3 MEETING MINUTES Funding Committee Meeting February 11, 2014 at 9:00 AM Madison Heights Fire Department Brush St, Madison Heights, MI I. WELCOME, INTRODUCTIONS AND PUBLIC COMMENT Chairperson David Evancoe called the meeting to order at 9:00 AM. Mr. Evancoe asked if anyone present would like to make a public comment on any items not already on the agenda. No attendees requested to make a comment and Mr. Evancoe closed the public comment portion of the meeting. II. APPROVAL OF MINUTES OF FUNDING COMMITTEE MEETING Mr. Evancoe referred the committee to the minutes from the FAC Funding Committee meeting (included in the agenda packet) and asked if anyone had any additions, changes or deletions. No changes were requested. Motion by Mr. Zoner, supported by Mr. Schafer, to approve the minutes of the Federal Aid Funding Committee meeting. Motion Carried. III. CHAIRPERSON S REPORT Chairperson Evancoe advised the committee that the new federal-aid urban boundary, based on the results of the 2010 Census, has been approved by Federal Highway Administration. The next step is to begin working with SEMCOG on a review of the national functional classification of roads located in the new urban areas. The Chair then directed the committee s attention to the final report of the Road Commission for Oakland County s () Strategic Planning process, which details the needs of the transportation infrastructure in Oakland County based on input from 59 community leaders. Mr. Evancoe also announced that would begin working with townships in a partnership to update the Gravel Road Paving plan. He then shared information from the Transportation Improvement Association (TIA) regarding the declining automobile fatality crash rate as well as upcoming TIA events. IV. APPROVED STP NEXT-PHASE PROJECTS & STATUS Mr. Evancoe provided a table included in the agenda packet showing all STP Next-Phase projects that are in the approved Oakland FAC queue. 4 V. NEXT-PHASE FUNDING REQUEST ORCHARD LAKE ROAD The City of Farmington Hills, in partnership with, presented a 2017/2018 request for next-phase funding for Orchard Lake Road (13 Mile to 14 Mile). Motion by Mr. Zoner, supported by Mr. Callahan, to approve the request to provide partial advance construct Federal STP-U funds for Orchard Lake Road in the amounts of $3,560,000 in FY 2017 and $4,080,000 in FY Motion Carried. VI. CATEGORY C FUNDING ADJUSTMENT REQUESTS The City of Troy requested to increase the FY 2015 John R (Long Lake to Square Lake) Category C construction phase funding to $8,779,000 based on an increase in engineering costs which were last approved in The city also requested to move the John R (Square Lake to South Boulevard) construction phase from FY 2016 to FY 2015 and increase request to $6,792,000 to improve construction coordination and to also fully utilize the expiring federal share of the Category C program. Motion by Ms. Thurman, supported by Mr. Shumejko, to approve the request to increase the federal share of construction costs for the FY 2015 John R (Long Lake to Square Lake) project and to move John R (Square Lake to South Boulevard) to FY Motion Carried. requested to increase ROW funding for the FY 2014 Dequindre Road (Long Lake to Auburn) project to $4,900,000 as a result of escalating property values. Motion by Mr. Houtari, supported by Mr. Balint, to approve the request to increase the federal share of the right-of-way phase of Dequindre Road (Long Lake to Auburn) to $4,900,000. Motion Carried. VII PROJECT STATUS UPDATES Mr. Evancoe requested each community with a 2014 federal-aid project to provide an update on the status of each project. 6 VIII. REPORT FROM SEMCOG Mr. Brudzinski, SEMCOG, reported that Paul Tait, SEMCOG s Executive Director, will retire from SEMCOG in March. Kathleen Lomako has been named the new Executive Director. Mr. Brudzinski also gave an update on the federal transportation highway bill, MAP-21, which is set to expire in September. If a new bill is not passed, then an extension is expected. The performance measures which are part of MAP-21 are starting to be drafted at the federal level and MDOT and SEMCOG will provide more information to the FAC s as it becomes available. IX. REPORT FROM MDOT Mr. Williams, MDOT, reiterated that performance measures are being worked on and MDOT is in communication with FHWA on what those will entail. Ms. Lamparski asked about the state Road and Risk Reserve Fund. Mr. Williams stated that MDOT will be distributing forms shortly to communities and agencies that have projects so the process can begin. He also stated the 2014 awards are intended to be constructed in X. FY 2017 PROJECT SELECTION Mr. Evancoe asked the committee to review the FY 2017 call for projects submissions. West Bloomfield Supervisor Economu-Ureste requested the committee consider the poor condition of Green Lake Road when making selections for Mr Yee, Oak Park, noted that adding new STPU projects will greatly impact the amount of funds available for 3R and 4R in coming years. Mr O Meara agreed with Mr. Yee. Mr. Nowicki, Wixom, explained that the Beck Road widening proposal is needed and justified and asked for the Committee s support. He also stated that costs could be reduced in the future right-of-way phase in partnership with local financing authorities. Motion by Mr. Schafer, supported by Mr. Shumejko, to select only 3R, Pave Gravel, and Urban to Rural transfer projects from the FY 2017 submissions list. Mr. Nowicki and Mr. Hayes dissented. Motion Carried. A list of the selected FY 2017 projects can be found on Attachment B. XI. FY 2015 & FY 2016 PROGRAM ADJUSTMENT When Oakland County was allocated extra authority, several projects moved into the FY 2014 program. As a result, additional funds were made available in FY 2015 and FY 2016 to move projects forward. Motion by Mr. Piotrowicz, supported by Mr. O Meara, to adjust the FY 2015 & FY 2016 programs. 7 XII. OTHER BUSINESS Chairperson Evancoe asked those in attendance if there was any further business to be brought before the Funding Committee. Hearing none, he asked for a community to volunteer to host the May 6, 2014 Funding Committee meeting. Mr. Mekjian from the City of Farmington Hills offered to host the meeting at a location to be determined. XIII.
