3 PUBLIC INFORMATION MEETING AUGUST 23, TH STREET TO CLINTON PARKWAY Project No. 15-CP4-404(C) On Monday, August 23, 2004, Joe Caldwell, Bartlett & West Engineers, and Chuck Soules, Director of Public Works, met with the residents along Kasold Drive between 15 th Street and Clinton Parkway to discuss the reconstruction project. Joe provided an overall summary of the project and included the following issues: 1. We discussed the existing right-of-way and a typical section that would fit within this right-of-way. The City has indicated from the beginning of the project that they do not want to purchase additional right-of-way if at all possible. The right-of-way varies from the south end to the north end. Perhaps the most critical area is between Augusta Drive and Scioto Drive where there is only 85' of right of way available. The typical section in this area will be 4-12' lanes, a 4' concrete median, a 2' curb and gutter on each side, and a 10' recreation path on the west side. In addition, there will need to be retaining walls on both sides of the roadway throughout much of this stretch. So, as a minimum, the typical section will require at least 75' of the available 85'. To complicate matters, there is landscape screening on east side of the road, which we are trying to save. 2. The existing grassed median will be removed to accommodate additional width needed for a 10 recreation path to be installed on the west side. 3. Due to adjacent grades, some retaining walls will be necessary. 4. The group discussed the likely closing of Scioto Drive. During the peak hour, there are 4 turning movements for this sideroad. The low turning movements, in conjunction with the 17 percent approach grade, makes Scioto a great candidate for road closure. The intent is to remove the access to Kasold Drive and tie Scioto to the frontage road. The 17 percent approach grade at Scioto makes this a pretty dangerous intersection for drivers, and probably renders the street useless during winter weather periods. In addition, the closure of Scioto Drive allows us to move the road section as far to the west as possible between Augusta and Scioto, which provides added benefits to the residents on the east side of Kasold Drive. The fire department and police department have approved the closure of this sideroad. 5. We discussed the impact that is going to occur for the utilities, which are discussed individually below. A copy of the plans showing the topographical survey were sent to the individual utility companies on July 12 th for their review and comment. Bartlett & West asked the utility companies to respond with their comments - to date we have heard from the City Utilities Department, Westar, and Southwestern Bell. Since it has been a month, we will begin contacting the rest of the utilities that have not responded to get their feedback. 6. The Utilities Department presently has a 40 year old cast iron 12" low pressure line located in the northbound lanes/median area. In addition, a 6" high pressure line exists over about half of the route. Due to the age, the Utilities Department thinks it is wise to replace this line, because there are no guarantees at this point as to when major maintenance will have to occur for the waterlines. We discussed many possibilities related to the future location of the waterlines. The Utilities Department is going to determine which of the residents on the east side are tied into the 12 low pressure line and which one's are tied into the 6" high pressure line. This will be

4 imperative to any waterline relocations, so we can be sure that the appropriate water pressures can be maintained for the individual homeowners service lines. A proposed alignment between Tam O'Shanter and Augusta is unknown. Most of the right-of-way is paved in this area, and therefore, there really isn't a preferable location within the section to place the waterline. However, the general consensus was to locate the waterline under the recreation path on the west side in areas where it is anticipated that the majority of the right-ofway will be covered with pavement. 7. Westar has major overhead lines located on the east side of the project from Clinton Parkway to just north of Scioto. Between Scioto Drive & Tam O'Shanter, the overhead lines cross Kasold Drive and exist on the west side of the roadway for the remainder of the project. The overhead lines include transmission and distribution lines. There is a strong potential that some of these poles will need to be relocated so that the desired typical section can be used. Bartlett & West and Westar are presently working together to determine when the Westar easements were written, so we can determine who has first rights to the ground, which will determine who will bear the cost of relocation. The typical section and/or road alignment may need to be modified to address this utility, especially if the cost to relocate falls on the City. Finally, the request was made to get a cost to place the overhead lines underground. All indications are this cost would be outrageous, but Westar will be asked to provide information for this possibility. 8. Bartlett & West met with Southwestern Bell on Wednesday, August 4 th to discuss the future of their facilities. We discussed many potential alignment options. However, SBC would not commit to any particular location until they had final plans. In particular, we discussed the use of a 7.5 Utility Easement on the west side of Kasold Drive between Augusta Drive & Scioto Drive. We discussed the possibility of having them relocate their lines while the contractor was working on other portions of the project - they seemed receptive, but lukewarm to the idea. They indicated that they would need 6 months from the time they got plans to the time their lines would be relocated. We have not heard from Aquila or Sunflower Cable yet. However, the gas line was briefly discussed during our meeting. Essentially, the same concerns were expressed about where they might locate, which is going to fall primarily on the individual utility. However, we are attempting to work with each of them to coordinate locations. 9. The City Commission has been told that the goal is to complete the construction in one season, particularly during The goal is to bid the project in early The biggest issue that would cause a delay to the schedule is going to be utility relocations. The budget was also mentioned as being a critical item and that additional dollars could not be afforded for the project. Specific items that might affect the construction budget include the retaining wall, pavement materials, and construction sequencing methods. We briefly discussed the asphalt vs. concrete pavement cost issues. Asphalt pavement would cost less to construct. However, taking into account future maintenance, including overlays, the cost of asphalt or concrete will be relatively comparable. In addition, we discussed the costs of the relocation of the waterline. One possibility would be to just leave the waterline in it's existing location and relocate only the portions that need to be adjusted for the grade changes. The other possibility is to relocate the entire waterline. This would eliminate the probable maintenance issues that will arise on a 40 year old waterline. In addition, the new alignment would most likely

5 be moved out from under the pavement reducing the impact future maintenance would have on the roadway. 10. We discussed the options for construction sequencing. The cheapest way is to close the road to traffic, even if in phases. However, this is probably not the preferred solution since that would mean that 20,000 vehicles per day would be displaced to Iowa, Wakarusa, or local residential streets. Constructing the project one half at a time probably is a more realistic solution - this would allow at least one lane in each direction to be open during construction. While there is a lot of information to digest here, it is important that everyone understands the issues involved for this project, so that we can all make collective and informed decisions as we move forward. If you have any questions or comments relating to the items discussed in the , please do not hesitate to contact me. Discussion followed with specific questions from adjacent owners including: 1. There was a general consensus that truck traffic is excessive. Soules responded that Kasold is an arterial road and designated as a truck delivery route. Review of this issue would need to be requested of the Traffic Safety Commission. 2. A question with respect to if traffic volumes would increase. Soules reported that future volumes were expected to increase. The improvements were needed to repair the current condition and address both immediate and future needs. 3. Traffic control and access was discussed. No specified traffic control plan had been determined at this time. 4. Being able to make a u-turn at Augusta for the residents on the east side of Kasold was desirable. 5. Properties along the east side would like to maintain their landscaping. At this time the City is trying to complete the improvements within the existing right-of-way. The meeting concluded with the announcement that a pre-design memo would be presented to the City Commission on September 28, 2004.
