Project Manager, Infrastructure Approvals Dear Sir: Reference: 979 Wellington Street West Transportation Overview Our File No.: INTRODUCTION The following Transportation Overview has been prepared in support of Official Plan Amendment (OPA), Zoning By-law Amendment (ZBL) and Site Plan Control applications. This Transportation Overview will identify any transportation impacts associated with the proposed redevelopment. This Transportation Overview provides a description of the proposed redevelopment, summarizes the existing conditions in the vicinity of the subject site, and calculates projected trip generation volumes for the weekday PM and Saturday peak hours. The on-site design, vehicular circulation and provisions for non-auto modes of transportation (including possible TDM strategies) have also been analyzed as part of this Transportation Overview. 2.0 PROPOSED DEVELOPMENT The subject site is located in the northeast corner of the Wellington Street West/Garland Street intersection. The subject site has a total area of approximately 850m 2, and is currently zoned as TM11 and R4T. The subject site is occupied by a two storey office building. This proposal will demolish the existing building and construct a new nine storey mixed use building. The proposed nine storey mixed use building will contain 57 residential dwellings and approximately 1,030 square feet of commercial/retail space. A total of 35 stacked parking stalls will be located below grade, accessed off of Armstrong Street. Stacked parking is a parking configuration in which a parking space is located above or below another parking space, and is accessed by means of an elevating device. 2 3.0 EXISTING CONDITIONS 3.1 Roadways and Intersections Somerset Street West is an arterial roadway that runs on an east-west alignment between Garland Street and Queen Elizabeth Drive. Somerset Street West has a two lane undivided urban cross section with parking permitted on both sides of the roadway. Somerset Street West has a regulatory speed limit of 50km/hr under the Ontario Highway Traffic Act. Wellington Street West is an arterial roadway that generally runs on an east-west alignment between Garland Street and Island Park Drive. Wellington Street extends discontinuously east of Garland Street from Hilda Street to Breezehill Avenue as a local road. Wellington Street West has a two lane undivided urban cross section with parking permitted on both sides of the road west of Somerset Street West/Garland Street. East of Somerset Street West/Garland Street, Wellington Street West has a two lane undivided cross section with parking permitted on the south side of the street. Wellington Street West has a regulatory speed limit of 50km/hr under the Ontario Highway Traffic Act. Garland Street is a local roadway that generally runs on a north-south alignment between Scott Street and Somerset Street West/Wellington Street West. Garland Street is restricted to one way northbound between Somerset Street West/Wellington Street West and Armstrong Street. Parking is permitted on the east side of the road. Garland Street has a regulatory speed limit of 50km/hr under the Ontario Highway Traffic Act. Armstrong Street is a local roadway that generally runs on an east-west alignment between Holland Avenue and Bayview Road. Parking is restricted on both sides of Armstrong Street in the vicinity of the subject site. Armstrong Street has a regulatory speed limit of 50km/hr under the Ontario Highway Traffic Act. The Somerset Street West/Wellington Street West/Garland Street intersection operates under traffic signal control. The Garland Street/Armstrong Street intersection operates under all way stop control. 3.2 Pedestrian and Bicycle Facilities Sidewalks are currently provided along both sides of Garland Street and Armstrong Street in the vicinity of the subject site. Unit paver sidewalks are provided along both sides of Somerset Street West and Wellington Street West. Somerset Street West and Wellington Street West (west of Garland Street) are classified as spine cycling routes in the City s Ottawa Cycling Plan (OCP). The City s OCP also classifies Armstrong Street and Garland Street south of Armstrong Street as local cycling routes. A southbound bike lane is provided along the one-way section of Garland Street (between Wellington Street West/Somerset Street West and Armstrong Street). The southbound bike lane is separated from general traffic by a painted hatch area and raised medians at intersections. 3 3.3 Transit Facilities A copy of the 2016 OC Transpo system map for the study area is included in Appendix B. This report describes all existing transit facilities within a five-minute walk of the subject site, which equates to a distance of approximately 400m. OC Transpo bus stops #7336 and #8042 are located in the northeast and southwest corners of the Somerset Street West/Wellington Street West/Garland Street intersection. These bus stops provide service to OC Transpo route 2. Route 2 travels between the Rideau Center in downtown Ottawa and Bayshore Transitway Station in the west with a connection at the Westboro Transitway Station. Service is provided on 15 minute headways during weekday peak hours. The subject site is also located at a walking distance of approximately 730m from the Bayview transit and O-train station. A Bayview area map and station layout are included in Appendix B. 3.4 Existing Traffic Volumes Two-hour weekday (4:00PM to 6:00PM) and Saturday (1:00PM to 3:00PM) traffic counts were coordinated by Novatech at the Wellington Street/Somerset Street/Garland Street and Garland Street/Armstrong Street intersections in November Summary sheets for the aforementioned traffic counts are included in Appendix C. Existing PM and Saturday peak hour traffic volumes at the aforementioned intersections are shown in Figure 1 below. 4 4.0 TRIP GENERATION AND DISTRIBUTION 4.1 Trip Generation Trips generated by the proposed development have been estimated using relevant peak hour trip generation rates identified in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9 th Edition. Trips generated by the proposed development have been estimated using the Apartment (LU 220) and Specialty Retail Center (LU 826) land uses. Trips generated by the proposed redevelopment during the weekday PM and Saturday peak hours are shown in the following table. Table 1: ITE Trip Generation Units/ PM Peak Sat Peak Land Use GFA IN OUT TOT IN OUT TOT Apartment Specialty 1,030 Retail 1 s.f AM Peak Hour and Saturday Peak Hour Rates were prorated from the Shopping Center Land Use (820) The trip generation surveys compiled in the ITE Trip Generation Manual only record vehicle trips, and the sites surveyed are typically located in the suburban locations in the United States where non-auto modes of transportation typically have a modal share of 10% or less. For urban infill developments where multiple modes of transportation are readily available, it is considered good practice to express projected trip generation volumes in terms of person trips instead of vehicle trips. Based on our review of available literature, a factor of 1.3 applied to ITE vehicle trip generation rates is considered to be a reasonable estimate of person trips, given typical auto occupancy in North America is approximately 1.15 and the typical modal share of non-auto person trips is approximately 10% (e.g. 70% Auto Driver, 10% Auto Passenger, 10% Transit, and 10% Nonmotorized). This factor was not applied to the trips generated by the specialty retail due to the size of the land uses. 5 percentages in the 2011 TRANS O-D Survey Report that are specific to the Ottawa West District. The modal share values applied to the trips generated by the residential land use are based on all observed trips within the Ottawa West District, including those with an origin or destination beyond that area. A full breakdown of the projected person trips by modal share and arrival/departure is shown in the following table. Based on the foregoing, the multi-modal trip generation characteristics of the proposed development can be summarized as follows: the proposed development is expected to generate a total of 32 and 21 vehicle trips during the weekday PM peak hour and Saturday peak hour respectively; the proposed development is expected to generate a total of 10 and 6 auto passenger trips during the weekday PM peak hour and Saturday peak hour respectively; the proposed development is expected to generate a total of 13 and 8 transit trips during the weekday PM peak hour and Saturday peak hour respectively; the proposed development is expected to generate a total of 12 and 8 non-motorized trips during the weekday PM peak hour and Saturday peak hour respectively. 4.2 Trip Distribution The projected distribution of vehicular trips generated by the proposed development has been derived with appropriate consideration given to several key factors, including: the size and nature of the proposed development; existing traffic patterns; the location of the site access with respect to the adjacent roadway system; and the principles of logical trip routing. 6 15% to/from the north via Garland Street 35% to/from the east via Armstrong Street Traffic generated from the proposed development destined to the west via Wellington Street West is anticipated to exit the study area to the east along Armstrong Street due to the one-way northbound restriction along Garland Street between Armstrong Street and Wellington Street West. Traffic volumes generated by the subject development are shown in Figure 2. Total traffic volumes are shown in Figure 3. 7 Figure 3: Total Traffic Volumes SOMERSET xx (yy) LEGEND PM Peak Hour veh/h SAT Peak Hour veh/h Signalized Intersection Unsignalized intersection 4.3 Roadway Assessment The lane capacity of a two-way urban arterial roadway with on-street parking, frequent signals and at grade intersections (Wellington Street/Somerset Street) is estimated at 600 vehicles per hour per lane. The lane capacity of a two-way local roadway with on-street parking and at-grade intersections is estimated at 400 vehicles per hour per lane. All roadways are currently operating under capacity during the PM and Saturday peak hours. Approximately 32 and 21 vehicles will arrive/depart the subject site during the PM and Saturday peak hours respectively. This equates to approximately one vehicle every two to three minutes during the peak hours. The majority of traffic generated by the site is anticipated to use the Armstrong Road/Garland Street intersection, resulting in an increase of less than 10% in traffic volumes at this intersection during the weekday PM and Saturday peak hours. The marginal increase in traffic volumes attributable to the proposed development is not anticipated to have a significant impact on the operating conditions along Somerset Street, Wellington Street, Garland Street and Armstrong Street. 5.0 PROVISIONS FOR NON AUTO MODES OC Transpo bus stops #7336 and #8042 are located in the northeast and southwest corners of the Somerset Street West/Wellington Street West/Garland Street intersection. These bus stops provide service to OC Transpo route 2. The subject site is also located at a walking distance of approximately 730m from the Bayview transit and O-train station. 8 Direct pedestrian connections will be provided between the existing sidewalks along Wellington Street West and Armstrong Street and the main retail and apartment entrances. A pathway will be provided adjacent to the east side of the building to facilitate garbage collection as well as a fire escape route. Bicycle parking will be provided in accordance with the requirements of the City s Zoning By-law (ZBL). The minimum requirements are outlined in Section 6.0 below. 6.0 ON-SITE DESIGN 6.1 Proposed Access and Garbage Collection The proposed redevelopment will contain an underground parking lot with a total of 35 parking spaces. The underground parking garage will be a stacked parking configuration with access on Armstrong Street. Since the proposed parking garage will be a stacked park configuration, only one vehicle will be able to enter or exit at any given time. As such, the proposed driveway will only contain one traffic lane. The proposed access will be approximately 3.8m wide, and located 3.3m from the easterly property line and 7.3m from the westerly property line. Since the subject site does not abut an arterial or major collector roadway, and the access is not within 46m of an arterial or major collector roadway, the location and spacing of the proposed access conforms to the minimum requirements of the City s Private Approach By-law. The sidewalk along Armstrong Street will be depressed and continuous across the access as well as the pathway east of the access. The curb depression east of the access will be used to facilitate garbage collection. Garbage containers will be rolled from the garbage room to Armstrong Street using the pathway adjacent to the building. As the curb depression east of the access does not lead to parking spaces, and will only be used to facilitate garbage collection, it should not be subject to the minimum requirements of the City s Private Approach By-law. 6.2 On-Site Parking Minimum Parking requirements are set out in Section 101 of the Zoning By-law. The Subject Site is located in Area Y on Schedule of the City of Ottawa s Zoning By-law. Minimum vehicular parking spaces requirements for the proposed development are identified as the Bylaw as follows: Mid-High Rise Apartment Dwelling 0 for first 12 units, 0.5 per dwelling unit after 0.1 per dwelling unit (visitor) Retail Store 1.25 per 100m 2 of GFA Subsection 101(4)(d)(iii) of the Zoning By-law states in the case of any other non-residential use with a gross floor area of 500 square metres or less, no off-street motor vehicle parking is required to be provided for lots described in Subsection 101(1)(a). As such, no off-street parking is required for the retail development. The residential development requires 23 resident parking spaces and six visitor parking spaces. 9 provided within the underground parking garage, meeting the minimum requirements of the Zoning By-law. Minimum bicycle parking space requirements for the proposed development are identified in the By-law as follows: Apartment Dwelling 0.5 per dwelling unit Retail Store 1 per 250m 2 of GFA Based on the foregoing, a total of 30 bicycle parking spaces are required for the proposed development. A total of 30 bicycle parking spaces are provided within a bicycle storage area inside the building, meeting the minimum requirement of the City s Zoning By-law. 7.0 TRANSPORTATION DEMAND MANAGEMENT The City of Ottawa has developed a comprehensive Transportation Demand Management (TDM) strategy as part of its efforts to reduce automobile dependency. TDM measures can reduce transportation infrastructure requirements by encouraging people to change their travel mode, timing or destination. The proposed development conforms to the City s TDM principles by providing easy access to local pedestrian, bicycle and transit systems. 8.0 CONCLUSIONS AND RECOMMENDATIONS Based on the foregoing, the conclusions and recommendations of this Transportation Overview can be summarized as follows: Approximately 32 and 21 vehicles will arrive/depart the subject site during the PM and Saturday peak hours respectively. This equates to approximately one vehicle every two to three minutes during the peak hours.
