Street and Traffc Bylaw 6234, 1991, Amendment Bylaw 2012, No SUMMARY: Ths report proposes changes to the Street and Traffc Bylaw to support car share programs n the Cty. The report recommends creatng specal provsons for car share companes to allow for the ssuance of Resdent Exempt Parkng permts and creaton of Desgnated On-Street Parkng zones. Staff propose that fees be appled for ths prvlege. The proposed amendments to the Street and Traffc Bylaw, No (Car Share Program) are proposed for Councl's consderaton. These amendments support the sustanable transportaton goals outlned n the Cty's Transportaton Plan. BACKGROUND: n July, 2012 Councl revewed the Councl Report enttled 'Resdent Exempt Parkng Permts and Reserved On-Street Parkng Spaces for Car Sharng Companes' (Attachment 1). Staff recommended to proceed wth allowng permts n resdental exempt zones and reservng on-street parkng stalls as ths s expected to make car sharng more accessble for resdents. Ths servce s expected to provde vable transportaton alternatves that could help reduce vehcle ownershp and have more people walkng, cyclng or usng transt, whch s consstent wth the Transportaton Plan goals. Although, the presence of car share vehcles could be perceved as ncreasng pressure on on-street parkng, staff's opnon s that facltatng ths servce n resdental areas has the potental to decrease parkng demand as resdents would be provded wth a very vable alternatve to ownng a personal vehcle. t should be recognzed that, subject to Councl approval, ths ntatve would allow any member of partcpatng car share organzaton to park n any RE zone n the Cty, a prvlege that other Cty resdents do not have. Car Share Programs would pay a fee for ths prvlege. : t r s At that tme, Councl endorsed the followng resoluton: PURSUANT to the report of the Assstant Cty Engneer, Transportaton, dated July 10, 2012, enttled "Resdent Exempt Parkng Permts and Reserved On-Street Parkng Spaces for Car- Sharng Companes", THAT staff prepare an amendment to the Street & Traffc Bylaw to allow ssuance of parkng permts to car-sharng companes for REPORT: Street & Traffc Bylaw, 1991, No.6234 Amendment Bylaw, 2012, No (Car Share Program)". DSCUSSON: Staff met wth Car 2 Go, Modo, the Car Coop and Zp Car to dscuss ther exstng and proposed actvtes n the Cty as well as what ther needs are to expand servce. Staff receved postve feedback on the Cty's plans to expand the opportuntes for Cty resdents to use these car share programs. Ther comments were taken nto consderaton n the creaton of the optons provded below. \ }: The Proposed Street &Traffc Bylaw Amendments The proposed bylaw amendments nclude a number of revsons to the current bylaw. See Attachment 2 for more nformaton. n summary, the revsons nclude: Replacng current language referencng non-proft cooperatve vehcle organzatons wth language referrng to car share programs n general. Ths reflects changes n the car share ndustry that have occurred snce the orgnal termnology was ncluded n the Bylaw Defnng 'shared vehcle', 'shared vehcle organzaton' and 'shared vehcle zone' n reference to car share programs operatng n the Cty Provdng power to the Cty Engneer to establsh a 'shared vehcle zone', that s, the creaton of a restrcted parkng zone for car share program vehcles only The fee for the use of a 'shared vehcle zone' would be $50/month/parkng stall ($600/year) The fee for car share program vehcles for resdent exempt permts would be $25/year t should be noted that the orgnal wordng of the bylaw supported specfcally Modo as t s a non-proft co-operatve organzaton. n consultaton wth staff, Modo ndcated that they wouldn't lke to be treated dfferently and supported the proposed bylaw amendments. 1 ;1 The proposed bylaw amendments only apply to Cty streets; t does not nclude parkng on prvate property. t s mportant to note that the proposed changes wll not exempt REPORT: Street & Traffc Bylaw, 1991, No.6234 Amendment Bylaw, 2012, No (Car Share Program)". 6 Pg.4 car-share program vehcles from all other parkng regulatons and they wll be subject to fnes f they contravene regulatons such as parkng n fre zones or overstay n tme lmted zones. Car share programs are defned as organzatons whch operate a fleet of cars for use by subscrbng members who pay a fee for the prvlege. The program operates as a busness and has the approprate vehcle nsurance to support ts operaton as a car share. There are currently three car share companes operatng n the regon. They are Car 2 Go, Zp Car and Modo, The Car Co-op. Regardng ndependent car share companes (or 'peer-to-peer car sharng' or 'neghbourhood rentng'), a staff search dd not fnd any other prvate or ndependent car share programs, ncludng car shares va cragslst Should addtonal car share programs (as defned above) wsh to operate n the Cty of North Vancouver, they wll ether choose to follow the same rules as ndvdual vehcle owners n the Cty or follow the recommended gudelnes and bylaw amendments ncluded n ths Report. f; 1! Proposed Resdent Exempt Parkng Permt Fees Staff offer the followng optons for Councl's consderaton. t should be noted that the Resdent parkng polcy update s currently underway and we antcpate to report back to Councl n late November. As the results of ths work, no major changes to the proposed car-sharng program are expected. Some mnor adjustments mght be requred, and these would be ncluded n the subsequent bylaw amendments. There are three optons for a fee structure for car share programs operatng n Resdent Exempt parkng areas. They are: Opton A (Recommended): Same Fee As CNV Resdents ($25/vear). CNV resdents would be the prncple users of car share program vehcles n the Cty. From ntervews wth varous operators, the majorty of car share vehcles operatng n the Cty and the North Shore would stay n the area, although other cars from throughout the regon would potentally travel to the Cty of North Vancouver. n order to strke a balance between encouragng car share program use whle beng fscally responsble to the Cty resdents, all vehcles, n all programs would pay a $25 annual fee for each car. Staff beleve ths s equtable for both resdents and the car share programs. 1 Ths proposed fee opton has been dscussed wth the car-sharng companes. Some programs preferred a lower fee appled to those cars not based n the Cty, as they would not regularly vstng the Cty. That sad, the dffculty s determnng what percentage of tme of what proporton of the fleet based outsde of the Cty would ever vst the Cty. At ths tme t s dffcult to determne whether lower fees for ths porton of the fleet would ncrease car travel to the Cty for the car-sharng company members, as wthout RE prvlege they mght decde to use other sustanable modes of travel. Staff feel that the prvlege of beng able to park n any spot wthn the Resdent Exempt zone, for a relatvely low fee, s a prvlege that supports car share programs adequately. 7 Pg.5 Staff propose to use the flat rate of $25 per vehcle as a conservatve approach untl we have opportunty to assess the program and parkng avalablty for the Cty resdents and use patterns by the car sharng companes. Once mplemented, staff wll perodcally revew ths opton to determne the level of acceptance by Cty resdents and car share programs. Adjustments to the fee structure may be made to enhance car share use or address parkng ssues. Opton B: ncreased Rate ($50/vear). As per the Resdent Exempt Parkng Polcy, vstors are requred to pay $50/year. Car-share companes, as busnesses, generate revenues greater than the costs of operaton. As they are operatng n the Cty's Rght of Way, a hgher fee of $50/year mght be consdered. Staff do not recommend ths approach because the prncpal users of car share vehcles n the Cty would be Cty resdents who n fact would be payng a hgher fee then ther fellow Cty resdents who own prvate cars. A hgher fee would be seen as not supportng the goals of expandng car share programs as per the Transportaton Plan. Opton C: No Fee. Staff vew car share programs as a method to reduce the overall number of vehcles on the road and typcally works n conjuncton wth transt systems and other alternatve modes of transportaton. Wavng the resdent exempt parkng fee would reduce the cost of busness and perhaps encourage a further expanson n the cty of ths servce to Cty resdents at a lower cost. Staff do not recommend ths approach as t would be unfar to Cty resdents who have to pay a fee for the same prvlege. The Cty needs to charge a fee to recover some of the costs ncurred by the operaton of ths program. Proposed Reserved On-Street Parkng (Shared Vehcle Zone) Fees Staff antcpate that programs wll seek to fnd off-street parkng locatons located on prvate property. Where the programs would lke to locate ther cars n the publc realm, staff offer the followng gudelnes for consderaton. Staff propose to provde car share programs wth on-street parkng locatons. The spot wll be reserved to that regstered user for a 2 year perod. Ths 2 year perod wll be coordnated wth a bennal 'call out' to car share programs. All assgned spots from the prevous 2 years wll be avalable for any nterested partes wth those already occupyng a spot havng the rght of 'frst refusal' on ther currently occuped stalls. The spot wll be sgned as a 'Car Share Program Parkng Only' spot. Sgns wll be located at ether end of the parkng spot to ndcate the desgnated area. For the purposes of easy dentfcaton by the operator of a vehcle, the sgn wll also have the regstered program's logo on the sgn. The sgns wll be nstalled by Cty staff and the cost recovered through the charged for the parkng spot. Bylaw servces would be provded the lcence plate numbers of regstered users for ths spot n order to regulate ts use. j REPORT: Street & Traffc Bylaw, 1991, No.6234 Amendment Bylaw, 2012, No (Car Share Program)". 8 Pg.6 Fees for Reserved On-Street Parkng Spot There are three optons for a fee structure for reserved on-street parkng. They are: Opton A (Recommended): $600/vear/parknq stall. The proposed fee s $50/ stall/month. Ths reflects the fee structure outlned through the exstng Temporary Buldng Zone Street Use Permt process. Ths s a lower fee then market value (see below). A lower fee supports car share programs wth a preferred rate and provdng accessble and hgh profle locatons for the convenence of Cty resdents thus supportng Cty goals for car sharng as outlned n the Transportaton Plan. Car share companes support the amount of ths proposed fee. Opton B: Market Rate ($1,800/vear/parkna stall). Staff have determned that a fee of $150 per month per parkng stall would be n lne wth market rates for parkng n the Cty, n partcular along the Lonsdale corrdor. n dscusson wth car share programs and n comparson wth fees charged by other muncpaltes, ths fee would be consdered too hgh. Staff have receved feedback that for some car share companes ths would be a prohbtve cost and would serously jeopardze expandng f not operatng n the Cty. Opton C: No Fee. Chargng no fees for a desgnated parkng spot would certanly encourage the use of car sharng programs by reducng a sgnfcant operaton cost. Addtonally, accordng to the current wordng of the Street and Traffc Bylaw, cooperatve car programs are not charged for occupyng on-street parkng stalls. The ctes of Surrey, Burnaby and New Westmnster currently do not charge for on-street parkng stalls n certan areas. Ths s vewed as a progressve approach by car-share programs and certanly encourages them to operate n those areas. That sad, staff feel that there should be a balance between the removal of mpedments to expandng the servce n ths communty wth the fscal responsblty to Cty resdents by assgnng an on-street parkng stall to a sngle user group rather then t remanng avalable to the general publc. 5! j f; t nput from the ntegrated Transportaton Commttee Staff consulted wth the Cty's Councl apponted ntegrated Transportaton Commttee. The Commttee supports the proposed amendments to the Bylaw and assocated changes. They vew these changes as supportng the goals of the Transportaton Plan and commented that the rates seem to be far and equtable. FNANCAL MPLCATONS: Staff do not antcpate that these proposed amendments to the Street and Traffc Bylaw wll result n addtonal costs to the Cty. Bylaws staff wll be tasked wth montorng the vehcles parked on Cty streets as per ther regular ongong by-law enforcement dutes. CORPORATE PLAN AND/OR POLCY MPLCATONS: } f fc f The recommendatons of ths report are consstent wth the OCP, Transportaton Plan and CEEP goals and objectves to ncrease use of alternatve travel modes, offer more travel choces for resdents and workers, lower per capta green house gas emssons and reduce mpact on the envronment. STRATEGC PLAN MPLCATONS: Car-share programs algn wth the followng OCP goals: To encourage the use of a varety of transportaton choces to serve the needs of all resdents and vstors, wth prorty gven to transt, cyclng, and walkng Polces A. To ntegrate land use and transportaton plannng to mnmze the need for prvate vehcle use and maxmze pedestran, bcycle and transt travel; B. To decrease greenhouse gas emssons by provdng alternatves to the automoble ncludng, but not lmted to, the provson of sdewalks, mult-use pathways and cyclng routes, transt rder enhancements and gvng vehcle prorty to transt; j C.
