PROJECT DETAILS. 1.1 EXECUTIVE SUMMARY The Government of India (GOI) through Ministry of Shipping Road Transport & Highways (MOSRT & H) is contemplating to enhance the traffic capacity and safety for efficient transportation of goods as well as passenger traffic on the heavily trafficked National Highways. The Government of India had entrusted National Highways Authority of India (NHAI) for the development, maintenance and management of National Highway No. 9 (NH- 65) section from km to km ( km) in the states of Karnataka and Andhra Pradesh and from km to km (75 km) in the state of Karnataka and from Km to in Andhra Pradesh (Now Telangana) In order to provide a better level of service to the vehicular traffic and to augment the capacity of NH9 by widening the existing 2 lane to 4 lanes divided carriageway facility including strengthening of the existing 2 lane, it has been decided to carry out the works on Design, Build, Finance, Operate and Transfer (DBFOT) Toll Basis Under NHDP, Phase-III. 1.2 PROJECT LOCATION MAP 1 P a g e

6 IE / Sangareddy NH SCOPE OF THE PROJECT: The scope of the project shall include the following during the Concession period: Construction of the project highway on site as set forth in Schedule A and as specified in Schedule B together with provision of Project Facilities as specified in Schedule C and standards as set forth in Schedule D of the Concession agreement. See the Section (4) brief details of the project summarized. Operation and Maintenance of the project highway in accordance with the provisions of the Concession Agreement. 9 IE / Sangareddy NH PROJECT MILE STONES: As per the SCHEDULE-(G) Of Concession Agreement: 1st Mile Stone I: Project Mile Stone I shall occur on the date falling on the 180th day from the Appointed Date i.e Prior to the Project Mile Stone I, the Concessionaire shall have commenced construction of the Project Highway and expended not less than 10% of the total capital cost set forth in the Financial Package. Comment of IE: 1 st Mile Stone reached. 2nd Mile Stone: 400 days from appointed date i.e % of Project Cost and Concessionaire shall have started all bridges. Comment of IE: Nil 3rd Mile Stone: 650 days from appointed date i.e To be expended 70% of the Project Cost and shall have commenced all Project facilities. Comment of IE: Nil Scheduled Completion Date: The Scheduled Four laning date i.e., shall occur on the [910th (Nine Hundred and Ten) day from the appointed date. Large bushes small trees are removed by using excavators and Back hoe loaders and then top layer of soil removed by motor Graders. Roots left after cutting trees removed by excavators. The pits formed by removing tree roots were filled by crusher fines. Construction of Pipe Culverts: Methodology for construction of pipe culverts submitted and reviewed by Independent Engineer. All the material, Concrete, Hume pipes, Aggregates, bedding materials were accepted by Independent Engineer prior to use. Concretes were produced at central batching plant and transported to working place. Did not use concrete pumps but unload to containers and place concrete manually. Hume pipes were placed by mean of cranes,. Head walls were constructed subsequently after laying pipes. Proper continuous cuing of concrete was done by wet gunny bags for 14 Days.. 22 P a g e

Due to delaying of appointed date the routine maintenance to the road not done caused for severe damages to road. NHAI sanctioned some amount and hand over the maintenance work to PWD. PWD completed partial maintenance works on priority basis.. The road sections still under DLP after recent up gradation, damaged badly. After taking appointed date by the Concessionaire NHAI handed over to the maintenance works to the Concessionaire to complete the initial repairing of rod damage sections except DLP sections Concessionaire has undertaken the existing road repairing, as instructed by NHAI. Estimate for initial repairing submitted by Concessionaire reviewed by Independent Engineer and commented estimate with recommendations submitted to NHAI. On pending approval of estimate road repairing was done by Concessionaire. The present condition of road is far better than the initial stage. The time period to move from Sangaredy to Humnabad reduced from 4Hrs to 2Hrs after repairing of road. Concessionaire was invited to submit Estimate for repairing the road sections still under Defects liability period (DLP), the. It was done and the estimate was reviewed by Independent Engineer and forwarded to NHAI. The scheduled appointed date did not taken by the concessionaire but after one year the new appointed date taken on 1st April Although appointed date declared due to monsoon season rain Concessionaire couldn t achieved considerable progress at site. Concessionaire agreed with Authority to start physical work at the beginning of June 2014 after taking appointed date. C&G and layout marking and Excavation of Pipe Culverts Started. Concessionaire has undertaken the existing road repairing, as instructed by NHAI. Estimate for initial repairing submitted by the Concessionaire for Independent Engineer s review. Independent Engineer has reviewed and commented estimate with recommendations submitted to NHAI. Concessionaire was invited to submit Estimate for repairing the road sections still under Defects liability period (DLP). The estimate received by IE. Concessionaire already started maintenance of existing road. More than 90% overlaying at road damaged sections completed to bring the existing road to motarable condition. 90% of affected trees have been cut some roots to be removed, still observed many roots with stem around 2m above ground level remained in place after cutting trees not removed. Shifting of utilities is in progress at the both Sections (Karnataka and Andhra Pradesh (New Telangana) States. Concessionaire submitted work program accepted by IE as the Master program. But they have not detailed the monthly targets and Financial S curve based on the accepted program till to date as requested by Independent Engineer. Demolishing of structures within new ROW started by concessionaire, work in progress. Concessionaire has raised claim invoice the bill for demolishing buildings within ROW but entitlement of such claims not yet finalized. The Concession Agreement not mentioned about payments for the demolishing of buildings within ROW.. 28 P a g e

The 90 day cure period allowed in the Agreement in the case of less financial progress, will be over at the end of December Reply from Concessionaire in this regards is awaited.
