M I N U T E S Members Present: Robert Dwyer, Jennifer Shea, Bart Riley, and Tim Dick. Members Not Present: Norlene Holt Others Present: Will Steyh AK Properties, Buddy Fisher Pita Pit, Scott Butler Mercury Street Medical, Stephanie Marshall Parking Director 1. Call to Order: The meeting was called to order at 3:00 p.m. by Robert Dwyer, Chairperson 2. Approval of Minutes: (FORMAL MOTION): Tim Dick made a motion to approve the minutes from May 21, Bart Riley seconded the motion. All were in favor. Meeting minute s approved as submitted. 3. Public Comment: None 4. New Business: A. REQUEST FOR SAFETY ZONE PAINT ON A STREET Will Steyh, AK Properties LLC. 1. Will Steyh is requesting proper yellow zone paint on the South side of A Street due to people parking too close to the ingress and egress of the Social Security building.

2 (FORMAL MOTION): Tim Dick made a motion to approve safety zone paint on the South side of A Street as per requested by AK Drilling, and that we give AK Drilling the authority to have a licensed contractor have the paint done as per Public Works approved specs. Bart Riley seconded the motion. All were in favor. Motion passed. B. REQUEST FOR 15 MINUTE PARKING SPACE, Buddy and Carrie Fisher, Pita Pit, Montana Street. 1. Buddy Fisher from the Pita Pit requested a 15 minute space for their pick-up customers. (FORMAL MOTION): Tim Dick made the motion to approve a 15 minute parking space on Montana Street in front of the Pita Pit, Bart Riley seconded the motion. All were in favor. Motion passed. C. HANDICAPPED PARKING SPACES Scott Butler, Mercury Street Medical 1. Scott Butler is requesting 2 handicapped parking spaces on Mercury Street. It was discussed that the current loading zone sign isn t a formally approved space. Discussion was had then that he may prefer 3 handicapped spaces if the loading zone would be taken away. Several members commented that 3 spaces may be too many and comment was made that there are already 2 spaces across the street. (FORMAL MOTION): Jennifer Shea made the motion to install a 15 minute parking space and East of that space to approve as many handicapped spaces as the criteria will allow, Tim Dick seconded the motion. All were in favor. Motion passed. D. RESIDENTIAL PARKING Garrison Ave, across from Emerson School Stephanie 1. Stephanie Marshall, Director, told the Commission that residents are having difficulty getting parking on their streets around Emerson School. More information to come regarding the feasibility of a Residential Parking Permit Program in this area. E. MT TECH RESIDENTIAL PERMITS Stephanie 1. The cost of the hanging tags for this program alone are going to be about $3 a piece, and about 400 are issued between residents and guests. Some members discussed possibly making the residential permit cheaper than the guest passes. Factoring in mailing, and time to input each record in the system Stephanie suggests a flat fee of $10 to cover the administrative costs.

3 (FORMAL MOTION): Tim Dick made the motion to issue a $10 administrative fee with each residential and guest permit. Bart Riley seconded it. All were in favor. Motion passed. 5. Old Business: A. RESIDENTIAL PARKING April and Frank Butori, Galena Street. 1. Stephanie discussed with the Commission that the Butori s request for a special residential parking pass on-street is prob ably not in line with what RPP Programs are designed for. Uptown is a mixed-use area and if residents can park on street throughout the district they will completely clog up the 2-hour parking. The re are ample parking options, and they are free only a block away. As far as the safety issue goes that is unfortunate but it may be more of a decision of the residents when choosing housing, not a specific parking exception that can be made. 6. Other: (FORMAL MOTION): Bart Riley made the motion to deny the request for residential parking on Galena Street, Tim Dick Seconded the motion. Votes: 3 yay, 1 nay Jennifer Shea voted against. 4 Minutes Submitted by: Stephanie Marshall, BSB Parking Director Parking Commission Meeting June 18, 2014 DIRECTOR S REPORT Stephanie Marshall COMPLETED Evaluate fines and determine if they are appropriate, are they a deterrent? New fines approved May 21, 2014 meeting, take effect June 16, Research Residential Parking permit areas for 2-hour zone. RPP programs are not intended for mixed-use areas like the 2-hour zone. STATUS: ONGOING ISSUES Clarify Commission s SCOPE (area) & SID, work with County Attorney s Office Rewrite ordinance for 2-hour parking, prevent rolling. No chalk with new handhelds. Collection of existing fines Upon Completion of software change, MIS will upload the data and compile information for us. Letters will go out. Address signage problems, partner with Public Works Signage plan ready to go, Public Works found $5,000 in available funds to hire a temp employee (employee started May 19, Signs are going up! Develop handicap signage tracking Renew expired lot leases In the works Plan to develop an appeal application. Pursuing new office layout window for payments and locked door safety Lot H owned by Merdi working out lease of 10 of their spaces to sell (trade for maintenance). Leases should begin in August.

5 Broadway Lot Selling 24 permits and there are also 24 meters. Propose change. NEW ITEMS Boot-law ordinance and future use of it Towing ordinance, authorization to tow out of a BSB owned lot exists on books Developing written application for Ticket Appeals process, looking at asking Commission to be second level of formal appeal process once per month. John Cote, owner of lot behind the BSB Employee Lot is looking for formalize arrangements Misc Met with area business owners around construction zones Located approximately $25,000 in unbilled/unreceived permit revenue since 2009 due to our error. Both lessees are agreeing to pay these back-owed amounts.
