It has played a leadig role i the developmet of local ecoomy, attractig more ad more local govermets to establish high-teach parks. However, the iovatio of each park is ueve, ad the drivig force of the local ecoomic developmet is also differet. So how to evaluate the iovatio ability of high-tech park is a importat research problem. This article starts from the compariso of the iovatio ability of the two idustrial parks i Baosha District, Shaghai, o the premise of costructig the evaluatio idex system of the iovatio ability of the high ad ew techology park, based o the combiatio etropy weight method ad weightig method, costructig a comparative model of iovatio capability evaluatio of high-tech park, ad proves its feasibility by empirical aalysis. Itroductio With the developmet of sciece ad techology ad the progress of society, high-tech idustry has gradually become a key factor to promote the developmet of productivity ad ecoomic growth. It is the product of the combiatio of the frotiers of sciece ad techology ad the eeds of moder society (Xu W X, Fag L, 2015; Wag X, 2015).The high-tech idustry itegrates basic research, applicatio research ad developmet research, ad itegrates sciece ad techology, ecoomy ad society. The beig developmet of high-tech idustry should take high itelligece as support, build up the operatio mechaism of trasformig high-tech achievemets ito real productive forces, ad form the ecoomic, social ad cultural eviromet that exerts the greatest utility of huma capital (Zhag S R, Yag Y J, 2013). High-tech eterprises acquire advaced techology through idepedet iovatio, ad apply this techology to the productio process of products, so as to improve the productio efficiecy ad quality of products, or reduce the cost of products (Ji D S, Yag L X, etc., 2008; Zhag W C, 2013). The evaluatio idex system of the iovatio ability of high-tech idustrial park covers a wide rage ad cotais a large amout of iformatio. Its key research cotet is to establish a scietific, stadardized, systematic ad ormalize idex system, which ca comprehesively ad objectively reflect the overall picture of techological iovatio capability (Wag Y N, Ha R C, etc. 2010). 219

2 This article evaluates ad compares the iovatio ability of two idustrial parks i Shaghai, so that the park eterprises ca grasp their techological stregth ad competitive level, ad fid out their ow shortcomig ad efforts, so as to achieve the goal of upgradig the core competitiveess of the park ad promotig the log-term developmet of the park. There are may factors to cosider i its evaluatio. It is difficult to make accurate ad reasoable judgemet based o sigle idex, qualitative method or geeral mathematical evaluatio method. Therefore, this paper attempts to combie the etropy weight method with the weighted method to establish a objective ad scietific evaluate model, ad use this method to evaluate ad compare the iovatio ability of the two parks, i order to provide theoretical ad practical support for the developmet of the park. 2. Costructio of evaluatio idex system for iovatio ability of high ad ew techology park The establish of a scietific ad reasoable evaluatio idex system is the basis ad the key the correct ad objective evaluatio of the iovatio ability of the park. I the process of costructig the evaluatio idex system, we should fully aalyze the factors that affect the iovatio ability of the eterprises i the park, accordig to the priciples of systematisms, scietificity ad ratioality, o the basis of summarizig the research of the existig iovatio system at home ad abroad to build a comprehesive evaluatio idex system that reflects the iovatio capacity of the park. The idex system icludes the five secodary idicators, they are sciece ad techology activities iput, sciece ad techology projects, eterprise scietific ad techological istitutios, scietific ad techological activities output ad other related idicators. O the basis of the secodary idexes, the correspodig tertiary idexes are established. Based o the iterrelated effects ad affiliatio of three levels idicators, a aalytical structure model cotaiig three levels is formed (such as table1). Table 1. Comparative Model of Iovatio Ability Evaluatio of High ad New Techology Park 3.1 The priciple of determiig the weight of the idex by etropy weight method There are m samples, evaluatio idexes, ad the origial idex data matrix X=(xij)m, for a certai idex xj, the greater the gap betwee the idex values, the greater the role of the idex i the comprehesive evaluatio. If the idex value of a idex is all equal, the idex does ot play a role i the comprehesive evaluatio. I the iformatio theory, iformatio etropy represets the degree of order of the H( x) p(x i)l p(x j) system, the higher the order of a system is, the greater the etropy, the smaller the utility value of the iformatio; O the cotrary, the higher the degree of disorder i a system, the smaller the etropy, ad the greater the utility value of the iformatio. Therefore, we ca calculate the weight of each idex based o the differet of the utility value of each idex ad use iformatio etropy to provide the basis for multi idex comprehesive evaluatio (Su S N, Nie X T, 2010; Zhou W H, Wag R S, 2005). 3.2 The steps of determiig the weight of the idex by etropy weigh method Stadardize the data of each idex The origial idex xij ca be divided ito positive idex ad egative idex, for the positive idex, the ideal value of Mj is recorded, for the egative idex, the ideal value of mj is recorded. The comprehesive evaluatio value of j sample is f j w x j 1 * j ij j j j j The process ad result of comprehesive evaluatio of high ad ew techology park I order to evaluate the iovatio ability of the Baosha District Idustrial Park i Shaghai, this study collected data o the Baosha Idustrial Park ad the urba idustrial park. The idex system is divided ito three grades of A, B, C, 5 two level istructios, 21 three level istructios, as is show i Table 1. Through the processig of the 21 idex data of the two parks accordig to each step of the above etropy weight method (The target is two parks, the idex is 21 three level istructios, that is m=2,

4 =21). We get the weight of the 21 idicators. The comprehesive value of each park is obtaied by multiplyig ad addig the weights correspodig to each idex of each park ad the values after the stadardizatio of each idex. The evaluatio values of the two level istructios of the two parks are obtaied by the stadardized values of each idex weight based o the two level istructios of the two parks. Table 2. Because the expediture o techological trasformatio of Baosha Idustrial Park is far more tha that of Urba Idustrial Park, the idex of B5 i the two level istructios i Baosha Idustrial Park is better tha that i Urba Idustrial Park. O the whole, the score of Baosha Idustrial Park is 0.525, while the score of Urba Idustrial Park is 0.764, that is, the techological iovatio ability of Urba Idustrial Park is higher tha that of Baosha Idustrial park. 4. Cocludig remarks This article uses etropy method ad weightig method to evaluate ad compare the iovatio ability of two idustrial parks i Baosha district, Shaghai, usig the etropy weight method to determie the weight of each idex, ad the the two idustrial parks are aalyzed ad compared with the weighted method. These evaluatio results ca objectively reflect the iovatio ability of the evaluated park, ad also has the guidig sigificace for the eterprise iovatio activities.
