1 Appendix C 5% Design Plan and Profile Drawings/ Additional Design Information The 5% plan and profile drawings were provided in a separate volume with the Draft Local EA and have not changed. 2 ADDITIONAL DESIGN INFORMATION The following information was developed after the issuance of the 5% Preliminary Engineering (PE) drawings provided with the Draft Environmental Assessment (EA). The 5% PE package is not being modified for this Final EA; however, some of the information discussed below has resulted in design refinements that are addressed in this Final EA and will be carried forward into final design. 3 GEOTHERMAL WELLS AND POLICE DRIVEWAY RELOCATION After issuing the 5% PE drawings, DART was informed that multiple geothermal wells exist in the landscaped area on the east side of the Dallas South Central Police Station between the police station building and Patrol Way. This area is where the proposed bridge structure for the South Oak Cliff Corridor Blue Line Extension project is located. As built drawings showing the geothermal wells were subsequently received from the City of Dallas. The actual configuration of the geothermal wells was estimated based on coordination with engineers and contractors involved with the geothermal well installation and will need to be verified as part of additional subsurface utility investigation (SUE) during final design. The attached exhibit shows the estimated location of the geothermal wells, and also shows proposed modifications to the 5% design. The proposed design avoids the geothermal wells, and also includes relocation of the northern police station driveway in order to increase the vertical clearance over the driveway from between the foot clearance discussed in the Draft EA to a new clearance of 15.8 feet described in this Final EA. The second exhibit includes a cross section showing that the total structural depth of the bridge structure above the driveway can be decreased in order to provide the 15.8 foot vertical clearance at that location. Also, moving the driveway south would allow for installation of bridge piers in locations outside the anticipated geothermal well areas near the driveway. Final Local Environmental Assessment C 3

6 LEDBETTER STATION PLATFORM EXTENSION AND LEVEL BOARDING MODIFICATIONS CONCEPT The anticipated extension and level boarding improvements at Ledbetter Station have been modified since the issuance of the 5% PE drawings for the project. A study is being conducted of existing platforms on the DART Red and Blue Lines in order to provide consistency with future extension and level boarding modifications throughout the LRT system. As part of the study, the plans for Ledbetter Station have been revised to incorporate a proposed canopy in the extension area and a shortened ramp length on the north end of the existing platform. The attached concept drawing shows these improvements relative to the existing conditions at the platform. C 6 Final Local Environmental Assessment

8 LEDBETTER STATION ARCHITECTURAL SITE PLAN CHANGES Additional coordination has been performed with TxDOT about the Ledbetter Station site improvements currently shown in the 5% PE drawings for the project. It was determined that the previously proposed northbound left turn lane into the proposed kiss & ride area from Lancaster Road was too short and did not meet TxDOT design criteria. As a result, a new location for the kiss & ride area has been developed in coordination with TxDOT. The kiss & ride area is now envisioned to be located between Shellhorse Street and 56 th Street. Kiss & ride vehicles would enter at Shellhorse Street, drop off on a lane parallel to the bus lane, and exit south of 56 th Street. 10 ONCOR TRANSMISSION LINES CROSSING AND STEEL POLE ASSESSMENT Additional coordination was conducted with Oncor about the proposed crossing under the transmission lines south of Camp Wisdom Road near Runyon Springs Branch Creek. Oncor has analyzed the crossing and has provided the attached drawing showing the steel pole modifications anticipated to be required as part of this project. Oncor currently believes it will be necessary to raise three nearby steel poles in order to provide the vertical clearance required over the proposed South Oak Cliff Corridor Blue Line Extension tracks. This includes the poles immediately adjacent to and on either side of the rail crossing and one additional pole to the east. All wires between the three poles and between these poles and the two adjacent outside poles will be required to be adjusted and raised. This assessment is based on the track profile currently shown in the 5% PE drawings that were issued with the Draft EA. The possible lowering of the track profile to reduce the extent of pole modification has not yet been assessed and was not considered at the time. Final design efforts may examine lowering the profile to minimize pole and wire modifications. C 10 Final Local Environmental Assessment
