Roll Call Members present: Trustees Tim Dietrich, Lee Uecker and Bob Zarzynski Members excused: None Staff present: Others present: Administrator Jeremy Smith, Assistant Administrator Kelsey McElroy- Anderson, Administrative Services Director Casen Griffiths, and Assistant Public Works Director Dennis Wolf. President Greg Goetz and Bill Wiesneski. A quorum of the Village Board was present at the meeting. 2. Consideration and possible action on minutes of the Public Works meeting of March 6, 2018 A motion by Zarzynski, seconded by Uecker to approve the meeting minutes for the March 6, 2018 meeting as presented. Motion carried Comments from citizens present and correspondence/communications received from citizens No one was present who wished to be heard. 4. Consideration and possible action on bills for payment: A motion by Uecker, seconded by Zarzynski to approve the Public Works bills for payment in the amount of $273, Motion carried Consideration and possible action on Utility Items A. Anthracite Quotes A motion by Zarzynski, seconded by Uecker to approve the purchase of anthracite from Carbonite Filter Corporation in the amount of $29,734. Motion carried Consideration and possible action on Sidewalk and Street Items A. Good Hope Road Street Lighting Plan Mr. Smith stated that during the design phase for the project the Village Board had indicated that the desire to only have street lights at intersections. It has been discovered that there are more lights along the corridor than originally thought. Staff has brought this to committee for review. The consensus of the Committee was to have staff bring back renderings showing the potential locations of the lights and the costs for the lights. 7. Consideration and possible action on Other Public Works Items. A. Security Improvements at Public Works Facilities Mr. Wolf reviewed the options that were evaluated for security improvements. A motion by Zarzynski, seconded by Uecker to approve the security improvement project in the amount of $36,179. Motion carried Engineer s Report Mrs. McElroy-Anderson reported that clearing on Good Hope Road will begin this week, on Wednesday
4 and Thursday. Project Inspector Mike Menzel has communicated about tree removal with residents along the corridor. Next week the contractor will begin grading for the temporary road. WE Energies is completing gas work from Stonefield Drive to Maple Avenue. Requests for temporary limited easements for roadwork and permanent storm easements have been sent to residents. The drilling contractor for Well 8 is significantly behind schedule, however work on Wells 4 and 5 are on schedule to be completed in October. Spring weight limits have been lifted. The design of the train depot is underway. The Yard Waste site will open for the season on Saturday. 9. Other discussion for future agenda topics Good Hope Road lighting plan. 10. This truck is now 16 years in service and is in need of a lot of mechanical repairs. There is also a substantial amount of rust on the utility box as well as the truck body. The sewer utility will look to sell its 2008 Ford F-350 to the water utility. The sewer utility will then purchase the new utility truck, which was approved in the 2018 budget. The 2002 Ford F-450 will be put up for auction on the Wisconsin Surplus website once we have received the new truck. That money will be used by the water department towards the purchase of the 2008 F-350 from the sewer department. There were 3 quotes obtained for the truck chassis as well as the body, crane and plow. Truck Chassis DEALER COST 1. Ewald Auto $34, Sorens Ford $40, Badger Truck Center $40, Body, Crane & Plow 1. Casper s Truck Equipment $40, Break & Equipment $44, Monroe Truck Equipment $46, Recommendation Staff recommends the purchase of the truck chassis from Ewald Auto, which is the low bidder. Casper s Truck Equipment is the low bid for the body, crane & plow package and we recommend purchasing the package from them. The total cost of the utility truck will be $75, This is well under the approved $85, in the 2018 budget.

Neu, Village Engineer Date: April 26, 2018 Re: Good Hope Road Reconstruction Street Lighting Plan The Board s initial direction for street lighting along Good Hope Road was to have lighting at intersections and minimal lighting between intersections. After that discussion, staff discovered that there are more street lights along Good Hope Road than initially thought. We Energies was asked to prepare a street lighting plan for the corridor based on the Board s initial direction. Since the existing conditions exceeded those in our request, they determined that the only work necessary would be to replace the existing street light poles between the southwest corner of Michele Lane and approximately Waukesha Avenue, where they also need to adjust the location of their overhead power lines. The remaining street lights in the corridor are not in conflict with the construction and thus needed no work. The total number of street lights within the project area would remain the same. Location Existing Condition Proposed West of Maple Avenue One light at each intersection (Stonefield, No change proposed. Ridgewood and Maple). Maple to Woodside 9 lights, including 2 at Woodside Road. Same number of lights. Locations changed slightly. Woodside to Waukesha 6 Lights, including 2 at Waukesha Ave. Same number of lights. Locations changed slightly. Waukesha to Woodland Creek 9 lights including 2 each at Canyon Meadows Court and at the Railroad Tracks. No change proposed. The cost to replace the 10 street lights between the southwest corner of Michele Lane and just west of Waukesha Avenue is $23, The lights would be in standard locations between the curb and sidewalk and would have 6 foot arms on which LED light fixtures would be installed. Since LED s use less energy than HPS lights, there would be an annual savings of $ as a result of replacing the fixtures with LED s. Additional lights may cost $2,500 - $3,000 each, depending on location, and the monthly facilities and energy costs would be about $13/month or $156/year. A map of the existing street light locations in and around the corridor is in the packet. To give you an indication of the light levels, a photometric plan for the corridor is included in the packet. Policy Question: Is the current lighting level along Good Hope Road adequate? Would you prefer more light, less light, or no change? 1

Neu, Village Engineer Date: April 26, 2018 Re: Engineering Monthly Report April 2018 _ Good Hope: Clearing and grubbing is done for the Village s portion of the project. Grading and temporary road construction has started west of Maple. We Energies gas main from Stonefield Drive to Maple Avenue is done. The work from Waukesha Avenue to the east should be done by the end of May, after which they will do the relocation work from Maple to Waukesha. We Energies Electric relocation between Michele and Waukesha Forestry is nearly done, pole installation is underway, stringing new wire is the next step. Most temporary limited easements have been signed, 1 of the 2 permanent storm easements have been secured. The other property owner has decided to pursue an owner s appraisal. Radium: Drilling of the production well has started, and contractor is working 7 days per week, but production rates are low and they are significantly behind schedule. Therefore construction of the well house is delayed until the well is complete. Wells 4 and 5 treatment facilities is on schedule to be complete in October. Miscellaneous concrete, mechanical and electrical work is underway inside the buildings. The backwash tank and piping is progressing nicely. The filters will be delivered in May. Clarifier Floor: Electric work has started. Removal of the dome, mechanical equipment and floor is scheduled for May. Developments: Johanssen Farms, Hidden Hills, Sussex Preserve, and Villas of Maplewood Terrace: New home construction is starting in each of these developments. Ancient Oaks: Grading and utility construction is on hold, expect contractor back soon. Real Property Health / Village Green of Sussex: Anticipate starting in June. Treatment Plant Tour: Public Works staff would like to offer a tour of the Treatment Plant to the Committee and Board prior to the June PW Committee meeting, if there is interest.
