Long Bridge Park Parking Analysis and Transportation Management Plan Long Range Planning Committee of the Planning Commission Meeting Thursday, February 7, 2013
Purpose Achieve consensus on parking and TMP approach for Long Bridge Park Aquatics, Health & Fitness Facility (AHFF) 2
Overview Project background 2004 Multimodal Transportation Study Current LBP AHFF design Transportation Management Plan Parking requirements Conclusions 3
Project Background Study Access to Long Bridge Park v Walk residences, offices, retail, transit stops Bicycle on and off-street access Take transit MetroRail, MetroBus, ART, VRE Drive from anywhere in Arlington Boat dock at Columbia Island Marina Fly National Airport Hitch a ride slug lines Transportation themes: Nexus of transportation modes Safe and efficient access for pedestrians, bicyclists, transit users, and motorists Access to North Tract by existing transportation modes Balanced design approach considering all modes and to maximize use by non-vehicle modes 4
Project Background Study Highlights Parking demand can be accommodated with on-site surface lots, structured parking, and on-street parking Shared parking is possible with nearby properties Parking facilities can be phased with recreation plan 800 1,000 parking spaces recommended at full build-out (all phases) Design should leverage multi-modal transportation access Parking should not be designed for special events Consensus with public Approved by County Board 5
Multimodal Study (2004) Goals: Develop a balanced approach to transportation needs Identify strategies and design elements to minimize negative impacts and increase mode split 6
Multimodal Study (cont.) Findings / Recommendations multimodal access can be enhanced through: Better bicycle and pedestrian access Bus service Shelters for local transit / pick-up & drop off Shuttle services to Metro & off-site parking On-site parking supply should address routine parking needs, not special events On-street parking will serve Long Bridge Park: Few other area demands Pricing to discourage commuter parking Parking demand for large events can be addressed effectively through TDM and recreation program management 7
Transit on Long Bridge Drive Arlington County Bus Stops 8
Transportation Management Plan TMP Approach: Good pedestrian/trail connections Capital bicycle sharing station Transit: ART circulator bus service with 4 stops along Long Bridge Drive Shared parking opportunities with nearby facilities Promote ride share/commuter services, carpool incentives Control parking: meters, carpool spaces, possible variable pricing Plan for special events using nearby public parking, shuttle buses to parking, transit, coordination with hotels Recreation facility program management 9
LBP Current Design Phase 1 Three Fields/Esplanade Surface Parking Lot: 180 spaces On-Street Parking: 175 spaces (built with park) Phase 2 AHFF (Late 2015 Opening) Surface Parking Lot: Phases 1 & 2 TOTAL PARKING: 229 spaces 584 spaces Phase 3 Fourth Field Structured parking: Phase 4 AHFF (Remaining Uses) Structured parking: All Phases TOTAL PARKING: Additional 74 spaces Additional 318 spaces 976 spaces 10
AHFF Phase I Required Parking * Use Use Area - Square feet (sf) Community Meeting Rooms (Office) * as Interpreted from Closest Related Land Uses Parking Ratio Parking Requirement 3,225 1 space / 250 sf 13 spaces Pools (Community Pools) 21,995 1 space / 40 sf 550 spaces Fitness Facilities (Health & Fitness Facility) Total 17,200 1 space / 50 sf 344 spaces 907 spaces AHFF Phase II Use Use Area - Square feet (sf) Community Meeting Rooms (Office) Fitness Facilities (Health & Fitness Facility) Total Parking Ratio Parking Requirement 6,300 1 space / 250 sf 26 spaces 73,100 1 space / 50 sf 1,462 spaces 1,488 spaces Red = Similar Use in ZO Phase I + Phase II = 2,405 parking spaces 11
Alternate Approach Look at maximum occupancy for useable space Constants: AHFF Phase I max. bldg. occupancy = 998 people Available parking = 229 (site) (75% on-street) = 360 spaces Mode splits: Building Occupancy Scenarios 10% transit 5% bike/walk Parking to be controlled (standard County pricing/time frames initially) 12
Alternate Approach Scenario A Daily Average Occupancy Daily average occupancy = 256 people (2770 total daily users / 12 hours + 25 employees) Average vehicle occupancy = 1.2 people/vehicle Parking needed = 181 spaces < 360 spaces available Average vehicle occupancy = 1.3 people/vehicle Parking needed = 167 spaces << 360 spaces available 13
Alternate Approach Scenario B Daily Average Peak Occupancy Daily average peak occupancy = 548 people (1568 users during 3-hour peak period / 1 hour per person + 25 employees) Average vehicle occupancy = 1.2 people/vehicle Parking needed = 388 spaces > 360 spaces available Average vehicle occupancy = 1.3 people/vehicle Parking needed = 358 spaces ~ 360 spaces available 14
Alternate Approach Scenario C Daily Longer Peak Occupancy Daily longer peak occupancy = 809 people (1568 users during peak period / 1.5 hours per person + 25 employees) Average vehicle occupancy = 1.2 people/vehicle Parking needed = 573 spaces > 360 spaces available Average vehicle occupancy = 1.5 people/vehicle Parking needed = 458 spaces > 360 spaces available 15
Alternate Approach Building Occupancy Scenarios Parking demand depends upon: Average vehicle occupancy (e.g., 1.2 through 1.5) Daily average vs. daily peak vs. length of stay Pricing amount and time frame (e.g., 8 AM to 6 PM) Range of spaces needed: 180 to spaces reasonable 16
Conclusions Parking supply consistent with 2004 study Parking provided for routine daily activities Majority of on-street spaces provided for LBP Special events will require parking plan (off-site) as part of TMP Keys to success: Implementation of TMP, e.g., increased carpooling, strategic pricing, etc. Good recreation program management 17
