3 Itr The South Jersey Trasportatio Plaig Orgaizatio (SJTPO), i coju with the South Jersey Traffic Safety Alliace (SJTSA), commissioed the performace of a seat belt usage study to be performed durig April 2007 at selected sites i the SJTPO regio. The SJTPO is the federally desigated Metropolita Plaig Orgaizatio (MPO) for souther New Jersey; the regio cosists of Atlatic, Cape May, Cumberlad ad Salem Couties. The survey was based o the Natioal Occupat Prote Use Survey (NOPUS) ad is meat to be a sapshot of the seat belt usage i 2007 o the roadways of the MPO regio. The results of the of the 2007 survey are compared to results geerated i the 2006 seat belt survey. The 2007 data colle effort was focused o seat belt use by drivers ad frot seat passegers icludig geder as well as cell phoe use by the drivers. It cosisted of observatioal surveys of approximately 26,636 motorists, comprised of 20,769 drivers ad 5,867 frot-right passegers. The motorists were observed at 91 sites i the SJTPO regio. The data colle process bega o April 2, 2007 ad cocluded o April 26, A aalysis of the 2007 data idicated that the driver seat belt use rate i the SJTPO regio is 88%, a dramatic icrease from the 77% use rate i the 2006 SJTPO survey. This rate falls below the 2007 New Jersey drivers usage rate of 92%, but is higher tha the 2006 atioal average of 82%. The 2007 survey results also idicate that 91% of passegers wear seat belts; this is above the 2007 New Jersey passeger usage rate of 86% ad the 2006 atioal rate of 78%. The icreased 2007 driver rate is attributed to fewer out-of-regio visitors i the survey as well as ogoig educatioal ad police eforcemet efforts. Total seat belt usage i the SJTPO regio for 2007 is 88%, a icrease from 77% i 2006 Total Had-held cell phoe users umber icreased, 2% more female users ad 1% more male users The 2007 data idicated that seat belt use by drivers is highest i Atlatic Couty, at 88%, with o couty fallig below 86%. The data also idicated that the use of seat belts is higher for female drivers, at 92%, tha for male drivers, at 85%. Had-held cell phoe use by the drivers of the vehicles was also documeted i the survey. Regioally, 7% of the female drivers were observed usig a had-held cell phoe, versus 5% of the male drivers. Both figures represet a icrease from the 2006 survey, whe 5% of female drivers ad 4% of male drivers were observed usig had-held cell phoes. A survey utilizig a seat belt questioaire was coducted at four sites (oe i each Couty) of the SJTPO regio to supplemet the field observatios. A total of 182 idividuals completed the questioaire. The questioaire results idicated that 80% of respodets always wear a seat belt; 12% usually do; ad 5% sometimes do. Wearig a seat belt was see as havig a sigificat positive effect, as 98% said that it could save their lives. Of those respodets that always, usually or sometimes wear a seat belt, 57% said that safety was their primary reaso, more tha those who wear a seat belt because it is the law (45%). May respodets are ot familiar with the New Jersey Seat Belt Law; just half were aware that drivers are resposible for bucklig up all passegers through the age of 18. 1

The cotract was executed through the South Jersey Trasportatio Authority (SJTA), the admiistrative host of the SJTPO. The project was fuded by the Federal Highway Admiistratio ad the Federal Trasit Admiistratio of the Uited States Departmet of Trasportatio. The 2007 survey was based o the Natioal Occupat Prote Use Survey (NOPUS) ad is meat to be a sapshot of the seat belt usage o the roadways of the etire MPO regio. The results of the 2007 survey are compared to survey results for the SJTPO regio collected i Both databases will serve as refereces for evaluatig progress i the future survey results are compared to survey results i 2006 SJTSA is required to evaluate its seat belt programs Figure 1 Seat belt Survey Regio 2

5 The 2007 SJTPO Seat Belt Survey cosisted of observatioal surveys of 26,636 motorists, comprisig 20,769 drivers ad 5,867 passegers. The observatios took place at 91 sites broke dow as follows; 38 sites i Atlatic Couty, 21 sites each i Cape May ad Cumberlad couties, ad 11 sites i Salem Couty. Figure 2 provides a thematic map of the locatios of the selected data colle sites throughout the SJTPO regio. The field observatios started o April 2, 2007 ad cocluded o April 26, The couts were completed before May so as ot to be overly iflueced by the behavior of seasoal visitors. This was cosidered to be particularly importat i Atlatic ad Cape May Couties, both of which have large tourist idustries. Number of Survey Sites Atlatic Couty 38 Cape May Couty 21 Cumberlad Couty 21 Salem Couty - 11 Itr... The majority of the data colle observatios were coducted betwee 8 a.m. ad 4 p.m. Typically, crews of two couters sat i high vehicles (either a va or a 4 x 4 truck) withi the immediate proximity of the desigated sites. At certai sites, it was ecessary for the couters to stad at the iterse to get a clear view of passig motorists. Couts were coducted at both stop-sig ad sigalcotrolled iterses. The couters typically observed traffic o both streets at the iterses, ad thus were able to determie seat belt ad cell phoe usage of both stopped ad movig vehicles. Figure 2 Seat belt Survey Sites The drivers of passeger cars, vas, SUV s, ad pickup trucks were observed for their use of seat belts ad had-held cell phoes; frot right passegers were observed for their use of seat belts oly. The type of vehicle was ot idetified. Cosistet with Natioal Occupat Prote Use Survey (NOPUS) procedures, the couter idetified the driver ad passeger as belted oly if the couter observed a shoulder seat belt across the frot of his/her body. The field crews were successful i idetifyig seat belt use i the vast majority of vehicles observed. They observed a total of 21,002 vehicles durig the survey periods, ad were able to determie seat belt use for 20,769 drivers, or 99% of all vehicles surveyed. They also determied the seat belt use for 5,867 frot right passegers. The results discussed i this report pertai oly to those 26,636 motorists for which seat belt use was defiitely determied. 3

6 Itr SEAT BELT USE Figure 3 provides a summary of the seat belt data collected at the 91 sites. The idividual data from which this Figure was geerated ca be foud i Appedix A. As idicated o Figure 3 ad i Table 1, 88% of motorists i the SJTPO regio wore seat belts i The survey further idicates that 88% of drivers ad 91% of passegers used seat belts. Seat belt use amog drivers has thus icreased 10 percetage poits sice The 2007 use rate for all motorists (both drivers ad frot seat passegers) is slightly below the rate of 91% reported for the State of New Jersey i 2007 but above the 2006 atioal rate of 81% (Natioal Highway Traffic Safety Admiistratio, Traffic Safety Facts, November 2006). The crash occurred o April 12, 2007, i the middle of the data colle effort. The team surveyed 16,941 motorists before the eveig of April 12, ad 9,695 motorists followig the eveig of April 12. Despite the extesive media coverage of the crash, there was o oticeable chage i seat belt use. The documeted seat belt use rate was 88% both before ad after the crash. Seat belt use has icreased i New Jersey every year betwee 2000 ad 2006, goig from 74% to 90% i that time spa. It should be oted that New Jersey is a primary eforcemet law state ad motorists ca be pulled over by the police ad ticketed simply for ot usig their seat belts. I secodary eforcemet states, a motorist ca be ticketed for ot usig seat belts oly if stopped for aother violatio. Seat belt use i primary eforcemet states as of 2006 was 85%, versus 74% i secodary eforcemet states. Primary eforcemet states i the Mid-Atlatic regio iclude New Jersey, New York ad Delaware. Sice seat belt use i the SJTPO regio i 2006 was oly characterized for drivers, this 2007 report first examies seat belt use for drivers oly ad the addresses seat belt use by frot seat passegers. 4

Followig the methodology established by NOPUS, area type was determied subjectively, ad ot by objective criteria, such as populatio desity or Cesus classificatio for the muicipality. As stated i Safety Belt Use i 2003: Demographic Characteristics (NHTSA), NOPUS urbaizatio categories ted to reflect the characteristics of the immediate area surroudig a site, as opposed to the populatio desity of the city or tow i which the site is located. For istace, a developed dowtow area of a sparselypopulated tow might well be classified as suburba or rural (although ot likely urba ). The same approach was used o this survey. As idicated i Table 3, seat belt use by drivers is highest i suburba areas i the SJTPO regio at 89%, followed by urba areas at 87% ad rural areas at 86%. Seat belt use i suburba areas icreased by 10 percetage poits over the rates i the 2006 survey. The highest usage rate for ay geographic area was for the suburba areas i Salem Couty at 93%. The suburba areas of Cape May ad Cumberlad Couties had usage rates of 89%. 5

Atlatic Couty had the highest rate of use i urba areas at 90%. 10 FACTORS INFLUENCING THE 2007 SURVEY Itr There are several possible explaatios for the differece i the results comparig the 2006 seat belt survey with 2007 seat belt survey. Oe major reaso may be the differet dates i which the surveys were coducted. The 2006 survey was coducted from April 27 through May 24, while the 2007 survey took place from April 2 to April 26. The dates of both surveys were timed to avoid the large ifusio of seasoal visitors that occurs i the regio after Memorial Day. However, the growig use of homes o the Jersey shore i the shoulder seaso just outside the traditioal summer seaso of Memorial Day through Labor Day is leadig to icreasig umbers of out-of-regio visitors durig the moth of May. It is possible that a larger percetage of the drivers surveyed i 2006 were seasoal visitors. Some of the states that sed large umbers of visitors to the South Jersey area do ot have primary seat belt laws, ad, correspodigly, have lower seat belt use rates tha New Jersey. Pesylvaia is oe example of a state without a primary seat belt law. Aother possible explaatio for the higher usage rate i 2007 is a actual icrease i the seat belt use rate due to a growig awareess by New Jersey residets of the beefits of regular seat belt usage. This awareess is beig reiforced by ews coverage ad o-goig educatioal campaigs that emphasize the fact, that motorists are more likely to be fatally or severely ijured i a accidet if they are ot wearig their seat belt. This awareess was also emphasized i the resposes that were received o the SJTSA questioaires by the 98% of the respodets who check yes to the questio (#2): It could save my life. Eforcemet efforts, such as New Jersey s Click It or Ticket campaigs, have likely also bee factors as the umber of New Jersey police departmets participatig i this campaig cotiues to grow, from 380 i 2004 to 441 i

13 CELL PHONE USE Itr Table 6 idicates the umber of motorists usig had-held cell phoes while drivig ad talkig o their cell phoe. Figure 5 presets a schematic of their distributio withi the SJTPO regio. The use of had-held cell phoes is prohibited i New Jersey, which is also the case i New York, Coecticut, ad the District of Columbia. Use of had-held phoes is icreasig despite the prohibitio. Withi the SJTPO regio, 5% of male drivers (up from 4% i 2006), ad 7% of female drivers (up from 5% i 2006), were observed usig a had-held cell phoe. Despite the prohibitio i New Jersey, use of had-held cell phoes is virtually the same i this state as atiowide. I the 2005 NOPUS, 5% of males ad 8% of females were observed usig cell phoes. 14 A questioaire was prepared by the SJTSA for residets of the SJTPO regio o their seat belt use ad attitudes toward wearig seat belts. A survey utilizig the aforemetioed seat belt questioaire was coducted at four commercial shoppig sites (oe i each Couty) of the SJTPO regio to supplemet the 2007 field observatios. Oe hudred ad eighty-two (182) questioaires were completed. A sample questioaire ad the completed results are documeted i Appedix B. The large majority of respodets (80%) idicated that they always use a seat belt, while a additioal 12% idicated that they usually do. The total of 92% is close to the 88% of motorists documeted as wearig a seat belt o the observatio surveys. I additio, 5% of respodets said that they sometimes wear a seat belt. I summary, 173 of the 182 respodets said that they always, sometimes or usually wear a seat belt. Most respodets that wear seat belts idicate that they are motivated to do so for safety reasos (57%), while 45% said that they are complyig with the law. Aother 27% of respodets said that they wear a seat belt out of habit, ad 13% said that they wear a seat belt to avoid receivig a ticket. Of the ie respodets who ever wear a seat belt, three said that it was ot comfortable, ad aother three said that they were worried about beig trapped. Itr Seat belt use is see as havig sigificat beefits, eve by those who ever wear them. I respose to questio 2, 98% said that wearig a seat belt ca save their lives. The distace of the trip makes a differece i the willigess of 30% of the respodets to wear seat belts. The perceptio of the importace of seat belt use differs for frot-seat passegers ad backseat passegers. Whe sittig i the frot seat, 95% of respodets wear a seat belt; whe sittig i the back seat, 76% of respodets wear a seat belt. Similarly, 90% of drivers require frot-seat passegers to wear a seat belt, but oly 72% of drivers require back-seat passegers to wear a seat belt. About two-thirds (65%) of respodets were aware that ubelted back seat passegers ca kill frot seat passegers i a crash. Virtually all respodets (99%) kow that it is the law that frot seat passegers must be buckled. Oly about half of the respodets kow that i New Jersey, drivers are resposible for bucklig passegers up to the age of 18. The respodets were 37% male ad 60% female, with 2% decliig to idicate their geder. Salem Couty, at 35%, accouted for the largest share of respodets, followed by Atlatic Couty (30%), Cape May Couty (28%), ad Cumberlad Couty (7%). Half of the respodets were aged 35-64, ad oe-quarter were aged 65 ad older. 12
