum, engine oil pressure, water temperature, volt meter, fuel level, tachometer, hydraulic oil temperature and hour meter. 8. Cab shall have front window guard. 9. Fully-adjustable 6-way air ride suspension seat with a retractable seat belt. 10. Center oriented forward facing seat. 11. Swing out stairs shall be available and located on both sides of the machine for easy access for wheel inspection, engine service and preventive maintenance. 12. AM/FM radio and speaker system installed. 13. Shall have a rear view camera. 7

10 BLADE YES NO 1. Compactor shall be equipped with a Semi-U Trash Blade. 2. Blade shall be equipped with reversible cutting edges and replaceable end bits. 3. Blade shall be suitable for installation on machine provided without modification and shall be made by the manufacturer of the machine. The blade shall have angle end portions that are designed to reduce the excess trash windrow left by conventional straight blades. 4. The center portion of the blade shall include an additional laminate plate to reinforce that section as a push plate. 5. Blade shall be able to raise, lower, and float. 6. Automatic blade positioning shall be available to automatically lower the blade when the machine is shifted forward and raise when in reverse. The system shall allow the operator to pre-set the position of the blade from inside the cab and the system shall have an override which will allow the operator to control the blade. SERVICEABILITY YES NO 1. Bottom of the machine shall be easily accessed for engine and transmission service, inspection, and cleaning. 2. All powertrain, crankcase, and bottom guards shall be mechanically raised and lowered. 3. All scheduled maintenance points shall be well within reach. GUARDING PACKAGES YES NO 1. The axle guarding system shall be available that is designed, fabricated, and installed by the original equipment manufacturer to protect drives, planetaries, and seals from wire and other debris. 2. Engine and powertrain guards shall have shield components from debris as well as allow access for cleaning and maintenance. 3. Machine shall have steel hood with appropriate locking side and top access doors. 4. Machine shall have battery box, hydraulic, transmission, and fuel tank guards. 5. Machine shall have extreme service belly guards that are hinged and powered to allow cleaning. 6. Machine shall have lift cylinder line guards. 7. Machine shall have windshield guard to prevent breakage of lower portion of front windows. 8. Cab bottom guard shall be available to protect hoses and wires beneath the cab. 9. Front frame guards shall prevent trash buildup inside the frame of the machine. 10. A rear fan and grill guard shall be available to provide extra protection for the rear fan and grill and shall have quick release. 8

11 SUPPORT YES NO 1. The successful bidder must insure that mechanical or service needs will be met within 5 business days. 2. Successful bidder agrees to supply two (2) printed copies and one (1) CD copy of each of the following: Operator s Manual; Service Manual; Parts List; and Electrical Manual/Schematics. MISCELLANEOUS/SAFETY EQUIPMENT YES NO 1. Fuel tank capacity shall be sufficient to run 10 hours without refueling. 2. Shall have one (1) fire extinguisher, cab mounted, pressurized dry chemical type. ADDITIVE ALTERNATE ONE: Extended 3 year, 5,000 hour extended warranty to cover all electrical and power train components. List any deviations from bid specifications: 9
