3 1.0 Project Brief The National Highway Authority of India proposed to develop existing National Highway No.60 commencing from Baleshwar at km and extending up to Kharagpur at Km , and includes Construction of New Bridges/Structures, Repair of existing Four Lane Highway a fully modern system for safe and efficient movement of traffic. The project road mainly passed through Jaleshwar, Lakshmannath, Dantan and Belda towns. The project Highway falls in the State of Orissa and West Bengal. As per the CA, Concessionaire (BKEL) has to Construct New Bridges/Structure and Repair of existing four lane Highway of Section of NH 60 from Km to Km Project entrusted to Concessionaire on BOT (Toll) model for 24 years Concession Period, including construction period of 2.5 years. A Concession Agreement (CA) was signed between National Highway Authority of India (N.H.A.I.) and Concessionaire (BKEL), for implementation of the Baleshwar- Kharagpur Expressway Project on April 24, In further Concessionaire for ease of construction the entire stretch divided into two parts and allotted for EPC contractors M/s NAPC Ltd and M/s DRA Infracon Ltd respectively. 7 3.0 Executive Summary NHAI has handed over stretch from Km to Km to Concessionaire and appointed dated has date i.e. 01 st January 2013 has been fixed by RO-Kolkata, NHAI vide letter no.11081/nhai/piu/ (KGP)/ /7736 dated According to Concession agreement Clause , Collection of Toll has commence from appointed date, but the peoples earlier engaged by NHAI for collection of toll, gathered at the toll plaza location and created obstruction at toll plaza as well as threatened Concessionaire. The aforesaid facts were brought to the notice of NHAI & District Administration, expressing our inability to commence toll collection at Rampura Toll Plaza (Km ). With the help of NHAI, Local administration and our continuous efforts, we able to commence toll collection from 8 th February 2013 at Rampura. At Location Laxmannath Toll Plaza (Km ) Toll collection has been commenced without any obstruction from 1 st Jan According to ground conditions, aforesaid facts and upon requisition of Concessionaire once again NHAI has issued appointed date as 01 st January Concessionaire has mobilized the Construction Contractor M/s NAPC and M/s DRA Infracon and is fully geared up for execution of construction activities at Section-I & Section-II. Out of 8 Major Bridges all are completed upto Deck Slab, Total work completed at 91 locations out of 48X2 nos in Minor Bridges, Total no. completed at 238 locations (including 2 nos. reconstruction) out of total 120X2 nos., and work on VUP structures has been completed on LHS & RHS. Finalization and approval of design & detailed drawing has been completed. We have achieved monthly physical progress of 3.17% against 0.87% planned and cumulative Physical progress of 97.23% against 99.54% planned. May 2015 Page 7

13 6.0 Mobilization Status of EPC Contractor The Construction contractor has mobilized staff, Plants, machinery and equipments. Organization details are shown in. Section-I : EPC Contractor M/s NAPC Ltd has established camp at near Km (RHS) and Km: (LHS), the camp site is consisting of well-equipped laboratory with Modern testing equipments, one Concrete Batching plant of 60 CPH capacity and one Crusher having capacity 200TPH with Site office and staff quarters. Section-II: EPC Contractor M/s DRA Infracon has established camp at Km (LHS), THE camp site consisting of at well-equipped laboratory with Modern testing batching plant of 30 CPH capacities and with Site office and staff quarters. Design and drawings for the project is under preparation/ finalization by the Engineering Consultants. 16 8. Safety and Traffic Management 1. Protective Safety is being assured by fully equipped Safety Team. Skilled Safety Supervisors have been deployed, who are monitoring the project corridor round the clock and carrying out safety measures on the road and work site. 2. Awareness among the workers deployed for work has increased. Almost all the workers are wearing Safety Jackets and Helmets during work. Safety equipments like Safety Shoes, Helmets, Jackets, and Gloves etc. have been provided to the workers. 3. Proper Traffic Management Systems are in place during construction on all the work sites. Reflective Sign Boards, Cautionary Message Boards in advance of Construction Zone have been provided. May 2015 Page 16
