1 December 7, 2017 Dear Resident: Thank you for your interest in the City of Thousand Oaks Neighborhood Cleanup Program. Together we are making our community a better place to live. Please note the changes in the application package and eligibility requirements. To qualify for the program, you must be a City of Thousand Oaks resident living in the area proposed for service (HOA Management is exempt) with current trash service. The program requires a minimum of 15 participating households. A minimum of four weeks advance notice is required to schedule an event. Once we approve and schedule your event, we request that you promote the event to your entire neighborhood or street (not just select residences). Clean up events are held from 8:00 a.m. to 12:00 p.m. on the approved Saturday. Your neighborhood is eligible for a cleanup event every 24 months. Two 40 cubic yard dumpsters are typically provided for your event and delivered by your residential trash hauler: one for trash and one for yard trimmings. The dumpsters are delivered between 7 8 a.m. and collected between 12 1 p.m. Dumpsters may not be left overnight as illegal or hazardous material dumping may occur. Dumpsters must be monitored from the time they are delivered until they are picked up by the trash hauler. In an effort to divert materials from the landfill, we encourage you to donate reusable items to local charities. With adequate notice, many charitable organizations will pick up donations the day of your event. For information on reuse and a list of charitable organizations and thrift stores, please visit the City website, Please complete and return the attached application. I understand that if trash or green waste banners are not returned, I will be charged a replacement cost of $53.76 each for trash banners and $55.34 each for green waste banners. 5. I certify that I live in the proposed area. This will be confirmed via property records or utility bills. (HOA Management Coordinators are exempt from this requirement.) 6. I agree that there will not be any business or political advertising allowed on the outreach materials or on the day of the event. I will reimburse the City for the cost of the event if advertising is present. 7. 4 Neighborhood Clean-Up Program Requested Event Dates Sign-Up Visit for details Location of Bin & names of Participating Streets Requires ONE neighborhood host & a minimum of 15 participating residences For Thousand Oaks Residents Every 24 months, Thousand Oaks neighborhoods are eligible to receive roll-off dumpsters for a free one-day collection of trash & yard trimmings. The dumpsters are delivered to your neighborhood and the City arranges for pick-up and disposal.
5 Neighborhood Clean Up Program Frequently Asked Questions (FAQ s) 1. Why do I need to submit my application 4-weeks prior to my Neighborhood Clean Up event? The 4-week notice provides adequate time for the neighborhood coordinator to promote the event and allows residents time to collect the materials they wish to discard. Your trash hauler (Newbury Disposal or Waste Management) supplies the bins. The 4-week notice also allows the City to schedule delivery of the bins, which is especially important during the warmer months when bins are in high demand. 2. Why can t I schedule more than 8 weeks in advance? The City has limited funds and must ensure we have adequate funding to cover the costs of the event. 3. Why is there a prohibition on business advertising? If a business or person wants to conduct advertising during a cleanup they should pay for the costs of the event as part of their advertising budget. The City needs to ensure that we have adequate funds to cover events that are requested by residents in a neighborhood. 4. I live in the unincorporated area of Thousand Oaks. Is my neighborhood eligible for the program? The Neighborhood Clean Up Program is only available to residents living in the incorporated City of Thousand Oaks area. Please contact the County of Ventura at (805) for programs available in the unincorporated areas. 5. Why do we need to separate the trash and the yard trimmings? The City is mandated to reduce disposal waste by 50 percent. City trash rates are based, in part, upon our ability to successfully divert material from the landfill. Like your curbside yard trimmings cart, all Neighborhood Clean Up yard trimming material is diverted from the landfill and turned into mulch or used for composting. 6. What plant materials cannot be placed in the yard trimmings bin? Palm fronds, ice plant, and yucca may not be placed in the yard trimmings bin. These fibrous materials decompose very slowly, and their tough strands can damage the equipment used to mulch/chip the yard trimmings. 7. Can I dispose of large appliances and furniture in the bins? Large items like appliances and furniture are not to be placed in the trash bin because they fill up the bin very quickly, and they often can be donated, recycled, or reused. Televisions and computer monitors are considered hazardous waste and are not allowed in the trash bins. Residents are encouraged to utilize their bulky item pick up option through their trash hauler. Thousand Oaks residents living in single family homes may request up to two free collections and a total of four (4) bulky items picked up per calendar year. Residents living in apartments, condominiums and mobile home parks may request one free collection and a total of two (2) items picked up per calendar year. Contact your residential waste hauler for details and to schedule a bulky item pickup. Non-profit charitable organizations such as Goodwill Industries, the Salvation Army Thrift Store, and Battered Women s Thrift Store will also pick up items in good condition so they may be diverted from the landfill and reused by others. 8. Why do I have to attach banners and submit photographs of the banners on the disposal bins? Event coordinators are responsible for placing banners on the waste bins on the day of the event. The banners identify the bins as Trash and Yard Trimmings to ensure proper placement of waste materials so they can be effectively managed or recycled. Submitting photographs to the City showing the banners attached to the bins is required to ensure this action was done. 9. Does the City still offer free compost with the event? The City does not offer free compost with Neighborhood Clean Up events. However, free compost is available for pick up on Saturdays at the Rancho Las Virgenes Composting Facility. Contact the Las Virgenes Municipal Water District at (818) or visit for program details. At various times throughout the year, the City s Landscape Division places free mulch/wood trimmings on a first come, first served in the parking lot median between the Thousand Oaks Library and the Goebel Adult Center at 1385 E. Janss Rd.
