2 ADDENDUM #1 TO BID 5024 ISSUE DATE 03/28/2017 Notice to Contractors: Sealed bids for the below project will be received by the City of Mobile Purchasing Department, 205 Government Street, 4th floor South Tower, Mobile, AL, 36602, until 10:30 a.m. local time, March 31, 2017 April 4, 2017, and then publicly opened and read in the City of Mobile Purchasing Department, 205 Government Street, 4th Floor, South Tower, Mobile, AL 36602: Bid Number: 5024 Project: Recycling Equipment Rental & Hauling Project Description: Rental and Transport of Single-Stream Recycling Receiver Bins from Mobile, AL, to Material Recycling Facility in Cantonment, FL. Contract documents and specifications for work may be found at the City of Mobile web page: The City of Mobile is establishing a system of public drop-off recycling bins placed throughout the City on City-controlled property. These bins will replace the current Cityoperated central recycling center at 1451 Government Street. The bins will collect unsorted, dry, consumer-generated recyclables. The bins will be standalone, or connected to a stationary compactor depending on volume generated at the site, electric power availability, and staffing. The City is intends to hire a Contractor to provide the bins of the size and type indicated, and to transport the content of the loaded bins to the Emerald Coast Utilities Authority (ECUA) Material Recycling Facility (MRF) at Beulah Rd, Cantonment, FL The City may as an optional item require the Contractor to provide stationary compactors for the receiving bins and compactor maintenance service. Exact determination of the final City laydown is as yet undetermined. Bidders are asked to bid on a representative laydown of size, type, location, and frequency that will approximate the City s anticipated requirements. All bids must be submitted on the attached proposal form. At the time of the signing of the Contract, the Contractor must furnish to the City a certificate of insurance coverage as provided in the specification which will include Page 2 of 8

3 comprehensive insurance, Contractor s Automobile Liability Insurance, Owner s Protective Liability Insurance, or a Comprehensive General and Public Liability policy naming the City of Mobile, its agents and employees as additionally insured, and where applicable, subcontractor s Public Liability and Property Damage Insurance. The Contractor will also be required to possess a City of Mobile business license, and evidence of enrollment in E-Verify. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. Bids must be submitted in a sealed envelope of any size and have the words Bid for Recycling Equipment Rental and Hauling, in the City of Mobile, Alabama. The bid must delivered to and received by the Chief Procurement Officer, City of Mobile, 205 Government St., 4 th Floor, South Tower, Mobile, Alabama 36602, not later than 10:30am, March 31, 2017 April 4, Page 3 of 8

4 ADDENDUM #1 - AMENDMENTS TO ORIGINAL BID 1. Throughout document, Change Bid due date and time wherever referenced from March 31, 2017 to April 4, Page 4, Remove reference to 10 yard receptacle. 3. Page 4, paragraph the last sentence is modified to read: Contractor will provide this service as needed Monday through Friday. Contractor is not expected to haul product from City sites on the weekend or on days when the ECUA MRF is closed. 4. Page 5, paragraph the paragraph is modified to read: City will work with Contractor to establish the optimal bin laydown for each site conducive to economy, efficiency, and maximum public access. City intends that at each haul, contractor will swap bins with an equivalent bin of size, type, and quality to provide continuous public access. Contractor will maintain an adequate number swap bins to meet this requirement. At self-contained compactor sites, Contractor is not expected to provide a swap unit, but instead is expected to expeditiously return the unit to the site within four hours of haul. The City will pay monthly rental only for the number of active primary bins agreed upon for each site regardless of the number of reserve swap bins maintained by the Contractor. 5. Page 5, Paragraph 1.3 the paragraph is modified to read, For at least one site, the City is providing one or two WasteEquip Model 245IP Compactors to which the Contractor will be expected to connect Contractor-provided receiving bins. The Compactors have a 2 cubic yard charge box. 6. Page 6, Paragraph an additional sentence is added to this paragraph. City will pay any penalties or service charges by ECUA for product rejection or reloading of rejected product, or Perdido Landfill tip fees. Contractor is responsible for the costs associated with additional service times and transportation expenses that might arise due to do a rejected load or unavailability of the ECUA site for deliveries. Contractor will not mix City loads with other source loads for delivery at ECUA without City permission. 7.
