3 Master Concept Plan Terminal Master Concept Plan Provides the framework for a phased implementation of activities over the next 20 years that will enable BC Ferries to upgrade and develop its terminals in a safe, cost effective, organized and efficient way Master Plan Objectives Better asset management Coordinated and predictable capital planning Ensures affordability Can be incorporated into Official Community Plans

6 Summary of Issues 1. Infrastructure replacement Upper Deck & Control Tower 2. Infrastructure replacement Bridge over Larsen Creek 3. Capacity & Congestion (Holding Compound & Highway approaches) 4. Security
7 (1) Key Issues Upper Deck & Control Tower Holds approximately 120 vehicles and is used to store Langdale traffic Current repairs have extended the life of the structure by approximately 7 years. By that period the structure will need to be replaced Control tower also requires replacement & potential relocation to improve visibility
8 (2) Key Issues Bridge over Larsen Creek The bridge over Larsen Creek has reached the end of its economic life and must be replaced in the near term. Since the 1950 s portions of the creek has been culverted or reduced through urban development and past railway activities. This presents an opportunity for BC Ferries & Ministry of Transportation to potentially: 1. Better protect and enhance the creek 2. Improve the safety and efficiency of the vehicular access and egress 3. Reduce congestion, and 4. Provide a buffer from GlenEagles Elementary School BC Ferries is working with the Ministry of Transportation and City of West Vancouver to develop options
9 (3A) Key Issues Traffic Management 2006 Horseshoe Bay Tsawwassen Number of Routes 3 3 Peak Vehicle Traffic Daily Volume Vehicle Holding Storage (AEQ*) Total Hectares of Usable Land # of sailings per day (Peak and Off-Peak) Approx. ~7,800 Approx. ~7,600 ~1,274 ~2, *AEQ = Automobile Equivalent (or 6.5 metres) Particularly on peak periods Horseshoe Bay has similar traffic to Tsawwassen but has half the terminal
10 (3B) Key Issues Traffic Management Insufficient vehicle capacity in the holding compound at peak times Capacity of the vessels limits the ability to clear the compound at peak times Traffic congestion and delays creates vehicle overflows at terminal onto Highway Leads to constrained terminal operations and safety concerns
11 (3C) Key Issues Traffic Management Improved traffic management will allow BC Ferries an opportunity to: Ensure safe access and egress for ferry traffic and traffic going to the village Manage traffic better to suit the new generation of vessels
12 (4) Key Issues Security Transport Canada is amending the Marine Transportation Act & Security Regulations to include Domestic Marine Transportation which will come into effect in Domestic Ferries will be required to comply with the regulations by November Changes include security enhancements to perimeter security (fencing), access control to vessels and terminals, passenger, vehicle and baggage screening, waterside security, and CCTV on vessels and terminals.

January 10 th Meeting between David Hahn (CEO-BC Ferries) & Mayor Goldsmith-Jones & David Stuart (CAO, City of West Vancouver) February 12 th Terminal Liaison Committee Meeting March 6 th : Preliminary meeting with Ministry of Transportation and City of West Vancouver regarding issues and opportunities to replace the Bridge over Larsen Creek May 15 th : Meeting with the Western Residents Association June 4 th : Started contact process with Squamish First Nations June 20 th : Terminal Liaison Committee Meeting

Detailed analysis and information gathering (JUNE/JULY) Consultation with key stakeholders, community and First Nations regarding functional requirements Traffic Analysis regarding hourly sailings, severity of traffic problem & how long potential improvements will last 2. Create options based on results of step #1 (JULY) 3. BC Ferries Steering Committee review (AUGUST) 4. Community Open Houses to present options (SEPT)
