Main St., ELLSWORTH, WI ) Meeting Convened The Pierce County Ad Hoc Jail Planning & Specifications Development Committee met in the County Board Room of the Pierce County Courthouse, Ellsworth, WI. Chairman J. Aubart called the meeting to order at 3:01p.m. 1 a) Those Present A quorum was established acknowledging 5 members present. present: Absent/Excused: Jon Aubart District #3 Mike Kahlow District #6 Scott Bjork District #7 Brian O'Connell District #11 Neil Gulbranson Citizen Member Also Present: JoAnn Miller-Administrative Coordinator, Brad Lawrence-Corporation Counsel, Jason Matthys-Chief Deputy Sheriff, Jamie Feuerhelm-County Clerk, Steve Albarado-Lt. Jail Administrator, Jeff Olson-Pierce/Pepin Electric, Brad Ristow-Pierce/Pepin Electric, Gary Zimmer-Xcel Energy, and Brian Elwood-Xcel Energy. 1 b) Agenda Approved Motion by B. O'Connell/S. Bjork to approve agenda as presented; motion carried/passed unanimously. 2) Minutes Approved Motion by M. Kahlow/S. Bjork to approve the minutes of Oct. 22, 2015; motion carried/passed unanimously. 3) Public Comment None. 4) Discuss/take action on electricity provider for new Jail & Sheriff's Dept. facility AC J. Miller gave brief overview about the history & activities involved in determining which electrical provider would be responsible for bringing power to the proposed Jail/Sheriffs Dept. site. Two providers indicated they can provide service to the area. J. Miller further explained that the Public Service Commission (PSC) did not give a definitive answer as to which company had jurisdiction. Neither did they clarify whether the County could make the choice. Representatives from both Pierce/Pepin Electric & Xcel Energy gave brief presentations & details of the service they provide. Corp. Counsel B. Lawrence indicated that this Committee had the authority to choose an electrical provider. The company not chosen could file an appeal with the PSC, but the County would not be involved with that litigation. J. Olson-Pierce/Pepin stated that regardless what company was chosen, service to the site would be accomplished in a timely manner. If the appeal brought about a change in providers the other company would be reimbursed installation costs. B. Elwood-Xcel Energy stated numerous times that Xcel Energy already provides service to the parcel. Motion by N. Gulbranson/B. O'Connell to select Xcel Energy as the electrical service provider to the new Jail/Sheriffs Ad Hoc 3 Committee> Page 1

3 Dept. facility. Motion carried/passed with 3 in favor (N. Gulbranson, B. 0' Connell, J. Aubart), & 2 opposed (M. Kahlow, S. Bjork). 5) Update on project schedule AC J. Miller stated the Design Team would have another meeting tomorrow to review documents at 50% completion, with another meeting scheduled for Dec. 22nd to review 90% document completion. She further summarized that bid documents would go out for bid approx. Feb 4th, 2016 & sale of bonds for project on March 22nd, ChiefDeputy Sheriff J. Matthys summarized the activities ofthe Design Team since last meeting & remarked that things were going well & on schedule. No action taken. 6) Future Agenda Items None presented. 7) Next Meeting Date Committee discussed that there was not an immediate need to meet again soon. 4 Feb. 1, 2016 SUBJECT: Update on electric service for new Pierce County Jail Pierce County Jail Ad Hoc Committee: Thank you for the opportunity to provide an update on the electric service for the new Pierce County Jail. As you know, we have been serving Pierce County for more than a century and today nearly 150 Xcel Energy employees call Pierce County home as taxpayers and as residents. And we appreciate being selected to provide electricity to the new jail. Since mid-november, we have made excellent progress on all the work that is necessary to provide electric service to the new jail. As discussed in previous meetings, there is no cost to Pierce County for the hook up and installation of electric service to the new jail. Immediately following the county s decision, we met with the general contractor, Market & Johnson, to begin planning the engineering work that would be needed. Because Xcel Energy already has service on the parcel, much of this work involved identifying ways to optimize the existing electric distribution facilities in the area (see attachment). We are pleased to report that these planning meetings have allowed us to remain ahead of schedule on the project. Here are updates on various aspects of the project: Engineering, Design & Construction The entire project has been engineered and designed by our electric distribution team. During the week of Jan. 25, work began to upgrade the distribution facilities (poles, wires) that serve the parcel. Customer Service Xcel Energy Account Manager Rick Kaiser will be the single point of contact for the project and is available 24/7. In this role, Rick coordinates all pre-construction, construction and post-construction work with the general contractor and subcontractors. Rick will also be available for all billing, metering and energy conservation questions. Rick has nearly 30 years of experience in the utility industry. Transformer We will be ordering and paying for a 750 kva, 277/480 volt, pad mount transformer. In discussions with the general contractor, the extra size of the transformer will more than cover any future growth or additions to the building. Also, while unanticipated, if the transformer needs to be repaired or replaced, there will be no cost to Pierce County.

5 Material Procurement Xcel Energy will be ordering materials in the coming weeks as soon as the final site plans are completed. Because we work with a large utility supplier there are no issues with any of the materials that would be needed. Temporary Service The general contractor will let us know if a temporary service will be needed for any of the onsite equipment or project trailers. If needed, a temporary service will be installed when the onsite work begins. Business Incentive Program There is a design assistance program through Focus on Energy that offers energy conservation rebates for new construction projects. In 2016, Xcel Energy is offering matching rebates as part of our Business Incentive Program and we have been in contact with Focus on Energy s representative on what those matching rebates would cover. Webcam We are working with the general contractor to provide a location on one of our poles (if needed) to mount a temporary webcam that will be used to capture the construction progress. We are committed to providing best-in-class service to Pierce County as this project moves forward and look forward to this new facility to serve the needs of county residents.
