3 Description of Work - Please include a complete description of what the funding would construct, renovate or repair. This project will fund the preparation of all preliminary engineering (PE) and environmental documentation including noise analysis and public involvement, detailed design (DD) including filed survey and plan preparation, right of way and utilities (RW) and construction (CO) of approximately 2,500 L.F. of noise barrier. The project is located in the City of Olmsted Falls on the south side of The Ohio Turnpike near mile marker 157. The noise barrier will be constructed to provide noise abatement for the residents in the Redwood Drive area that have been adversely impacted by Turnpike highway traffic noise. The project cost includes all items as required to complete the installation of the noise barrier, including maintenance of traffic, erosion and sediment control, drainage modifications and the installation of protective barriers if required. 5 Turnpike Impacts - Describe the impact the Ohio Turnpike System has on the affected location. The noise from the turnpike is continuous and disrupts the normal lives of home owners in the area. According to the Noise Mitigation Study, the recently added lanes to the Turnpike have increased capacity and noise levels in the surrounding communities abutting the Turnpike. Noise from the traffic utilizing the Ohio Turnpike impacts the adjacent property owners identified in NSA 36. Dwellings are located within 150 feet of the edge of the Turnpike pavement in this area. The Noise Mitigation Study indicated that 46 dwellings could achieve a noise level reduction sufficient to be considered benefitted receptors. The total cost of the improvements required to achieve this effect was $643,750. If the average cost per benefitted receptor is less than $35,000, the noise the mitigation would be considered cost reasonable per the current ODOT noise policy. The average cost per benefitted receptor for NSA 36 is $13,995, well within the range that ODOT would classify as reasonable. Because of the residence s close proximity to the turnpike, the noise level will increase as traffic increases and can only be reduced by noise mitigation. All of the NSAs in the Noise Mitigation Study were scored based on 7 variables to determine which locations would be best suited for the implementation of a pilot program. The variables included, length of NSA, site elevation, distance of receptor to Turnpike, secondary sources of noise, impacted receptor sites, number benefited receptor sites and cost per benefitted receptor. The lower the score, the better the NSA would be suited for the pilot program. Out of 67 NSAs, NSA 36 was one of four that scored equal to or less than 2. NSA 36 was identified as one of the most suitable sites for noise wall installation along the turnpike. Project Benefits - How will the proposed project correct the impact? The 2008 Noise Mitigation Study prepared for the Ohio Turnpike Commission studied 67 noise sensitive areas (NSA) along the Ohio Turnpike. The study short listed 20 potential sites for further consideration and the also for the potential implementation of a pilot project. The Redwood Drive area is identified as NSA 36. The Noise Mitigation Study took a broad brush approach in addressing the various NSAs. NSA 36 did not include the measurement of existing noise levels. This project would include a site specific noise analysis to establish preliminary designs and recommendations. The noise analysis for NSA 36 would be performed by the City and would follow the most recent update to the FHWA Highway Traffic Noise Analysis and Abatement Guidance. After a complete noise analysis is performed, it is not unreasonable to expect a 5 to 10 db reduction in noise levels due to the implementation of the noise wall. A minimal 5 db reduction in noise would be achieved by obstructing the line of sight from the source of the noise and the receptor. The noise analysis performed by the City for NSA 36 will recommend noise wall heights, locations and materials based on decibel reduction at the receptor. Only the most efficient noise wall design will be put into service. By following the ODOT Highway Traffic Noise Analysis Manual the City will be able to greatly reduce the current noise levels not only for the front line receptors but throughout the Redwood Drive area.
