1 Marina Bay Sands Guidelines for Electrical and Wiring Service 1) The supply of electrical mains in the licensed area of the event is an exclusive service offered by Marina Bay Sands (MBS). In the event of a licensee brings in an electrical contractor for the electrical installation work in the licensed area, the licensee must seek consent of Marina Bay Sands before any electrical and wiring work commencement. MBS does place restrictions on which contractors are to be authorised to carry out electrical installation work. 2) It is the responsibility of the Licensee to ensure that the selected or nominated contractor observes this set of guidelines and Contractor House Rules set by Marina Bays Sands, and the Contractor is competent to carry out the contracted works. 3) All electrical installation work in the licensed area must be done in compliance with Marina Bay Sands rules and regulations and all applicable regulations in Singapore. The nominated contractor of the Licensee is not allowed to work in areas other than the licensed area, except with the written approval of Marina Bay Sands. 4) The following Regulations & Code of Practice are applicable to govern the workmanship and quality of the work commenced by the electrical contractor. a) Singapore Electricity Act (Chapter 89A, Section 103) Electricity (Electrical Installations) Regulations b) Code of Practice for Temporary Electrical Installations (CP88:2001) Part 1 and Part 2. c) Code of Practice for Electrical Installations (CP5:1998) 5) Only LEWs are allowed under their license to design and test electrical and supply installations in accordance with the authorization set out as follows: a) Grade 7 LEW Not exceeding 45kVA, equivalent to 1 x 63amp 3Ø. b) Grade 8 LEW Not exceeding 150kVA, equivalent to 3 x 63amp 3Ø. (Design) Not exceeding 500kVA. (Operation) c) Grade 9 LEW No limit 6) When using generating set, the earthing system for electrical installations drawing supply from generating sets shall be TN-S. If more than one generating set is used within a site, the electrical installations shall have a separate earthing systems and the electrical installations connected to different earthing systems are either segregated effectively from one another or bonded effectively. 7) All metallic structures shall be bonded effectively to the earthing system of the electrical installation. 8) If the contractor requires to use the wall socket or floor box socket power point, an ELCB circuit breaker plug is required. Refer to Appendix A. Page 1 of 8
2 9) To ensure compliance with LEW submitted documents, MBS personnel will be on-site to witness the LEW inspection and testing of all installations. MBS is to be advised by the person responsible for the installation when it is ready for inspecting and testing, by completing and handing in the information and certification stated in clause (9) of this document. 10) Where found to be satisfactory, the electrical contractor is allowed to make connections to MBS power source and the installation will be energized. Where an installation is found to be unsatisfactory, the supply will not be connected and MBS will advise the contractor responsible, who must rectify any fault and advise MBS when the installation is ready for reinspecting and re-testing by re-submission of the test form. 11) Application for Electricity Energization Marina Bay Sands requires the electrical contractor / workers of the electrical installation works to apply for upon completion of the work. The electrical contractor / worker should provide the following information and certification, and should be present on site during the energization. All information and certification must be submitted at least 21 days before move-in. The information can be submitted with the Electrical Request Checklist. a) Name of registered electrical contractor for the installation. b) Name of License Electrical Worker (LEW) for the installation. c) Single line circuit diagram and rating of electrical installation in connection to the mains supply. Refer to Appendix B. d) Request for Electrical Supply form. e) Application for Inspection of Electrical Installation. f) A signed Certification of Compliance by the LEW of the installation. Refer to Appendix C. g) Statement of Turn-on of Electricity. h) Electrical Installation Inspection Report. i) A signed Certification of Fitness for Turn-on of Temporary Electricity supply by the LEW of the installation. Refer to Appendix D. j) Plan view indicating location of electricity supply. k) Date and time of LEW to be on-site for Turn-on. For power exceeding 125amp 3Ø, Turn-on to be done within 0900hrs 1800hrs. 12) Marina Bay Sands reserves the right to refuse to provide electricity supply to faulty installations if the electricity contractor fails to provide the information required for the electricity energization application.
