Summary of Progress July, 2017 Let us introduce our Project for the Four Laning of Farakka to Raiganj section of the NH 34, in a nutshell. The total length of the project is Km from Km to Km with total cost of INR million. Project Appointed Date was 03 rd February 2011 and the initial scheduled date of completion of construction was 01 st August 2013 (with 910 days construction period). The Cumulative physical progress, as on 31 st July 2017, is 86.70%, against scheduled progress of 100%. Financial progress is 93.01% up to June Whereas total expenditure up to June 2017 is INR million, there is a delay of 1460 days of the Scheduled Four Lane Date till July This delay is primarily due to shortage of resources and poor mobilization by the Concessionaire on site during the last few months. Total progress achieved for the DBM layer, is nearly 84 km (Four lane), with 16 Km (Four lane) pending across the entire stretch. The Concessionaire has been given PCOD certificate on 19 th October There is a provision of 8.34 Km service road in the Concession Agreement. Land acquisitions have been totally completed but yet there are only 1.00 Km of encroachments, not cleared within the ROW which affecting both the development of 4 laning and utility shifting work but the Concessionaire is not taking of the work inspite of available ROWs in number of cases. Now, Kms of the Project Highway is encumbrance free and available for construction. Current Issues & Recommended Actions by IE: 1. Slow Progress of Structures and By-pass: The Concessionaire failed to achieve any significant progress in the Malda Bypass, except in Earthworks. Recommendation: The Concessionaire must have to improve the rate of progress of work with all resources in all available fronts. The IE has already issued a notice based on clause of CA as a prelude for Cure period notice. Monthly Progress Report - 66 (up to July 2017) Page 2

ROB : i) Km : (Super Structure work in Progress). E. Culverts: Total no. of Culverts are 89 Nos : (Totally completed (BHS) 79 nos. and construction activities are in progress for 10 nos. 2. Status of Change of Scope Proposals : Concessionaire has submitted 14 numbers of Change of Scope proposals and Change of scope order has been accorded for 01 no, preliminary approvals have been accorded for 03 no, 05 nos have been recommended by the IE, 02 nos have been pending with Concessionaire for submission and 03 no have been rejected by the Authority. The Independent Engineer has submitted 04 numbers proposals related to the Reduction in Scope, to the Authority Critical Issues & Action Log Though initially, the slow rate of land acquisition had affected the overall progress of the Project to some extent, but at present the land acquisition for the Project Highway has totally been completed. The delay in utility shifting works of the Project Highway also being contributed to the delay of progress of the Project Highway to greater extent. In spite of 100% land acquisition being done, the Concessionaire s Progress is not up to the mark. If these have been properly exploited earlier, the Project could have been achieved the COD earlier. There are nothing pending with the IE, regarding source approvals and review of Design-Drawings and co-operated the Concessionaire to the best for the early completion of the Project Highway. Unfortunately, the Concessionaire s own lapse & latches, in acquiring the resources, due to inadequacy of funds, has greatly influenced the scheduled completion of the project highway to a great extent Obligations & Constrains of the Authority: At about 1.0 Km of encroachments is still to be removed with the help of local Authority which affect the Project Highway at about 2.50 Km for Construction work.
