2 Partnership - Project Overview FACILITIES DESCRIPTION NWP is a 9-mile, 75 mph four-lane limited access highway, connecting E- at I- in the north metro Denver area, with U.S. 36, in Broomfield, CO. It is part of the northwest section of Denver s beltway system The Northwest Parkway includes: Admin. 4 Partnership - Concession Overview KEY TERMS TO CONCESSION AGREEMENT Parties to the Agreement: The Northwest Parkway Concession and Lease Agreement is an agreement between the Northwest Parkway Public Highway Authority ( Authority ) and the Concessionaire, 100% owned by Brisa; Term of the Lease: 99 years commencing 11/21/7; Governance: Regulated by a Concession Lease Agreement (CLA), establishing the terms, the rights and obligations of the Partnership; Tolling: The toll rates setting and application is governed by the CLA; Risks: Being a P3 Concession model, the majority of the project s risk is transferred to the Private Partner. 5 People - Choice TOLL COLLECTION The Parkway is an open toll road, accessible to all vehicles, operating under All-Electronic Toll Collection (cashless), consisting of 2 main collection types: ETC (ExpressToll) and Video-Toll/ LPT (GO- PASS). Customers are offered 3 convenient payment options: ExpressToll (E-) - Pre-paid account, 6C-RFID transponder in vehicle, tolls are automatically charged to account; GO-PASS Auto-Bill (NWP) - Post-paid account with license plate registration where tolls are automatically charged to account (CC/DC or ACH); GO-PASS Regular (NWP) - All other vehicles, without registered accounts. The vehicle's registered owner receives a GO-PASS toll bill by mail. Bills can be paid conveniently online (go.pass.com) or by mail. Its embedded features enable customization with the capability of: Empowering Customers to manage accounts while offering choice and same functionalities as a typical ETC account: online access; vehicle bundle; billing options; account management; tracking; etc.; Pricing - Price/Fees settings AET involves some uncertainty, being important to adapt in order to: stay equitable; tackle risks; and offset costs; Scalability - Allow for progressive but sustainable deployment. Start small and grow bigger with minimum investment; Branding - Dedicated brand website (GO-PASS). One that can be easily recognized and browsed, especially by infrequent users; Maintain Interoperability, and CLA Compliance.
