Dear Sir, The Provisional COD for the partly completed stretch of the project from Km to Km was commenced on 25'n October 2009 and for the balance stretch of Km to km , the Provisional COD came into effect on 19'n April Accordingly, as per Clause No.19.2, Volume - of Concession Agreement, we submit herewith the Monthly O & M Report of lc for the month of December Further, as per CGM (LA & Coord.),NHA, HQ, New Delhi Circular No /2007-Admin, Dtd , Chapters for bringing out the deficiencies observed in the Concessionaire's O&M obligations, remedial action taken, damages recovered included in the Monthly progress Report. PROJECT DESCRIPTION 2.1 PROJECT BACKGROUND National Highway No. 3 popularly known as Agra-Bombay road connects Agra one of the most important tourist center of the country to Mumbai the Capital of Maharashtra and passes through states of Uttar Pradesh, Rajasthan, Madhya Pradesh & Maharashtra. Other important towns connected by this National Highway are Dholpur in Rajsthan, Gwalior, Shivpuri, Guna, Dewas and Indore in Madhya Pradesh and Dhule and Nashik in Maharashtra. Dholpur is known for its bird sanctuary, Gwalior is one of the most important education centre of Madhya Pradesh, Dewas is close to Ujjain a pilgrimage center. Indore is most important business and commercial centre of Madhya Pradesh and Nashik in Maharashtra is an important ancient pilgrimage center of India. The road therefore besides carrying normal goods and passenger traffic is of great tourist interest. 2.2 PROJECT DESCRIPTION Starting from 265 Km stone on Dhule town and this road passes through Dhule, Aarvee, Malegaon, Chandwad and ends at 380 Km stone (Pimpalgaon). The road traverse through mainly plain/rolling terrain except for short stretches in 3 locations, where it is aligned through hilly terrain. A number of National Highways & State Highways intersect/meet the project road. Besides these major roads a number of major District Roads and ODR s meet the project road all along the route. Total length of the road is Km, which has been divided in two packages. Package A is between Km 265/000 to 316/000 measures Kms. Package B is between Km 316/000 to 380/000 measures Kms. The COD for the partly completed stretches of the project from Km to was commenced on and the balance portion from Km to was commenced on IC S OPERATION AND MAINTENANCE PHASE RESPONSIBILITIES During operation and maintenance phase the Independent Consultant shall inspect, review and report to ensure that O&M is carried out in accordance with the provision of the Concession Agreement. His duties shall include, but not limited to: Review work, plan and schedules of various operation and maintenance activities. K & J PROJECTS PVT. LTD. Page 2
5 Review Operation and Maintenance manual prepared by the Concessionaire. Review the performance of Operation and Maintenance (O&M) activities including equipment, service, traffic operation and safety, toll plazas and fees collection system, landscaping. Environmental issues and way side amenities. To mediate and assist in resolving disputes between NHAI and Concessionaire during O&M stage. Initiate necessary action to undertake maintenance obligation of the Concessionaire at the risk and cost of the Concessionaire in the event of his failure to carry out O&M. Undertake audit of the traffic using the Project Highway at least once a month. Review and inspect the Project Highway at least once a month during the O&M period and issue an Inspection Report of such inspections. Review the accident record on the Project Highway and suggest remedial measures. 3. PURPOSE OF THIS DOCUMENT This Document is submission of Monthly O & M report to NHAI for the month of December 2014, as per requirement of Clause No. 19.2, Volume- I of Concession Agreement.
