Divisin Directr, Engineering Services Design Guidelines fr High-Tensin Cable Barriers (HTCB) Expiratin This is a new Technical Memrandum and shall remain in effect until January 15, 2018 unless superseded prir t that date. Implementatin The guidelines cntained in this Memrandum are effective immediately fr MnDOT prjects prvided its applicatin des nt jepardize letting dates f prjects in the design phase. Lcal rad authrities are encuraged t adpt these r similar guidelines fr high-tensin cable barrier applicatins beynd the trunk highway system. Intrductin High-Tensin Cable Barrier (HTCB) is a flexible barrier system used n a radside r as a median barrier t reduce the severity f run-ff-the-rad crashes. These systems typically cnsist f three r fur cables under high tensin supprted by breakaway steel psts. The mst cmmn use f these systems has been in wide depressed medians. HTCBs have greater deflectin than W-beam, bx-beam and cncrete barriers, but where adequate deflectin space is available, HTCB systems ffer key advantages ver these ther systems. A primary advantage f HTCB is that it can be placed n slpes as steep as 1:4, meaning it can be placed dwn an inslpe, farther away frm the traveling public, allwing errant vehicles mre rm t regain cntrl and avid impact. Anther prime advantage f HTCB is that, upn impact, it exerts less G-frce n the ccupants f the errant vehicle than semi-rigid and rigid barriers, typically lessening injury ptential. Additinally, these systems are able t effectively cntain and redirect the vehicle. In sme cases, after a less severe and islated hit, the cables will maintain their apprximate heights and may be able t cntain and redirect subsequent errant vehicles that impact the same lcatin prir t the system s repair. Purpse The purpse f this Memrandum is t prvide guidelines fr designing high-tensin cable barriers using: Federal Highway Administratin (FHWA) apprval letters fr each f the prprietary systems meeting MnDOT s perfrmance criteria. Natinal Cperative Highway Research Prgram (NCHRP) Reprt 711: Guidance fr the Selectin, Use, and Maintenance f Cable Barrier System. Natinal Crash Analysis Center (NCAC) vehicle dynamics mdeling data. Under the FHWA s radside safety research prgram, the staff f the NCAC at Gerge Washingtn University develped a methdlgy t prvide a technical respnse t barrier deplyment questins. Vehicle dynamics analyses were perfrmed t develp guidelines fr effective cable barrier placement n slped medians. -MORE-

2 Technical Memrandum N TS-01 Design Guidelines fr High-Tensin Cable Barriers Page 2 Guidelines T aid design practitiners and bring cnsistency t the design apprach in Minnesta, these design guidelines fr HTCB have been develped. They are specific t vehicle apprach surfaces with 1:4 and flatter slpes. High-Tensin Cable Barrier shall meet the fllwing criteria: 1. Satisfy the requirements fr test level 4 (TL-4) as defined by the criteria f NCHRP Reprt 350 n slpes 1:6 r flatter. 2. Satisfy the requirements fr test level 3 (TL-3) as defined by the criteria f NCHRP Reprt 350 n slpes steeper than 1:6, up t 1:4. 3. Utilize fur (4) pre-stretched cables. 4. Scket fundatin may be either steel r cncrete. 5. All end anchrs and line pst fundatins shall be designed in accrdance with the latest editin f the AASHTO LRFD Bridge Design Specificatins, including all interims, herein referred t as AASHTO LRFD. All FHWA radside hardware acceptance letters can be fund here: All designers shuld familiarize themselves with the acceptance letters fr the abve systems, particularly the measured dynamic deflectin under crash-tested cnditins as well as the line pst spacing in each f the tests. HTCB prject designs shuld be based n the FHWA acceptance letters and the fllwing design guidance. After the design is finalized, the prject manager r design engineer shuld cntact the Design Standards Unit fr cnsultatin and infrmal design review. The design review will check placement and deflectin parameters as presented in the FHWA apprval letters and NCAC reprts. Ttal system safety imprvement Within the limits f a median barrier prject, all radside hardware in the median that des nt meet current standards (e.g. nn-cmpliant end treatments, W-beam bullnses) shuld be upgraded. Length f Installatin The minimum tested length f HTCB under the guidelines cntained in NCHRP Reprt 350 is 300 feet. Fr this reasn, if the available space is less than 300 feet, the designer shuld cnsider anther barrier alternative at that lcatin due t the reduced re-directinal ability. The maximum length between end anchrages is abut ne mile. Median crssvers fr emergency vehicles The designer shuld inventry the number f emergency median crssvers within and near the prject limits including bullnse guardrail installatins that prvide crssver pprtunities. In cnjunctin with the minimum and maximum installatin lengths abve, the barrier system cnfiguratin shuld retain a -MORE-

3 Technical Memrandum N TS-01 Design Guidelines fr High-Tensin Cable Barriers Page 3 crssver frequency adequate fr peratins and emergency respnse but als keep the number f breaks in barrier cverage t a reasnable minimum. The design shuld be crdinated with the State Patrl and municipal and private emergency service prviders (e.g. fire departments, ambulance and twing cmpanies in the area) as well as with MnDOT Maintenance staff t determine which median penings are t be kept pen r clsed. Length f Need (LON) and End Anchrs - The cable barrier system is cmpsed f a basic LON sectin and end anchr systems at each end f the run f cable. End anchr systems are gating and shuld nt be cunted as part f LON. Designers shuld cntinue the tensin cable guardrails 50 feet dwnstream f any hazard befre cnnecting t the end anchrs in rder t mre fully develp the re-directive and capture capabilities f the system. Basic Placement Guidelines: HTCB systems shuld nt be placed n slpes steeper than 1:4. HTCB shuld nt be used t shield any fixed bject. HTCB may be used t shield a steep side slpe as lng as adequate lateral ffset t the slpe break pint can be prvided and fixed bjects are nt within its likely deflectin. A minimum clear distance equivalent t the likely barrier deflectin based n its crash-tested perfrmance shuld typically be maintained between it and any ppsing travel lane. Refer t the FHWA apprval letters fr deflectin data. The designer must exercise engineering judgment in determining a likely in-service deflectin, taking int cnsideratin the system s line pst spacing, distance frm end anchrage, radway and radside gemetry and any ther applicable factrs as cmpared t the crash test parameters. (Deflectin increases with greater end anchrage spacing and line pst spacing.) Varius surces f data may be available depending n the cable system emplyed; cntact the Design Standards Unit fr additinal infrmatin. Placement in areas f a median ditch prne t sil saturatin cnditins shuld be avided. Lateral Placement Guidelines T minimize the risk f vehicle underrides r verrides, the fllwing guidelines shuld be fllwed. They are based n the MnDOT typical flat-bttm (trapezidal) ditch gemetry. If site cnditins r gemetry preclude adherence t these criteria r median gemetry is ther than a flat-bttm ditch, please cntact the Design Standards Unit fr assistance. A cable barrier system shuld generally be placed as far away frm the travel lane as practical while maintaining the criteria as fllws. T avid underrides, the barrier shuld nt be placed within 8 feet, measured laterally, f the inslpe / ditch bttm intersectin pint. An exceptin t the criterin abve is that, in medians with inslpes 1:6 r flatter, the barrier may be placed in the regin within 1 ft laterally f the inslpe / ditch bttm intersectin pint, prviding sil cnditins are suitable. T avid verrides by higher-prfile passenger vehicles, where the inslpe is steeper than 1:6, the barrier shuld nt be placed in the regin farther than 4 feet and nearer than 20 feet frm the shulder P.I. -MORE-

4 Technical Memrandum N TS-01 Design Guidelines fr High-Tensin Cable Barriers Page 4 Adjacent t the high side f superelevatin exceeding a 3 percent pitch, the barrier shuld be placed n farther than 2 feet frm the shulder P.I. where the inslpe is steeper than 1:6 and n farther than 5 feet where the inslpe is 1:6 r flatter. Fr installatins adjacent t the lw side f superelevatin exceeding 6 percent, cntact the Design Standards Unit fr assistance. Fr radside installatins t shield steep side slpes, cntact the Design Standards Unit fr infrmatin regarding adequate ffsets between the barrier and the slpe break pint. Determining n which side f the median the High-Tensin Cable Barrier shuld be placed In nn-symmetrical medians, it is preferable t place the HTCB n the side f the median with the flatter inslpe. High-tensin cable barrier shuld typically be installed n the ppsite side f the median frm where mst radway departures ccur. This will allw the errant vehicles t have mre rm t either recver r dissipate part f their impact energy traversing thrugh the ditch befre engaging the HTCB. On hrizntal tangent, if ne radway is higher than the ther, using the abve principle the guardrail shuld preferably be placed adjacent t the higher radway. Since radway departures are mre cmmn n the utside f a hrizntal curve, cable barriers n curves shuld nrmally be placed n the inside f the utside radway curve as shwn n Exhibit A. When a curved cable barrier is impacted, the tensin in the barrier immediately decreases as cables are separated frm the line pst and becme slack, resulting in deflectin in excess f the barrier s design deflectin. This factr needs t be taken int cnsideratin where deflectin is an issue in its lateral placement. Refer t the subsectin Line Pst Spacing fr additinal design cnsideratins. In narrwer medians, the use f tw cable barriers (ne n each side f the median) r a mre rigid barrier can be cnsidered t minimize the pssibility f vehicles crssing the narrw medians and impacting the ther side f radway int ncming traffic. This may be particularly applicable thrugh hrizntal curves, where dynamic deflectins are greater. Exhibit A -MORE-

5 Technical Memrandum N TS-01 Design Guidelines fr High-Tensin Cable Barriers Page 5 Cable switching sides in the median Where the cable barrier switches frm side f the median t the ther in the manner shwn in Exhibit B, end anchrages can be shielded frm errant vehicles crssing the medians by verlapping the installatins. This is recmmended t reduce the risk f the entire system being disabled if an end anchrage is impacted as well as reduce the risk f crss-median departures at that lcatin. Exhibit B Vertical Curve Placement When high-tensin cables are installed lwer in elevatin than the end anchrs, as may be the case in a sag vertical curve, upward vertical frces are exerted n the psts. Depending n the system selected, these frces culd pull the psts ut f the sckets r pull the cables ff the psts, resulting in less cable tensin and cables at the incrrect height in relatin t the grund. Fr the abve reasns, the designer shuld cnsult the manufacturer s recmmendatins and cnsider the fllwing t reduce the upward frces: a. End anchrs shuld be placed as clse t the lw pints and high pints f vertical curvature as practicable. b. End anchrs shuld be placed at any pint where there is a sudden change in vertical slpe. c. Reduced pst spacing shuld be cnsidered thrugh sharp vertical curves. d. Re-grading shrt sectins f medians in areas f sharp vertical curvature shuld be cnsidered. Line Pst Spacing The nminal line pst spacing fr all HTCB systems will be 10 feet regardless f the system and its crash-tested pst spacing. Cmputer simulatin indicates that dynamic deflectin is lessened with tighter pst spacing, and vehicle cntainment is likewise expected t be mre cnsistent as well. Fr these reasns, the 10-ft pst spacing shuld nly be exceeded where extrardinary circumstances dictate. Reduced pst spacing shuld be used within hrizntal curves with radii less than 1,300 feet t cunteract larger deflectins that ccur n curved radways. Decreased pst spacing is als effective in reducing the bending f line psts ver time resulting frm higher lateral pressures in curves. Aviding Utilities with Psts and Anchrs Pst spacing must be reduced as needed belw the nminal 10-ft spacing t avid any utilities. Lnger-than-10-ft pst spacing is nt t be used t avid utilities. All utilities in the anchr areas need t be field lcated. Median Ditch Blcks and Existing Crssvers Designers shuld crdinate with their district hydraulics unit t investigate the pssibility f flattening ditch blcks and existing crssvers befre installing HTCB. -MORE-

6 Technical Memrandum N TS-01 Design Guidelines fr High-Tensin Cable Barriers Page 6 Lcating End Anchr Systems at Pier Prtectin Systems n Tangent Because the deflectin distances fr cable barriers are relatively large, these systems are nt MnDOT s prescribed treatment fr shielding fixed bjects such as bridge piers in a median. Where fixed bjects are t be shielded, the cable barrier shuld be terminated and semi-rigid barrier used. See Exhibit C fr example details and the recmmended clearance between systems t facilitate maintenance access and emergency vehicle passage. Exhibit C Sil Cnditins/Fting Design fr End Anchrs, line pst Steel Scket Fundatin and Cncrete Fundatin - Once the lcatin f the cable guardrail has been defined, each prpsed End Anchr lcatin will be investigated t determine sil strengths fr the -MORE-

A minimum f ne Standard Penetratin Test (SPT) Bring r Cne Penetratin Test (CPT) Sunding will be taken at each anchr lcatin t a minimum depth f 25 ft. The bring r sunding will be within 25 ft. hrizntally and 2 ft. vertically frm the prpsed anchr lcatin. Supprt r resistance prvided by the tp 3 feet f sil shall nt be included in the design f end anchrs. Line pst lcatins will be investigated t determine that assumed design sil strength values are met. Line pst investigatins will be cnducted between anchr pints at evenly spaced lcatins n further than 1500 feet apart. The brings r sundings will be advanced t the anticipated depth f the line pst installatin r a minimum depth f 10 feet. The drilling r direct pushing f each bring r sunding will meet the requirements as utlined in the State s Cnsultant Specificatins fr Subsurface Investigatin & Getechnical Analysis and Design Recmmendatins fund in the MnDOT Fundatins Unit Website at The MnDOT Fundatins Unit r a getechnical cnsultant will prepare a reprt cntaining the brings r sundings. The reprt will als address if the sils encuntered at the pints investigated fr the line psts meet r exceed the strengths assumed fr the standard line pst designs r if a special design will be required. This reprt will be made available t all bidding cntractrs s they can design the End Anchrs and line pst Steel Scket Fundatin (See attachment 3) and Cncrete Fundatin (See attachment 2) per existing sil cnditins. Grading Requirements Include pay items fr all grading necessary t bring slpes and grades int accrdance with the requirements in this mem. Include a nte in the plan stating, Any required grading shall be dne befre guardrail psts are set. Cable splices It is imprtant t ensure that splice hardware prvides fr cnnectins that are superir in strength t the cable itself. Splices may nt be lcated at the psts. Prvide swaged fittings fr all cable cnnectins. Line Pst Plumbness All line psts shall be plumb with the sckets; refer t manufacturer s specificatin fr mre details. Ersin Cntrl Cnsideratins HTCB median barrier prjects entail cnsiderable sil disturbance due t heavy equipment perating in the median as well as cmmn assciated miscellaneus cnstructin. All prjects must have SWPPP items (narrative, details, and plan lcatins) incrprated regardless f the need fr a frmal permit (See Attachment 4). Cnsult the manufacturers f these systems Fr unique situatins, it is recmmended t cntact the representative f these TL-4 systems. Currently, the three apprved systems are as listed belw. 9 Attachment 1 CONSTRUCTION NOTES 1. All drainage inlets within 200 feet f any disturbed sil in the median shall be prvided with apprpriate inlet prtectin prir t disturbance. Inlet prtectin shall be incidental unless therwise specified in the cntract. 2. All material remved and nt reused n this prject shall becme the prperty f the cntractr and be dispsed f utside MnDOT Right f Way in accrdance with Spec Salvage and installatin f culvert marker psts are incidental. 4. Any required grading shall be dne befre guardrail psts are set. 5. Rads shall be kept clean f sediment. Use a street sweeper with pick-up type, nn-dust generating pwer brm as ften as necessary t keep rads visibly clean within 24 hurs f activity that generates sediment tracking r befre pening the affected lane t traffic, whichever cmes first. All street sweeping wrk, including street sweeper, shall be incidental. 6. Turf establishment shall cnsist f: - Seed Mixture 250 with an applicatin rate f 70 punds per acre r Seed Mixture with an applicatin rate f 59 punds per acre. - Fertilizer Type 3 with an applicatin rate f 200 punds per acre, analysis , 0% CL. - Mulch Material Type 1 with an applicatin rate f 1.5 tns per acre. - Hydraulic Sil Stabilizer Type 5 with an applicatin rate f 750 punds per acre. 7. 12 Attachment 4 Tensin cable Guardrail Prject BMPs fr Ersin / Sediment Cntrl and Turf Establishment Ersin Cnsideratins All prjects shall have incrprated SWPPP items (narrative, details, and plan lcatins) regardless f the need fr a frmal permit. Prvide fr Strm Drain Inlet Prtectin (Each). Examples f acceptable types f drp inlet prtectin include being ringed with Spec item Filter Lg Type Cmpst Lg r Filter Lg Type Wd Fiber Birll. The Design Prject Manager shuld crdinate with the cnstructin Prject Engineer t use Turf Establishment by the Lump Sum. If the prject s disturbed area is mre than 2.5 acres, a Special Prvisin must supersede the Standard Specificatins fr Cnstructin t allw fr lump sum payment. All disturbed areas shall be seeded with Seed Mixture 250 at 70 lbs/ac r Seed Mixture at 59 lbs/ac after smth shaping. Cnsult with the Hydraulics Engineer / Water Resurce Engineer (WRE) and the cnstructin Prject Engineer t determine the amunt f anticipated median disturbance and prvide adequate prtectin. All disturbances in the median ditch bttm cnveyance system t a pint as high as 6 inches abve the ditch grade flw line shall be temprarily r permanently stabilized with Spec. 3885, pay item Ersin Cntrl. Use blankets Categry 00, Ersin Cntrl Blankets Categry 0, r Ersin Cntrl Blankets Categry 1 whichever is specified in the plan within 24 hurs f the disturbance. All disturbances abve the median ditch bttm cnveyance system shall be temprarily r permanently stabilized within 14 days after pst hles are bred with pay item Mulch Material Type 4 (Tn). 13 Attachment 5 S-1 (2554) TENSION CABLE GUARDRAIL Use SP (FLANGED CHANNEL SIGN POSTS) with this write-up. REVISED 10/5/12 SP This wrk shall cnsist f cnstructing High-Tensin Cable Barrier (HTCB) in accrdance with MnDOT 2554, as directed by the Engineer, and the fllwing: S-1.1 S-1.2 S-1.3 level. High-Tensin Cable Barrier shall meet the fllwing criteria: 1) Satisfy the requirements fr test level4 (TL-4) as defined by the criteria f NCHRP Reprt 350 fr 1:6 slpes r flatter. 2) Satisfy the requirements fr test level 3 (TL-3) as defined by the criteria f NCHRP Reprt 350 n slpes steeper than 1:6 up t 1:4. 3) Utilize fur (4) pre-stretched cables. 4) Scket fundatin may be either steel r cncrete. 5) All end anchrs and line pst fundatins shall be designed in accrdance with the latest editin f the AASHTO LRFD Bridge Design Specificatins, including all interims, herein referred t as AASHTO LRFD. Independently fasten each f the cables t the end-anchr. Fllw manufacturers recmmendatins fr vertical tlerance f cables with respect t the grund S-1.4 The alignment, pst spacing and lcatin f the HTCB shall be accrding t the Plan. Line psts shall be plumbed within the sckets. Any scket that desn t prduce a plumb pst shall be remved and replaced. S-1.5 Avid all utilities by adjusting the pst spacing lngitudinally, while maintaining the pst spacing required in the Plans. S-1.6 cnnectins. D nt lcate turnbuckles at any pst in the assembly. Prvide swaged fittings fr all cable S-1.7 The Cntractr shall replace any edge drains damaged during the drilling r excavatin fr psts r end anchrs as per MnDOT Rerute any edge drains encuntered but nt damaged arund the pst lcatin. Payment fr such replacement r reruting (as applicable) shall be paid fr under MnDOT S-1.8 Tensin the HTCB accrding t the manufacturer s recmmendatins at the time f installatin. The Cntractr shall check and adjust the tensin apprximately three (3) weeks after installatin. N additinal cmpensatin will be prvided fr any subsequent tensining actins. S-1.9 Design driven sckets within any curved sectins t resist the additinal lateral cmpnent f the tensin frces frm the cable. S-1.10 A Minnesta Licensed Prfessinal Engineer will design the end anchrs and intermediate line pst fundatins in accrdance with the latest editin f the AASHTO LRFD. The Plan will cntain all the necessary details and design infrmatin, including required embedment depth, t cnstruct end anchrs, line psts, and line pst fundatins. The sil parameters used in the design will be based n the brings taken at the end anchr lcatins during the site investigatin except that the sil strengths used in the design will nt exceed a frictin angle f 35 fr the end anchrs and 30 fr the intermediate line psts fr chesin-less sils r 1000 punds per cubic ft fr chesive sils fr the end anchrs and intermediate line psts. Supprt r resistance prvided by the tp 3 feet f sil shall nt be included in the design f end anchrs. Design f end anchrs, line psts and line pst fundatins shall meet the fllwing requirements: Design lad shall be based n the PLASTIC MOMENT CAPACITY f the cable supprting psts. Page 1 f 3

S-1.12 Galvanize scket fr cable line pst after fabricatin per MnDOT 3392 and S-1.13 Delineate HTCB installatins with retr reflective sheeting. Apply the sheeting t the last five (5) psts at each end f the terminal. Apply the sheeting thrughut the remainder f the installatin at a maximum f 50 feet. The sheeting shall meet the requirements f ASTM Type III r IV sign sheeting. The sheeting shall prvide at least seven square inches when viewed n a line parallel t the radway centerline. Attach the sheeting near the tp f the pst as recmmended by the manufacturer f the cable system. Apply the sheeting t bth sides f the pst fr median installatins. Apply the sheeting nly t the side f the pst facing traffic fr radside installatins. The sheeting shall be yellw r white and shall be the same clr as the adjacent edge line. Page 2 f 3
