1 CITY OF NORTH LAUDERDALE INTER-OFFICE CORRESPONDENCE TO: FROM: BY: HONORABLE MAYOR AND CITY COMMISSION AMBREEN BHATTY, CITY MANAGER RODNEY TURPEL, FIRE CHIEF STEVEN CHAPMAN, DIRECTOR OF FINANCE DATE: JULY 15, 2014 SUBJECT: LETTER OF INTENT TO PURCHASE FIRE RESCUE VEHICLE (AMBULANCE) As part of the budget process for the Fire Rescue Department, the vehicle replacement schedule was reorganized by the Fire Chief and Finance Director. Taking into consideration the age of the vehicles, types of vehicles and the nature of use, the staff is confident that this schedule will be prudent and best suited for our City needs for the next 5 years. After researching different types of rescue units that are available, the staff concluded that the best fit for the Fire Department is a Horton Rescue Unit on a 2015 medium duty Chassis offered by Hall-Mark Fire Apparatus. The City of Tamarac has selected this type of vehicle for replacement of their rescue units as well. The City s Fire Rescue Department currently uses Tamarac for its fleet maintenance operations. The decision to purchase this model vehicle was discussed with Tamarac s fleet manager and operation s manager and the City was advised that by purchasing similar vehicles as they have in operation, it would be beneficial as far as maintenance, stocking of parts, warranty work etc. This purchase will be made through Florida Sheriffs Association Contract # , specification 02, ref. Quote # 11802, Rev 1 with the purchase price of $224, However, after including trade-ins of the two old surplused rescue units and a $4,000 pre-payment discount, the payment will drop to $193, Please be advised that the vehicle will be paid in full by October 5, 2014 in order to take advantage of the discount. The funds to purchase this vehicle will be available in the FY 2015 Fire Rescue Budget. In order to expedite the delivery of the vehicle, City staff is recommending that the Commission authorize the City Manager, or her designee, to execute a letter of intent to purchase this vehicle to Hall Mark Fire Apparatus. This will enable Hall-Mark to begin the process of acquiring the chassis and begin building the unit prior to the start of the next fiscal year which will move up
2 the delivery date of the vehicle by 90 days. The final purchase order will be provided to them on or before October 5, The Proposal from Hall-Mark Fire Apparatus has been extended to us until October 5, The average build time for the unit is days. RECOMMENDATION: The City Administration is recommending the Commission s consideration and approval of the attached resolution authorizing the City Manager or her designee to execute a letter of intent Agreement with Hall-Mark Fire Apparatus for the purchase of a 2015 Horton Model on a medium duty Chassis.
3 RESOLUTION NO. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HER DESIGNEE, TO EXECUTE A LETTER OF INTENT TO PURCHASE A HORTON FIRE RESCUE VEHICLE, MODEL 623 ON A 2015 MEDIUM DUTY CHASSIS TO HALL-MARK FIRE APPARATUS AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, a need exists for the replacement of the 2004 Med Tec E 450 Fire Rescue Unit and 2009 Med Tec E 450 Fire Rescue Unit; and WHEREAS, this vehicle will be replaced by a new 2015 Horton Model on a an medium duty Chassis, which will be purchased from Hall-Mark Fire Apparatus; and WHEREAS, Hall-Mark Fire Apparatus has agreed to sell this vehicle to the City of North Lauderdale using the Florida Sheriffs Association Contract # , specification 02. Reference Quote # 11802, Rev 1. For the purchase price of $193, and, WHEREAS, this vehicle shall be equipped with all necessary components and recommended equipment as required by the Fire Department; and WHEREAS, the delivery of this vehicle would occur in approximately calendar days after receipt of the Letter of Intent to purchase and, WHEREAS, the funds for this purchase will be available in the FY 2015 Fire Rescue Budget line item Vehicle Replacement. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA THAT: Section 1: That the City Manager or her designee is hereby authorized to issue a Letter of Intent to Purchase to Hall-Mark Fire Apparatus for the purchase of a new fire rescue vehicle in the amount of $ 193, Section 2: That the vehicle will be purchased using the current Florida Sheriff s Association Contract # , specification 02. Reference Quote # 11802, Rev 1with funds allocated in the FY 2015 fire rescue budget.
