1 September 24, 2014 A regularly scheduled wrk sessin f the Lckprt Twn Bard was cnducted at 1: 00 p. m. n Wednesday, September 24, 2014, at the Twn Hall, 6560 Dysinger Rad, Lckprt, New Yrk. Nrris, Twn Attrney; Rbert Klavn f Audubn (Wendel) Engineering, Jerry Slipk f NIMAC, Kate Carter, and a lcal media representative. 1. NIMAC Presentatin Supervisr Smith welcmed everyne and pened the meeting by asking everyne t intrduce themselves. He then gave the flr t Mr. Jerry Slipk f NIMAC, wh gave a brief verview f the rganizatin's missin statement which is t prmte the grwth and prsperity f the Niagara Falls Air Reserve Statin, its persnnel and t create a cntinued psitive envirnment and impact n the WNY ecnmy. He als brught sme infrmatinal brchures t share with the Twn Bard. He cntinued his explanatin f the relatinship between NIMAC and the N. F. Air Base, reprting that since 1985, when the BRAC Cmmissin listed the Niagara Falls Air Base n its list f ptential clsing sites, NIMAC has been integral in prviding advcacy and leadership in the fight t retain the base. As the air base is the largest emplyer in Niagara Cunty and has a tremendus ecnmic impact n the entire cunty, he urged the Twn t cntinue its supprt f the air base and f NIMAC's effrts t ensure the cntinued presence f the base in Niagara Falls. After Mr. Slipk' s presentatin, the Supervisr pened the wrk sessin as fllws: 2. Twn Clerk The Twn Clerk gave a brief reprt n the free rabies clinic that was held n Sept. 30 at the Twn f Lckprt Highway garage. She believes that well ver 1, 000 innculatins were given n Saturday. She thanked the Rapids Fire Cmpany fr the use f their tables and chairs as well as the very hard wrking fire plice wh directed traffic thrughut the day. Additinally, she thanked her tw deputy clerks fr wrking t license dgs that day and stated that the Niagara Cunty Health Department persnnel and the veterinarians and vet technicians, wh vlunteered their time, shuld be thanked fr their hard wrk in making fr such a successful event. The Cunty Health Dept. will frward a final reprt with the exact numbers in a few weeks. 3. Twn Attrney Mr. Nrris presented the Twn Bard with an agreement requested by NYSEG with regard t the installatin f a new gas service and meter at the Lincln Village Sewer Pump Statin, which will allw fr an autmatic transfer switch t prvide" gas" pwer t the existing " electric" pump, in the case f pwer utages. He stated that Requests fr Prpsals had been sent ut and that the lwest received was frm Undergrund Lcatin Services, Inc. in the amunt f$ 5, While the cst f the" sft dig" was nt an riginal part f the prject cst, Mr. Klavn explained that savings fund since it was determined that sil brings will nt be required, will allw the prject t remain within budget. It was his recmmendatin t accept this RFP. MOTION ( ) n a mtin by Cuncil member Keugh and secnded by Cuncil member Crcker, the fllwing reslutin was duly ADOPTED: AYES- 5, NAYS- 0. TOWN OF LOCKPORT RESOLUTION WHEREAS, the Twn f Lckprt is cntinuing wrk b the design fr the replacement f existing waterline alng the east side f Transit Rad, and WHEREAS, Wendel has received prpsals frm ne( 1) cnsultant t perfrm nninvasive undergrund utility lcatin services at five ( 5) lcatins fr the prpsed prject, and WHEREAS, Wendel has reviewed the prpsal and recmmends that Undergrund Services, Inc. be awarded the prject, and WHEREAS, the fee fr this wrk is determined n a lump sum basis and is estimated t be$ 5, NOW, THEREFORE BE IT RESOLVED, that the Lckprt Twn Bard accepts the prpsal frm Undergrund Services, Inc. and authrizes the Supervisr t sign the prpsal dated September 8, 2014 fr spending nt t exceed$ 5, NYS Parks, Recreatin & Histrical Preservatin Letter- Letter received frm the agency determines that sil brings are nt required fr the Transit Rad Waterline Replacement Prject, thus yielding apprximately$ 25, 000 savings, thereby prviding funds t ff-set the cst f the" sft dig" lcatin services as mentined abve. Smke Testing f the Sanitary Sewer Lines Televised & Flushed in Cntract# 14-3 Mr. Klavn presented a cpy f the letter which will be sent t the residents affected by this cntract. Part f the scpe f the prject is called smke testing in which the cntractr sends smke int the manhles which then travels back t the laterals and can detect any leaks r any lines which are imprperly r illegally hked up t the system. The residents, as well as the State Plice and the lcal fire departments, will be alerted when this wrk cmmences. He desn' t want t needlessly wrry residents, neighbrs r persns passing in any f these neighbrhds t think that there is need fr alarm. Cntinued next page

Final paperwrk fr the prject will be prepared ver the next few weeks. Shimer Dr/ Lcust Street Sidewalks All cncrete wrk fr the sidewalks is expected t be cmpleted by Friday, Sept. 26, Restratin f the affected area will be cmpleted in the next few weeks. Shimer Drive Waterline Replacement The temprary services have all been remved and residents are nw being served with the new water line. Final restratin fr the prject will be cmpleted within the next 2-4 weeks. 5. Twn Bard Cmments/ Reprts Cuncilman Siejak infrmed thse present that the cntract fr the traveling Vietnam Memrial Wall has been received and the Twn can nw fficially begin t plan fr the event t take place n June 10-15, Cuncilman Crcker presented the final results f the Twn-wide survey( bth written and nline respnses calculated). The Bard reviewed the results, remarking that these survey results are very similar t thse f the Twn-wide survey cmpleted in It wuld seem that the majrity f residents find the Twn f Lckprt and the services prvided, t be quite favrable. While the Bard was very pleased, it was nted that there is always rm fr imprvement and will find this survey t be a valuable tl when making future decisins verall. Cuncilwman Dufur reprted that the memrial tree prgram at Day Rad Park has been suspended. She has requested help frm an arbrist with Wendel t help with suggestins. The trees which have died r are in severe cnditin, will be replaced in spring f 2015 at which time the prgram will be reviewed. Additinally, she infrmed the Twn Bard that a veteran' s utreach prgram will be hsted at the Twn Hall n Nvember 12, 2014 frm 3: 00-5: 00. The Dale Assciatin alng with Niagara Cunty Clerk, Wayne Jagw, as well as the Niagara C. Veteran' s Service Agency will cnduct a special prgram fr apprximately 70 veterans. 6. Supervisr' s Cmments/ Reprts Supervisr Smith reminded Bard members f the imprtance f the next mnthly Twn Bard meeting n Octber 8, 2014, relative t the Twn' s Master Plan Update, as the Bard will need t act n the statutry reslutins( SEQRA) fr the update as well as call fr a Public Hearing n the Adptin f the update fr the Nvember 5, 2014 Twn Bard meeting. Lakeview Animal Sanctuary Cntract Supervisr Smith requested apprval f the cntract which will be necessary befre the Twn Fall Festival t be held in Octber. MOTION ( ): t apprve a cntract with Lakeview Animal Sanctuary t prvide a petting z fr the Twn' s Fall Festival t be held n Octber 19, 2014, was made by Cuncil member Dufur and secnded by Cuncil member Siejak.
