2 1. SERIES ADMINISTRATION: 1.1 SERIES MEMBERSHIP: The Victrian Club Autcrss Series (VCAS) shall be administered by a Cmmittee drawn frm the fllwing grup f member clubs: Bendig Car Club Inc. Cerberus Car Club Inc. Frd Fur Car Club Inc. Kynetn Car Club Inc. Maffra & District Car Club Inc. Meltn Mtr Sprts Club Inc. Nissan Car Club f Australia Inc. Pakenham Aut Club Inc. Sheppartn & District Car Club Inc. Deniliquin Sprting Car Club Inc. Car Club f the RMIT. Swan Hill Shrt Curse Club. Rver Scut Mtrsprt. Ballarat Light Car Club. Nte: The Cmmittee may, at a duly cnstituted Cmmittee meeting, add r delete clubs frm the grup. 1.2 MISSION AND OBJECTIVES: The Series will prmte autcrss cmpetitin t supprt and imprve the driving ability f cmpetitrs f all ages and skill levels. This will be achieved by the Cmmittee: Maintaining access t state wide autcrss cmpetitin Enhancing car cntrl skills Develping standard autcrss prcedures and regulatins in cnjunctin with CAMS Imprving awareness and understanding f car preparatin Maintaining high safety standards Encuraging sprtsmanship Fstering fairness, cmpetitin and enjyment Prmting the sprt thrugh spnsrship and advertising 1.3 COMMITTEE MEMBERSHIP: The Series Cmmittee shall be made up f a Chairpersn and ne delegate (r substitute) representing each Member club The Chairpersn shall be a member f a Member club, and may r may nt (preferably) be a club delegate The Chairpersn, if nt the vting delegate f a Member club, shall nt have a deliberative vte The Cmmittee shall appint a Secretary Treasurer, Event Crdinatr, Series Screr and ther Executive members as required. These shall either be delegates r may be c-pted The Secretary shall ensure that minutes f meeting are kept and published The Treasurer shall maintain accunts cvering expenditure by the cmmittee The Event Crdinatr shall maintain cntact with the Clubs t ensure that events are well rganised and that results are prvided t the screr in a timely manner The Series Screr shall be respnsible fr maintaining and publishing Series Outright, Class and Club scres. 3 1.4 COMMITTEE MEETINGS: Meetings: Meetings f the VCAS cmmittee will be held peridically during the year as the need arises Planning Meeting: A meeting shall be held each year by the end f Octber t plan the fllwing year s calendar f events and review the Standing Regulatins fr any changes required Ntice f meetings: Nt less than tw weeks ntice will be given t each delegate Qurum: The qurum fr a valid meeting is greater than 5 f the member clubs, Casting vte: If the vte is tied n a mtin, the chairpersn shall have the right and bligatin t exercise a casting vte, unless having already vted as a delegate. 1.5 VCAS EXPENSES: Member clubs shall pay a levy each year t cver Series expenses such as series trphies, newsletters and administratin expenses. The levy will be determined by the Cmmittee. Fr 2013 Tthis is set at $2 per entry An accunt with a recgnized financial institutin shall be maintained by the cmmittee fr receipt f funds and payment f expenses (Currently Bendig Bank) The accunt shall be administered by the Chairpersn with all payments authrized by the Chairpersn and ne f tw agreed club delegates Shuld the Series be discntinued any residual funds shall be distributed as the existing Cmmittee sees fit, with submissins sught frm member clubs and preference given t prpsals that directly benefit club level cmpetitin A series life member club shall be prvided free entry t any calendared VCAS event. The events hst club may request reimbursement frm the Series Cmmittee fr the entry cst f the life member. 2. AUTHORITY 2.1 Events in the VCAS series shall be cnducted in accrdance with: The Internatinal Sprting Cde f the FIA The current CAMS Manual f Mtr Sprt, particularly: Speed Event Standing Regulatins and Autcrss Standing Regulatins These VCAS Standing Regulatins The Event Supplementary Regulatins Any special cnditins fr a particular track, which will be advised at drivers briefings Any Further Regulatins issued by the rganizers. 2.2 Autcrss Standing Regulatin 2.2 is amended t allw fr the same car t be entered up t fur times in the same cmpetitin, t be driven by a different driver in respect f each entry. 2.3 Fr circumstances envisaged by Autcrss Standing Regulatin 6.8 [an incident n the curse which prevents a car frm cmpleting its run] an fficial may use a red flag t stp a cmpeting car, in which case the cmpetitr must cme t a halt and take instructins frm the fficial. 2.4 Speed Events Standing Regulatin 2.3 is amended t define junir cmpetitrs as being under 18 years f age n 1 January in the year f cmpetitin. A junir cmpetitr shall cmpete in that class fr the whle f the cmpetitin seasn unless they elect t cmpete in a different class, as prvided in VCAS Regulatin Speed Events Standing Regulatin 10 and Autcrss Standing Regulatin 5.4 are amended by the adptin f the fllwing penalties: Striking a curse marker Plus 5 secnds per infringement Deviating frm the curse Plus10 secnds per infringement Did nt start a run N time allcated Did nt finish a run N time allcated Page 3 f 9

4 3. SUPPLEMENTARY REGULATIONS In the interests f unifrmity, each rganizing club shall use a standard set f Supplementary Regulatins including the standard Entry Frm. In rder t prmte the series as widely as pssible the standard Supplementary Regulatins and Entry Frm t be used fr each rund f the VCAS shuld be available t all member clubs and t prmtinal utlets 6 weeks befre each rund. 4. ENTRIES 4.1. Entries will nly be accepted n the fficial Entry Frm, which is attached t the event Supplementary Regulatins. T be accepted the Entry Frm must be cmplete in all details and accmpanied by the apprpriate fee Each cmpetitr shall hld a current membership card f a recgnized car club and a valid mtrsprt license f a level which allws cmpetitin in SPEED events (i.e. CAMS L2S/L2SJfr CAMS events). Nte: The minimum age at which a CAMS L2SJ license can be btained is 14 years f age 4.3. Supplementary Regulatins fr each rund f the VCAS shall shw tw dates fr entries: An initial date, until which time entries frm members f VCAS clubs will be given preference; and A clsing date, until which time entries may additinally be received frm members f nn VCAS clubs 4.4. The fee fr entries received by the clsing date shall be $65 fr entries in Junir class and $85 fr all ther entries 4.5. The fee fr entries received by the secretary befre the initial date shall be discunted by $ A maximum f 4 persns may be entered t drive the same car in any VCAS rund The maximum number f entries shall be listed in the event Supplementary Regulatins. This number shall be determined by the rganizers, and will be based n the design f the track, with the intentin f ensuring that, in reasnable circumstances, a minimum f 5 timed runs will be available fr each cmpetitr Registered Series Cmpetitrs are autmatically pre-entered fr all runds f the VCAS Series as part f the Registered Series Cmpetitrs Pririty Scheme Cmpetitrs d nt need t be Registered Series Cmpetitrs t enter VCAS events r scre series pints. Registered Series Cmpetitrs still need t fill ut an entry frm fr each event; hwever Registered Series Cmpetitrs d nt have t enter every rund f the series, hwever if they have nt ldged their cmpleted entry frm by this time, their reserved place will be frfeit fr that rund Event Secretaries have access t the list and these cmpetitrs will be allcated prvisinal spaces in the event subject t submitting their cmpleted entry frm befre 5pm the Wednesday prir t the event T utilise the Registered Series Cmpetitr Pririty Scheme the cmpetitr must satisfy the fllwing requirements: -Be a member f a VCAS member club -Have filled ut the VCAS Series Cmpetitr frm and have it ldged at least 4 weeks befre an event -Have payed a fee t VCAS as set by the VCAS cmmittee. Fr 2014 tthe VCAS cmmittee has set the Pririty Pre-paid Cmpetitr fee at $20 (50% r $10 fr renewal). Page 4 f 9

5 5. EVENT TIMES 5.1 Daylight Events. Cmpetitrs shall arrive in time fr the start f scrutiny, which shall cmmence at 8:00 am. The drivers briefing shall cmmence at 10:00 am. 5.2 Twilight Events. As the starting time fr these events may vary, the time by which cmpetitrs must reprt fr scrutiny and fr drivers briefing shall be advised in event Supplementary Regulatins. 5.3 Dcument Check Fr daylight events each cmpetitr must reprt t the event secretary t prcess all dcumentatin by 10:00 am Fr twilight events the time fr this functin shall be advised in event Supplementary Regulatins All entrants must present their car club membership card and license Owners f cmpeting vehicles with Lg Bks must present them at Check In and Scrutineering. 5.4 Late Arrival. Cmpetitrs wh arrive after the advised times may, at the sle discretin f the Clerk f Curse, be excluded frm taking part in practice fr the event. 5.5 Practice, f ne lap per cmpetitr, shall be at the discretin f the Clerk f Curse. Each car must have passed scrutiny befre taking part in practice and in cmpetitin. Practice must be cmpleted befre the drivers briefing. 5.6 Start f Cmpetitin Fr daylight events the first fficial run shall cmmence n later than 10:30 am Fr twilight events the start time fr fficial runs shall be advised in event Supplementary Regulatins. 5.7 The running rder shall be rtated by classes at each VCAS rund. At the first rund the running rder shall be Class C, D, E, J, L, P, S and W. At the secnd rund the running rder shall be Class D, E, J, L, P, S, W and C; and s n. 6. GENERAL REQUIREMENTS FOR ALL VEHICLES 6.1 All cmpeting vehicles must cmply with Schedules A & B f the General Requirements f Autmbiles as published in the current CAMS Manual f Mtr Sprt. 6.2 When a vehicle is fitted with frced inductin the swept displacement shall be multiplied by a factr f 1.7 t determine its nminal capacity. 6.3 When a vehicle is fitted with a rtary [Wankel-type] engine the swept displacement shall be multiplied by a factr f 1.8 t determine its nminal capacity. 6.4 When a vehicle is fitted with a rtary [Wankel-type] engine and frced inductin the swept displacement shall be multiplied by a factr f 1.8 x 1.7 = 3.06 t determine its nminal capacity. 6.5 Actual and nminal engine capacities must be declared n the Entry Frm. 6.6 Rllver prtectin when fitted t cmpeting vehicles must cmply with the requirements f Schedule J f the current CAMS Manual f Mtr Sprt. 6.7 On clsed cars the driver s side windw must be up during practice and cmpetitin, r the vehicle must be equipped with a windw net sufficient t ensure that limbs cannt prject beynd the bdy line f the vehicle. 6.8 Open cars, specials and buggies must be fitted with windw nets r with arm restraints sufficient t ensure that limbs cannt prject beynd the bdyline f the vehicle. These must be in place / wrn whilst cmpeting. 6.9 All vehicles must be fitted with effective mudguards. The definitin and examples cntained in the CAMS Manual fr Observed Sectin Trials demnstrates acceptable cverage Effective mud flaps must be fitted behind all driven wheels. On frnt wheel drive cars effective mud flaps must be fitted behind all wheels. Page 5 f 9

6 6.11 Cars cmpeting in classes fr prductin-based cars (P, C, D, E, W) must be cmplete with all bdy panels The Chief Scrutineer will be aware f series regulatins and be judge f fact n the eligibility f all vehicles. Nte: The Chief Scrutineer at each event shall prvide a reprt f faults fund with any vehicles t the Clerk f Curse. This reprt shall be sent t the Series Secretary r Crdinatr fr inclusin in the Series Scrutineering bk that will be prvided t subsequent events fr review. 7. CLASSES 7.1 Class P: Tw wheel drive Prductin Cars Nte: The spirit f Class P is fr standard and street-driven cars. Each vehicle shall remain in standard specificatin as detailed by the manufacturers wrkshp manual/s, except where mdificatin frm standard specificatin is permitted by these regulatins. The cmplete bdy and all trim f the vehicle must be cmplete and in place, including all glass / seats. The fllwing freedms apply: Air filtering system is free Exhaust system is free but must include an effective muffler The brake frictin material is free, but the braking system must be standard Wheels and tyres are free, with the exceptin that Hand Cut, Rally Tyres r tyres marked RALLY USE ONLY r MUD & SNOW are nt permitted. Substitutin f the driver s seat by an imprved seat r racing seat is allwed subject t the seat and muntings being secure. When rllver prtectin is installed in the vehicle, the interir trim may be lightly mdified t allw fitment f the rllver prtectin (i.e.: a rear seat may need a hle cut int it t allw a rll cage tube t pass thrugh it, instead f being ttally remved). 7.3 Class C: Tw wheel drive Mdified Prductin Cars up t 1600cc nly. 7.4 Class D: Tw wheel drive Mdified Prductin Cars 1601 t 2000cc nly. 7.5 Class E: Tw wheel drive Mdified Prductin Cars 2001cc and ver nly. 7.6 Class W: AWD r 4WD prductin based vehicles, which must be recgnizably based n a prductin AWD / 4WD vehicle. N engine capacity limit. 7.7 The criteria fr cars in Classes C, D, E and W are: Recgnizably based n Prductin Cars, mdified in accrdance with these regulatins. Engine psitin t remain in the riginal prductin car psitin. Any change t the engine cmpartment that invlves cutting the firewall is cnsidered a change in engine psitin. Engine manufacturer / number f cylinders (r rtrs) must match the riginal car manufacturer. Other driveline mdificatins are permitted. All panels and windws must be in place, but the material is free. Windws / drs must be perable in accrdance with the riginal manufacture. Large plastic bumper bars where they incrprate panels fr the car must be retained as these are classified as panels. Wheels and tyres are free. Page 6 f 9

7 7.8 Class J: Open t yunger cmpetitrs. (Junirs) Junir Cmpetitrs must be under the age f 18 years, n 1 January f the year f cmpetitin Junirs may cmpete in any class f vehicle but will be ineligible fr class pints in class W r S vehicles. If a junir enters a class S r W car they shall cmpete in the apprpriate pen class regardless f their age A junir cmpetitr whm cmpetes in an pen class must cntinue t cmpete in an pen class fr the remainder f the year. 7.9 Class L: Female cmpetitrs. Female cmpetitrs are eligible t cmpete in a female nly categry Females may cmpete in any class f vehicle but will be ineligible fr class pints in class W r S vehicles. If a lady enters a class S r W car they shall cmpete in the apprpriate pen class regardless f their sex A female cmpetitr whm cmpetes in an pen class must cntinue t cmpete in an pen class fr the remainder f the year Class S: Purpse-built r special types f vehicles and buggies r vehicles mdified in excess f thse specific mdificatins allwed in classes C, D, E and W. All vehicles in this class must be fitted with rllver prtectin. Vehicles withut reverse gear, as required in Para 6.1 f these rules, will be permitted t run althugh cmpetitrs are strngly encuraged t have reverse gear as the running f events can be affected A vehicle is nly eligible fr a single vehicle class at an event (i.e. excepting f classes J and L). Multiple drivers cannt enter the same vehicle in different vehicle classes at an event. Unless mdificatins t a vehicle during the cmpetitin year necessitate a class change upwards (nly) ( i.e. frm standard t mdified r mdified t specials), the vehicle must remain in the same class thrughut the cmpetitin year. If any driver changes class during the cmpetitin seasn, n pints already scred in the riginal nminated class may be carried frward t the new class. 8. EVENT TIMING, PENALTIES and RESULTS 8.1 Each event shall cnsist f a minimum f three fficially timed runs (unless therwise apprved by the VCAS cmmittee prir t the supplementary regulatins being issued). 8.2 Outright and class placing shall be determined by the aggregate f the best three runs fr each cmpetitin unless therwise apprved by the VCAS cmmittee and specified in the supplementary regulatins. 8.3 Shuld nly three runs be cmpleted fr all cmpetitrs, all runs shall cunt (unless therwise apprved by the VCAS cmmittee). 8.4 If due t circumstances beynd the cntrl f the rganisers nly tw runs are cmpleted fr all cmpetitrs the stewards may allw the results f the cmpetitin t be determined by the aggregate f the best tw runs fr each cmpetitr, and utright and class pints shall be awarded accrdingly. 8.5 Results fr each rund shall be sent electrnically t the Series Screr and Chairpersn within 24 hurs and subsequently made available n the VCAS website within 48 hurs. 8.6 Penalties shall be applied as described in these VCAS Regulatin Any actin, which is detrimental t the event, including dangerus behaviur r failing t bey an instructin frm an fficial, may be dealt with by the Clerk f Curse and/r by the Stewards. Penalties will be at the discretin f the event Stewards and may include exclusin frm the event. 8.8 If the Key Officials f any event are regular Series cmpetitrs, they shall be entitled fr full Series Class pints in their nrmal cmpetitin Class in lieu f cmpeting. 8 8.9 If the event paperwrk is nt administered n time the Clerk f Curse shall nt be eligible fr Series pints utlined in clause VCAS SERIES SCORING 9.1 The VCAS Cmmittee shall appint a Screr fr the Series wh shall maintain and publish series result fllwing each event within 7 days. 9.2 Only financial members f clubs which are members f the VCAS Series are eligible t scre individual pints and pints fr their clubs in the Series. 9.3 The results twards each cmpetitr s individual result fr the Series will be calculated as fllws. A cmpetitr whm des nt enter a rund shall receive n pints fr that rund. Fr a series cnsisting f 8, r less than 8 runds - all runds shall cunt twards a cmpetitr s ttal scre Where 9 t 11 runds are run then each cmpetitr s single wrst rund scre will nt cunt. If the series cnsists f 12 runds r mre runds then the cmpetitr s tw wrst rund scres will nt cunt. 9.4 The results frm every rund shall cunt twards each club s result fr the Series. 9.5 Series pints shall be allcated at each rund n the fllwing scales: Outright: 1 st t 10 th : 10 pints dwn t 1 pint Class: 1 st t 10 th : 10 pints dwn t 1 pint (If a cmpetitr des nt enter a rund, fr that rund they get a zer scre fr that rund and cunt as ne f their wrst runds fr the purpses f any drpped rund) Club Series: The ttal f the pints awarded t the 3 best-placed cmpetitrs wh nminated that member club n their entry frm fr that rund. Nte: The results fr cmpetitrs wh are nt members f clubs which are part f the VCAS Series shall nt be taken int cnsideratin when Club Series pints are being calculated. Nte: When tw r mre cmpetitrs are tied in the results by equal aggregate times they shall share equally the class r utright pints fr the psitins they have cllectively filled. 9.6 There shall be up t 10 series winners: -One Outright Winner -Eight Class Winners -One Car Club Series Winner. 10. TROPHIES 10.1 Rund Trphies: Trphies shall be awarded t 1 st, 2 nd and 3 rd utright. Trphies shall be awarded t 1 st in each class. If 5 r mre entries have been received in a class, a trphy shall als be awarded fr 2 nd in that class. If 10 r mre entries have been received in a class, a trphy shall als be awarded fr 3 rd in that class. Nte: If a cmpetitr is eligible fr an utright trphy and fr a class trphy at a rund, a cmbined trphy may be awarded Fllwing each rund the series screr shall submit the rder t the nminated series trphy supplier. The cst f the trphies shall be frwarded t the hst club alng with the club affiliatin fee. Page 8 f 9

9 10.2 Series Trphies (Only eligible t members f VCAS member clubs): Each member club shall pay a series trphy fee, as determined by the Series Cmmittee. In setting the series trphy fee the Cmmittee shall take int cnsideratin such factrs as the csts f series trphies and f administering the series Outright trphies and trphies fr class J will be awarded fr 1 st, 2 nd and 3 rd. Trphies shall be awarded fr the 1 st, 2 nd fr each class fr the remaining classes. A trphy will nly be awarded fr 3 rd place in each class (except class J), subject t the 3 rd place getter having cmpeted in at least 50% f the events run in that year A perpetual trphy shall be awarded t the winner f the utright cmpetitin, t be held fr the fllwing 12 mnths A perpetual trphy shall be awarded t the champin club, t be held fr the fllwing 12 mnths In the case f tied results, each cmpetitr wh shares a psitin fr which a trphy is t be awarded shall receive a trphy; except that in the case f perpetual trphies the cmpetitrs shall hld the trphy jintly. 11. PRESENTATIONS 11.1 Event trphies fr each VCAS rund shall be presented at the fllwing rund, immediately befre the drivers briefing. The hst club fr each event shall send a representative t present the trphies at the fllwing rund, unless arrangements have been made with the Series Chairman Series trphies shall be presented at the first VCAS rund f the fllwing year.
