Project Manager Dear Mr. Kubek: We have reviewed the above mentioned project for three airways within the project area: Burke Lakefront Airport, St. Vincent Charity Hospital Heliport and Lutheran Hospital Heliport. Through our analysis and the FAA Notification Criteria website we have determined that the Burke Lakefront Airport 100:1 notification surface will be violated. This calculation is based on an airport elevation of 583, as provided by the FAA, with a distance of 8,500 feet between the airport and the project location. As a result, any construction equipment on the project site that exceeds 33 feet in height will require FAA Notification. This project will require Form to be filed at least 30 days prior to the proposed start of construction. For the two heliports, St. Vincent Charity Hospital and Lutheran Hospital, we have determined that the project will not encroach into the 25:1 notification surface. This determination for St. Vincent Charity Hospital is based on a heliport elevation of 675 feet, with a distance of 9,526 feet between the helipad and the nearest project location. The study has also determined that a height of 424 feet exists between the 25:1 notification surface and the project. The analysis conducted for Lutheran Hospital is based on a heliport elevation of 780 feet, with a distance of 1,440 feet between the helipad and the nearest project location. The analysis has also determined that a height of 205 feet exists between the 25:1 notification surface and the project. The City had previously indicated a preference for concrete pavement. The following design is provided for your use: Non-Reinforced Concrete Pavement Aggregate Base You may alternately use 9 of Item 451 Reinforced Concrete Pavement on the aggregate base but we recommend non-reinforced. As noted in the IOC, the Pavement Selection Committee has concurred with your preference of full depth concrete pavement. They recommend the use of 452 pavement, which our District has been using for the past few years, in lieu of 451 pavement. As you know, the District office doesn't necessarily agree with the use of 8" curb reveal. We can discuss this issue further as the plans move into detail design. Finally, with respect to your suggestion to use a concrete sealer. In talking to our construction department, there are some contractors that use a curing compound which includes a sealer. At this time though, our specifications do not require the use of a sealer on 452 (or 451) pavement. Again, we can discuss this item further during the later stages of the detail design phase of the project. If our current practice does not change, the City always has the option to add a concrete sealer to the project at 100% City cost.
