3 CHHAPRA - HAJIPUR SECTION OF NH - 19 (DBFOT Annuity Basis) PROJECT Page No.: 01 INTRODUCTION Design, Build, Finance, Operate and Transfer (DBFOT) Annuity Basis Project Concession agreement was entered into at New Delhi on 28 th July 2010 in between CHHAPRA - HAJIPUR EXPRESSWAYS LIMITED, a company incorporated under the provisions of the Indian Companies Act, 1956 and having its Corporate Office at Madhucon House, Plot No.: 1129/A, Road No.: 36, Jubilee Hills, Hyderabad (Hereinafter referred to as the Concessionaire ) AND NATIONAL HIGHWAYS AUTHORITY OF INDIA, established NHAI Act 1988, represented by its Chairman and having its principal offices at G-5 & 6, Sector 10, Dwarka, New Delhi (Hereinafter referred to as the Authority ) The scope of works is broadly summarized as follows: Four laning of Chhapra Hajipur Section of NH-19 from Km to Km for a length of Kms (Existing Kms) in the State of Bihar under NHDP III on Design, Build, Operate and Transfer (DBFOT) Annuity Basis. In the above section Chhapra Bypass will be only Two Lanes. The above scope also includes all design, engineering, financing, procurement, construction, completion & maintenance of the above stretch for the entire duration of concession period i.e. 15 years.

The project constitutes of kms of Two Lane Bypass, Kms of Four Lane Bypass and Strengthening & Widening of the existing carriageway of Kms. Total Kms Length. The scope of Works can be broadly summarised as follows. 28 CHHAPRA - HAJIPUR SECTION OF NH - 19 (DBFOT - Annuity Basis) PROJECT MAJOR PENDING ISSUES TO BE RESOLVED BY NHAI Electrical Utility Shifting: As per demand of NHAI, BSEB has sent the Estimate for left out quantities to PIU Hajipur which needs to be forwarded to NHAI HQ through RO office at the earliest. Shifting of Temples, Schools etc.: Concessionaire has re-submitted the complete estimate based on SOR 2010 as advised by IE with escalation which needs to be finalized as the matter is long pending and needs resolution at the earliest. Tree Cutting: All the clarifications on the estimate of the tree cutting work have been provided and payment is required to be released at early convenience. Land Acquisition: Notices for the land where 3D has been published are required to be served to the land owners for granting clear possession of site Missing Plots: 3A Gazatte has been published, NHAI should ask DLAO to expedite preparation for 3D. Discontinuity at Chhapra Bypass: Arbitration award for villagers of Jalalpur, Chakia, Panapur, Sukalpura, Maharajganj and Dariyabganj has been released. Payment as per revised land acquisition rates needs to be expedited so that necessary continuity may be provided in this bypass. Discontinuity at Dighwara Bypass: Continuity of Dighwara Bypass is obstructed by the trees of Aami Village at the approach of ROB at km The matter is pending between NHAI and DLAO for long time and requires early resolution.. C&G work cannot commence in the villages like Parmanandpur, Absaid, Murthan, Sheetalpur, Akbarpur, Manpur, Manoharpur, Hembantpur and Sumer Patti as the villagers are obstructing the work due to either pending Arbitration cases or realignment problems or nondisbursement of notices which is required to be escalated to higher level for immediate intervention The project consists of widening of existing road of km out of which 12 km is dotted with 1293 no buildings / structures. Out of this, only 507 no buildings have been paid. The payment and dismantling of buildings should be expedited as presently it is very slow Quarry License: As Government of Bihar is neither issuing new quarry licenses nor extending the expiry dates of the existing licenses, project has faced an unforeseen and unexpected halt in supply line of aggregates. The issue needs to be escalated to appropriate level of NHAI HQ so that Government of India may put pressure on the Bihar State Government to renew license and/or get a fresh license whichever fits appropriate Signing of MOU with Railway: Necessary MOU between NHAI and Railway is required to be signed so that work over railway tracks in ROBs can proceed further. As all the 5 ROBs in the project are at advance stages of completion, the MOU is required to be expedited to ensure un-interrupted progress of work 25
