1 OF P L AGENDA REPORT FLORI DATE May TO City Commission FROM David R Sollenberger City Manager SUBJECT Sell 1994 Pierce Aerial Platform RECOMMENDATION That the City Commission By Resolution authorize the City Manager to sell 1994 Pierce Aerial Platform to Lake Placid Volunteer Fire Department for Two hundred and fifty thousand dollars EXECUTIVE SUMMARY In an effort to improve the response capabilities of Plant City Fire Rescue it has been determined by Fire Administration staff that the next apparatus purchase should be a Quint A Quint is a combination ofan aerial truck and a pumper We currently have a 100 Aerial Platform which has served us well however the problem is we do not utilize this piece of equipment line response vehicle for a variety of reasons In the Capital Improvement budget as afront there will be funding to replace one ofour current front line Pumpers Applying the money received from the sale ofthe 1994 Aerial Platform to the funding for the new Pumper we will be able to purchase a new Quint We will be replacing two vehicles with one and that one vehicle will provide us with the necessary ladder and pumper capabilities immediately emergency on scene ofthe MEETING OF May AGENDA ITEM NO 3 t f

2 BACKGROUND In 1993 the City of Plant City bid out the specifications fora 100 aerial platform bidder was Ten 8ofBradenton representing Pierce Manufacturing Inc The final total bid was The successful for During my tenure as Fire Chief since July 1999 we have utilized this piece of equipment only as needed or for special calls The vehicle has both low mileage and low number of hours of ladder operations Part of the problem is when personnel do not operate and utilize a piece of equipment like this aerial on a regular basis their confidence and perfection in operating the vehicle is lacking which relates to slower more cautious operations Another concern with our current aerial is that it needs to operate in tandem with another pumper or a quick water supply because it carries only 300 gallons of water We have discussed the option of trading this vehicle in on our next purchase but were informed we would receive less money than the amount we are selling it for FUNDS AVAILABLE The money received from the sale will be applied to the next apparatus purchase in the next budget year Respectfully Submitted A D R SOLLE ERGER City Manager Prepared by Funding avai Reviewed by enneth Buch n City Attorney Reviewed by Kevin Orth Acting Purchasing Agent

3 RESOLUTION NO A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PLANT CITY FLORIDA AUTHORIZING THE CITY MANAGER TO SELL 1994 ARERIAL PLATFORM AND TO CITY MANAGER TO EXECUTE ATTACHED BILL OF SALE Whereas the City Commission finds that the 1994 Pierce Aerial Platform is unnecessary for the city s use and Whereas the City is conveying the platform to the Lake Placid Fire Department without warranties as to merchantability or fitness for special purpose now therefore as is FLORIDA BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PLANT CITY Section 1 The City Manager is authorized to execute all documents necessary for the transfer ofthe 1994 Pierce Aerial Platform to the Lake Placid Fire Department and certain personal property contained there including the attached bill of sale Section 2 This resolution shall be effective immediately upon passage Adopted by the City Commission on May ATTEST Rick A Lott Mayor Commissioner Kern J Miller City Clerk Approved as to form and correctness Kenneth W Buchman City Attorney
