5 Transportation Information In an effort to understand the complex issues associated with the project TRAC collects a variety of transportation related data and information in the evaluation process including: congestion data, safety data, truck traffic, and model derived transportation values; such as, cost/benefit analysis and air quality. The roadway segments associated with the application is the basis of this analysis. Transit and Freight related projects should identify the roadway segments that will receive the benefit from projects New project applications must identify the primary roadway segment that will be improved by the project and ancillary roadways that will be improved as part of the project. 7 Strategic Transportation System (STS) Connections The Strategic Transportation System (STS), identified as part of Access Ohio ODOT s long range transportation plan - stratifies Ohio s significant transportation corridors and inter-modal hubs across Ohio. Additional information about the STS and Access Ohio 2040 can be view at the Access Ohio 2040 Website Is the project part of an STS corridor? Yes Will the project facilitate a connection between two or more corridors or modal hubs identified on the STS? Yes Please provide a brief explanation as to how this project will facilitate a connection between two or more STS resources. This link of I-480 is an identied STS corridor. It provides connectity between I-77 and I-271 STS corridors. Will the project connect an STS resource with a local freight or transit facility or resource? Yes Please provide a brief explanation as to how this project will connect an STS resource with a local freight or transit facility or resource This segment of I-480 provides connectivity to Norfolk Southern Maple Heights Intermodal Terminal via the SR 14 interchange. The proposed project will enhance truck access to NS's only northeast Ohio intermodal terminal, which lifted 125,000 containters in 2014 and has experienced consistent growth in container traffic in each of the past 5 years.

8 Local Investment Factors Built Out Local Attributes Local Investment factors analysis and evaluation of the dollar value of existing, local built-out attributes such as streets, water, and land use. For this analysis TRAC has standardized the project area as a onemile "rectangular" buffer around the primary roadway segment. Additionally TRAC also considers percentage of acres served by local services within the rectangular buffer with the the following formula: (Length of the primary roadway segment in miles + 2 miles) x 2 miles x 640 acres) What is the length of the primary roadway segment being improved by the project? 1.8 Estimated Project Area Acerage 4,864 What is the estimated percentage of acres being served by the local services within the estimated project area calculated above? Local Streets and Roadways 100 Electrical Service 100 Water and Sewer Service 100 What is the estimated square footage for the following building types within the calculated project area? Light Industrial 2,464,292 Heavy Industrial 185,471 Warehouse 2,736,789 Commerical 7,136,694 Insitutional 1,132,005 What is the estimated percentage of road route miles served by transit routes (excluding ADA/Para Transit) within the project area? 100

9 What is the estimated percentage of existing building square footage that is currently vacant? 30 New Local Investments TRAC will consider the monetized value of public investments or commitments for new, non-project infrastructure and private investments within 5-year time horzion prior to and after the date of this TRAC Application. What is the dollar value of committed or recent public investment in new, non-project infrastructure within the project area? (Millions) $ 51,061, What is the present value of private investment in existing facilities within the project area? (Millions) $ 120,500, Local Investment Factors Economic Distress - Poverty & Unemployment Rates As part of the application scoring process, ODOT collects county level information as the standard measurement for poverty and unemployment factors; however, if a project sponor provides defensible data at a sub-county or census tract level, TRAC can consider that level of geographic analysis for scoring and evaluation. Do you want to enter distress values for a subcounty area to be used in the evaluation of this application? County Yes - I want to include a specific sub-county area for this analysis. Cuyahoga Sub-County Poverty Rate 31 Poverty Rate Data Source American Fact Finder , 5-Year Values (Bedford Heights, Cleveland, Garfield Heights, Maple Heights, North Randall, and Warrensville Heights) Sub-County Unempolyment Rate 19 Unempolyment Rate Data Source American Fact Finder , 5-Year Values (Bedford Heights, Cleveland, Garfield Heights, Maple Heights, North Randall, and Warrensville Heights)

10 Project Funding Plan TRAC Funding Reqeust Please indicate the amount of funding being requested by phase and fiscal year. 21 Blayney, Brian From: Short, David Sent: Monday, June 22, :38 AM To: Blayney, Brian; Lastovka, David Cc: Hazapis, Louis Subject: FW: ODOT District 12 TRAC Applications FYI From: Bill Davis [mailto:bdavis@mpo.noaca.org] On Behalf Of Grace Gallucci Sent: Friday, June 19, :36 PM To: Short, David Cc: Pakush, Myron Subject: ODOT District 12 TRAC Applications Mr. Short, We received your request for acknowledgement of ODOT District 12 s 2015 project applications to the Transportation Review Advisory Council (TRAC). This correspondence serves as an acknowledgement that the projects below are consistent with NOACA s long-range transportation planning efforts and will serve to address safety issues, as well as preserving the access of these critical corridors, thus enhancing economic competitiveness and the mobility needs of Northeast Ohio. Should you have any questions or concerns, please contact me or Randy Lane at (216) , ext. 300, or by at rlane@mpo.noaca.org. Considering the massive infrastructure needs in our region, we look forward to the opportunity to maximize TRAC program dollars toward achieving a safe, efficient, and well maintained transportation system. Thank you. o CUY-77/ /16.33, Innerbelt CCG3 (PID 82380): the project includes the improvements to the Central Interchange on I-90 between East 9th street and East 22nd Street, and along I-77 north of the Kingsbury Run Bridge. It is currently a Tier 1 TRAC project with detail design funds in FY2014 and partial construction in FY2025. The project was originally divided into three phases (CCG3A, 3B, and 3C). Design has been initiated for the work of all phases. The TRAC application will request construction funds for all three phases as one construction project in FY2018. The construction year request is based on the anticipated completion of CCG2 in the fall of 2016 and project readiness to meet a continuous construction schedule of the Innerbelt Corridor. o CUY Innerbelt CCG7A (PID 98063): the project includes construction of a deceleration lane on I-71 southbound for the SR-176 exit, just south of the West 14th street overpass. Currently, the entire CCG7 is on Tier 3 of the TRAC for $162M in construction. The District is requesting to advance $7M of the $162M total project cost for this head start project as part our funding strategy re-evaluation in order to maximize benefit and sequence the financing of the Innerbelt Corridor. o CUY Eastbound (EB, PID 89168): the project includes construction of an auxiliary lane on I-480EB from the Lee Road entrance ramp to the I-480/I-271 split, just west of the Miles Road exit. The District recently completed the $7M reconstruction of the Warrensville Center Road bridge over I-480, which removed a pier that previously limited lane configurations. The District was recently informed of the award of $5M in ODOT safety funds toward the auxiliary lane project, contingent upon the successful award of TRAC funds. We are requesting construction funding in FY2017. grace 1
