4 Exhibit A to SCAN Minutes - June 10, 2015 SCAN Land Use and Transportation Committee Report June 10, 2015 Gaiety Hollow In April the Committee provided testimony in support of the Lord & Schryver Conservancy request for adaptive reuse of Gaiety Hollow as a non-profit cultural center, but requested several conditions to ensure public use of the property will have minimal impact on the surrounding single family residents, as required by approval criteria. The hearings officer approved the adaptive reuse request, subject to five conditions: 1) secure a lease of at least five years for five parking spaces in Bush Park near the Derby track; 2) provide four on-site bicycle parking spots; 3) limit outdoor activities to the hours of 8am to 10 pm; 4) private events allowed at the site must be related to the site s primary use as a cultural and educational center for the Lord and Schryver legacy; and 5) indoor events are limited to a maximum of 40 people and outdoor events are limited to a maximum of 50 people, except outdoor events may exceed 50 people twice a year for limited community events. The Lord & Schryver Conservancy has appealed this decision, specifically conditions 2, 4, and 5. Date of the appeal hearing has not yet been set. The committee has not discussed what further action to recommend to the SCAN board. Skyline Ford Expansion The Committee asked staff to not approve Skyline Ford s request to expand the showroom and body shop, because the required landscaping standard is not met (requested 1% of total lot area v. required standard of 15%) and neighbors, including McKinley School personnel, have complained about frequent venting of fumes that may be toxic. The Planning Administrator approved the request, subject to 7 conditions to add an additional 1,900 sq. ft. of new landscaping, maintain the three existing trees, improve the sidewalk along Commercial St. and improve intersection curbs on East Nob Hill St. The condition for additional landscaping brings the landscaping up to 1.7% of the lot area v. the standard of 15%. DEQ reports that the body shop uses paints that do not contain hazardous air pollutants so an air quality permit is not required. Gaiety Hill Traffic Calming At the request of neighbors the Committee has talked with Public Works staff about several traffic safety and calming measures for Church St. SE and Leslie St. Results include: 25 MPH speed limit signs have been installed on Church St. SE and on High St. SE north of Mission St. Staff has agreed to work on a Church St. median design to extend the existing median near the SAIF building south to the alley south of Leslie St. The design will maintain parking on the west side of Church St. and include cuts to allow passage through the median from Church St. driveways and Leslie St. Staff placed a traffic sensor on Church St. SE just north of Leslie St. March Results are: Northbound traffic: 1,559 average vehicles per weekday; 426 average vehicles per weekend day. 5 Exhibit A to SCAN Minutes - June 10, 2015 Average speed was 29 MPH; 58% of vehicles went under 30 MPH; 85% of vehicles averaged 33 MPH. Southbound traffic: 474 average vehicles per weekday; 120 average vehicles per weekend day. Average speed was 28 MPH; 66% of vehicles went under 30 MPH; 85% of vehicles averaged 33 MPH. Staff explained three criteria for installing speed bumps to reduce speed and cut-through traffic on a local street: 1) a majority of property owners on the affected street want the speed bumps; 2) the street gets at least 600 vehicles per day; and 3) at least 50% of vehicles are going over 25 MPH. If Leslie St. neighbors want to pursue speed bumps, the first step is for neighbors to determine whether a majority of owners on Leslie St. want the speed bumps. Speed bumps are not allowed on Church St. SE because it is a collector street, not a local street. Speeding on Rural Ave. SE AT SCAN s request a speed reader board was set up on Rural Ave. SE. for several weeks in March and early April. Posted speed limit is 25 MPH. Results are: Overall average speed is 29 MPH 16% of vehicles went under the posted speed; 84% went over the posted speed. 85% of vehicles went an average of 34 MPH. 4% of vehicles went 35 mph or more. A total of 10,598 vehicles were recorded. Commercial-Vista Corridor Project The Committee continues to monitor this project. Members attended the last public open house held April 23 and will consider whether to recommend the SCAN board make final comments.
