5 Page 1 f 20 What des Nrdic Eclabelling entail? The Nrdic Eclabelling f machines fr parks and gardens includes requirements n manufacturing, peratin and end f service life. The aim is t identify the best machines frm an envirnmental perspective. It is pssible t Nrdic Eclabel machines designed fr dmestic and/r prfessinal use. Requirements regarding peratin may differ between these tw categries due t large differences in hw lng the machines are used. The majrity f requirements regard the peratin f the machine since, frm a life cycle perspective, peratin has the greatest impact n the envirnment. Fr example, tugh requirements are set f exhaust emissins. Stringent requirements are als set fr nise emissins and vibratins t prtect the user. The use f Nrdic Eclabelled machines minimises cntributins t the greenhuse effect. The criteria require that petrl-driven machines are efficient. It is als pssible t Nrdic Eclabel ethanl-pwered machines. Why chse the Nrdic Eclabel? The manufacturer and reseller may use the Swan trademark fr marketing. The Nrdic Eclabel is a very well-knwn and well-reputed trademark in the Nrdic regin. The Nrdic Eclabel is a cst-effective and simple way t cmmunicate that a machine is amng the best n the market frm an envirnmental viewpint and has been tested by a third-party labratry, and which manufacturers are develping machines fr a sustainable sciety. Nrdic Eclabelling enables manufacturers t reach a grwing number f prfessinal and dmestic users wh wish t reduce their impact n the envirnment. By using Nrdic Eclabelled machines they can minimise the envirnmental impact f park and garden wrk. Envirnmental issues are cmplex and it is difficult t cmpare the varius parameters. Fr a lng time, municipalities and ther users have sught an aid that prvides credible evaluatins. The Nrdic Eclabel leads the way.

6 Page 2 f 20 What can carry the Nrdic Eclabel? Wrking machines used fr the care f parks and gardens, bth privately and prfessinally, can be Nrdic Eclabelled. The fllwing manual, electric and cmbustin engine driven machines can be awarded a Nrdic Eclabel: Lawnmwers Strimmers Bush saws Chainsaws Leaf cllectrs and leaf blwers fr prfessinal use Hedge trimmers Cmpst shredders Rtary cultivatrs Garden tractrs Snw blwers Only machines with a nminal engine rating f 37 kw (50 hp) can be Nrdic Eclabelled. Machines driven by cmbustin engines include air-cled and liquid-cled, twstrke and fur-strke engines. Electric machines als include machines pwered by batteries and slar cells. Petrl, diesel, E-85 and ther alternative fuels may be used.

7 Page 3 f 20 Lawnmwers are divided int the fllwing categries: Private husehlds: A Machines designed fr arund 10 hurs f peratin annually, which represents, fr example, ½ hur f mwing nce a week i.e. machines intended fr use n small lawns. The machines are quite ften driven by an electric mtr. If pwered by an internal cmbustin engine, the engine displacement is less than 225 cm 3. B Machines designed fr arund 30 hurs f peratin annually, which represents, fr example, 1 ½ hurs f mwing nce a week i.e. machines intended fr use n large lawns. The machines may be either walk-behind r ride-n. If pwered by an internal cmbustin engine, the engine displacement is equal t r greater than 225 cm 3. Prfessinal: C The machines are designed fr mre than 30 hurs f peratin annually, which represents mre than 1 ½ hurs f peratin per week. The machines may be either walk-behind r ride-n. C1 Machines with a displacement f <225 cm 3. C2 Machines with a displacement f 225 cm 3. Wh can apply fr a licence? Manufacturers, imprters and resellers can apply fr a licence. The manufacturer must always apprve the applicatin.

8 Page 4 f 20 Hw t apply T be awarded a Nrdic Eclabel, all the requirements in this dcument must be fulfilled. The requirements are marked in this dcument with the letter R and cnsecutive numbers. These icns are: Enclse dcumentatin. Requirement checked n site. Applicatin The applicatin shall be sent t Nrdic Eclabelling in the cuntry in which the applicant carries n activities. Addresses can be fund n page 2. Applicatin cmprises an applicatin frm and written dcumentatin demnstrating that the manufacture and peratin f the machine fulfil the requirements. The necessary frms can be fund n Nrdic Eclabelling's websites. Sales in ther Nrdic cuntries Registering a licence in anther Nrdic cuntry allws the Nrdic Eclabel t be used n a larger market. The fllwing must be submitted t Nrdic Eclabelling: Instructin manual in the lcal language. Natinal regulatins r industry agreement n affiliatin t a recycling system r material reclaim rganisatin. Results f nise tests. On-site inspectin Befre a machine can be awarded a licence, Nrdic Eclabelling visits the plant manufacturing the machine. This inspectin cvers, amng ther things, the relevant sectins f the quality assurance prcess r dcumented prcedures. Fr this inspectin, data used fr calculatins, riginal cpies f submitted certificates, test recrds, purchase statistics, and similar dcuments that supprt the applicatin must be available fr examinatin.

10 Page 6 f Manufacture 1.1. Envirnmental and quality cntrl in prductin T ensure that Nrdic Eclabel requirements are fulfilled, the fllwing prcedures must be implemented. If the manufacturer s envirnmental management system is certified t ISO r EMAS, where the fllwing prcedures (R1-R6) are applied, it is sufficient fr the accredited certificatin bdy t certify that the requirements are implemented. R1 Nrdic Eclabel licence administratr The cmpany shall appint an individual respnsible fr ensuring the fulfilment f Nrdic Eclabel requirements, and a cntact persn fr cmmunicatins with Nrdic Eclabelling. A chart f the cmpany's rganizatinal structure detailing wh is respnsible. R2 Quality f the wrking machine The manufacturer must guarantee that the prductin quality f the Nrdic Eclabelled machine is maintained thrughut the validity perid f the licence. There must be prcedures fr cllating and, where necessary, dealing with claims and cmplaints regarding the quality f the Nrdic Eclabelled machine. R3 Planned changes Planned changes t areas cntrlled by Nrdic Eclabel requirements must be reprted in writing t Nrdic Eclabelling and the licensee (if ther than the manufacturer). Prcedures detailing hw planned changes are handled. R4 Unplanned nncnfrmities Unplanned nncnfrmities in prductin f the Nrdic Eclabelled machine that may affect an aspect f quality regulated by Nrdic Eclabel requirements must be reprted in writing t the licensee, if ther than the manufacturer, and recrded. Prcedures detailing hw unplanned nncnfrmities are handled. R5 Traceability The manufacturer must have a system fr the tracing f the Nrdic Eclabelled machine in prductin. Prcedures detailing hw traceability is perated. R6 Infrmatin frm suppliers Suppliers must prvide dcumentatin with regard t requirements R14-R19. Requirement checked n site.

11 Page 7 f Dcumentatin held by the manufacturer R7 Dcuments t be held by the manufacturer The manufacturer must keep the fllwing dcuments during the licence perid and be able t present these dcuments during the applicatin prcess and at fllw-up inspectins. Returns and cmplaints General regulatry requirements R8 Regulatry requirements The manufacturer f the Nrdic Eclabelled machine must fulfil the regulatins in frce regarding external and internal envirnments and safety that apply t prductin in that area and cuntry. Declaratin frm the manufacturer, see Appendix 1. R9 Take-back system Relevant natinal regulatins, legislatin and/r agreements within the sectr regarding the recycling systems fr prducts and packaging shall be met in the Nrdic cuntries in which the Nrdic Eclabelled machine is marketed. 12 Page 8 f Prduct design R10 Fuel grades The cmbustin engine shall be designed s that it can be run n ne r mre f the fllwing fuel grades: unleaded petrl with a benzene cntent f <1.0 % by vlume, alkylate petrl, envirnmental class 1 diesel il, r bifuel-based engine fuel. Infrmatin must be prvided in the instructin manual. R11 Engine il If bidegradable il can be used, this shuld be recmmended. See R10. R12 Spillage The design f the machine must enable refuelling and cleaning withut the spill r leakage f fuel. Oil must nt leak frm the machine during nrmal cleaning and the engine shall be design t enable il changing withut spillage. See R10. R13 Evaprative emissins The design f the fuel system shall minimise evaprative emissins. See R Material requirements R14 Labelling Plastic cmpnents weighing mre than 50 g must be marked accrding t ISO Electrical cables are nt subject t this requirement. Declaratin frm the manufacturer, see Appendix 3. R15 Heavy metals Plastic materials must nt cntain cadmium (Cd), lead (Pb), mercury (Hg) r cmpunds f these. 13 Page 9 f 20 R16 Phthalates The fllwing phthalates must nt be added t plastic materials: Dicyclhexyl phthalate Diisbutyl phthalate Dibutyl phthalate (DBP) Benzylbutyl phthalate (BBP) Diethylhexyl phthalate (DEHP) Diisctyl phthalate Diisnnyl phthalate (DINP) Diisdecyl phthalate (DIDP) Declaratin frm the manufacturer, see Appendix 3. R17 Flame retardants Halgenated flame retardants must nt be added t plastic materials. Halgenated flame retardants may in exceptinal cases be used prvided dcumentatin can be submitted shwing that these are necessary fr fire safety reasns in accrdance with the EU Lw Vltage Directive 73/23/EEC and standard EN The flame retardants listed belw must hwever nt be used: Plybrminated biphenyls (PBB) Plybrmated diphenyl ethers (PBDE) Highly-chlrinated shrt-chain chlrparaffins Exemptin until 1 July 2006: Circuit bards and plastic parts weighing less than 25 g that are part f electrnic cmpnents are cmpletely exempt frm R17 cncerning flame retardants. As f 1 July 2006, all machine parts must be PBB and PBDE-free in accrdance with Directive 2002/95/EC (RHS). Declaratin frm the manufacturer, see Appendix 3. R18 Cntent f surface treatments Surface treatment agents must nt cntain pigments r additives based n lead, cadmium, chrmium, mercury r their cmpunds. The treatment may nt cntain mre than 5 % w/w f rganic slvents. Declaratin frm the manufacturer, see Appendix 4.

14 Page 10 f 20 R19 Metal surface treatment Chrmium, nickel and their cmpunds must nt be used fr surface treatment. Exceptins t the requirement: Small cmpnents such as screws and hinges are exempted. Cmpnents may als be surface treated with chrmium and nickel if this is necessary due t chemical impact r physical wear, r where parts need t frm a tight seal. If such parts are surface treated, the prcessr must meet the emissin limits specified in the Ospar agreement (Parcm/Oscm) regardless f in which cuntry the treatment is perfrmed and the emissins ccur. Any parts surface treated with nickel and chrmium must be reusable/recyclable. Declaratin frm the manufacturer, see appendix 4 and 5. R20 Packaging Packaging must nt cntain chlrine-based plastics. The applicant s dcumentatin must include technical data sheets fr the plastics used. Declaratin frm the manufacturer, see Appendix 6. R21 Batteries Battery-pwered machines must nt use Ni/Cd batteries. The infrmatin must be prvided in the instructin manual. R22 Se R21. Other accessries A petrl can fr dmestic use, equipped with devices fr reducing the risk f spillage, shall be ffered t the buyer f the Nrdic Eclabelled machine fr dmestic use.

15 Page 11 f Operatin f the Nrdic Eclabelled machine The machine must be tested with regard t exhaust gas emissins, nise and vibratins. The test results shall be submitted t Nrdic Eclabelling. The test labratry shall prduce a cmprehensive test reprt that cntains infrmatin n the fllwing: 1. Selected test methd. 2. Results frm all tests. 3. A clear definitin f the engines. 4. That the test has been cnducted accrding t the specified methd, with the exceptin f given nncnfrmities. 5. Specificatin f the test fuel. 6. That the labratry fulfils the specified requirements. 7. An evaluatin f whether the machine fulfils the requirements in these criteria. 2.1 Chsing a labratry The labratry shall meet the general requirements in accrdance with the EN- ISO/IEC standard. Exhaust gas emissin and vibratin tests must be prefrmed by an accredited labratry. Nise can be tested by the manufacturer f the appliance if the manufacturer has been assessed by a ntified bdy in accrdance with Directive 2000/14/EC relating t nise emissin. Other labratries may be apprved if the manufacturing cuntry has n labratry that is accredited fr the testing f emissins, durability, nise t the surrundings r vibratins. The labratry shall then be designated as a ntified bdy r as a technical service.

16 Page 12 f Limit values Exhaust gas emissins An engine f the relevant type and chsen at randm must be tested. At least tw tests shall be perfrmed n the engine. The established emissin level is the arithmetic mean f the test results fr the engine. The engine must meet the limit values. If the engine des nt fulfil the requirements, a further tw engines shall be tested. After the initial testing, the engine shall be subjected t durability testing, with the aim f simulating actual use. Shrt-term tests R23 Lawnmwers and garden tractrs The emissins must nt exceed the limit values specified belw when machines are tested. The requirement applies t the testing f new machines as well as fllwing durability testing. R27 Carcingenic effects The risk f cancer must nt increase due t the machine being run n alternative fuels. The evaluatin is based n the numerical prducts f the cncentratin f the fllwing substances in the exhaust emissins and specified risk factrs. The ttal must nt exceed the equivalent ttal fr an engine that uses similar cmbustin technlgy and is run n petrl r diesel. Fuel cnsumptin must nt be higher than medium accrding t the tabulated limits. On adptin f the criteria, this applies t electric strimmers, rtary cultivatrs and garden tractrs (lawnmwers). At least ne unit f the relevant machine/engine type, selected at randm, shall be tested. At least tw tests shall be perfrmed n the machine. The established emissin level is the arithmetic mean f the test results fr the machine. If the machine des nt fulfil the requirements, a further tw machines shall be tested. The infrmatin must als be prvided in the instructin manual. Vibratins R31 Vibratins The limit values specified belw must nt be exceeded. Regarding lawnmwers, nly machines fr prfessinal use, will be enclsed. Type f machine Type f vibratin (m/s 2 ) Handheld machine hand 5 Ride-n machine whle bdy 1.15 Full test reprt and a declaratin that the machine is marked accrding t the Machine Directive 98/37/EC.

20 Page 16 f Test methds Exhaust testing, R23-R25 The engine shall be warmed up fr ne hur befre the test is run. If the engine is fitted with a catalytic cnverter, the warm-up perid shuld be extended. The engine shall be tested in accrdance with the methds specified in ISO Run cycle G1 shall be used fr lawnmwers. The fllwing test fuel shall be used fr testing engines designed fr retail petrl: CEC RF-08-A-85. When testing engines designed fr an alternative fuel, this alternative fuel must be used. Prper specificatins f the fuel must be prvided Durability testing f cmbustin engines, R26 After the initial testing, the engine shall be subjected t durability testing, with the aim f simulating actual use. After the test has been cmpleted, a new exhaust test shall be run in accrdance with Sectin The established emissin level is the arithmetic mean f the test results fr the engine. The engine shall be run s that the braked trque can be checked. The test fuel used shall be the same as r similar t the fuel emplyed in the shrt-term test, particularly as regards the cntents f lead, phsphrus and sulphur. The test shall include the emissin cntrl system, if any. The ttal running time shall be 50 hurs fr machines with an engine displacement f less than 66 cm 3 and 125 hurs fr machines with an engine displacement f 66 cm 3 r abve. The test des nt need t be run uninterrupted. The engine must be laded at least 60% f the time and tested using the running cycle fr exhaust testing, see Sectin The engine must be running fr the remainder f the time. The engine shall be serviced in accrdance with the manufacturer s recmmendatins during testing Running cycle fr lawnmwers and garden tractrs The tests shall be run in perating perids f 0.5 t 4 hurs. The engine shall be allwed t cl fr 0.5 hurs between each f the individual perating perids. Every 24 hurs, the engine shall be left idle fr a perid f at least 2 hurs. The number f perating hurs in perids f at least 0.5 hurs can be added tgether and shall amunt t at least 50 hurs fr categry A, 75 hurs fr categry B and 150 hurs fr categry C. Testing shall be perfrmed at 85% f the actual maximum engine speed. The lad shall be varied s that the trque varies between 25% and 50% during half the time f each lading perid.

21 Page 17 f Exhaust emissin test prviding data fr the evaluatin f the cancer risk, R27 Sampling is carried ut during the first shrt-term test. A grss sample is taken, weighted prprtinally between the varius utput levels. The samples are analysed Nise utput, R29 The machine shall be tested fr the nise utput in accrdance with the general standard specified in the EU Nise Directive 2000/14/EC, EN-ISO 3744/1995. Prduct-specific standards specify the cnditins under which measurements shall be carried ut. These standards are specified in the directive. If n such standards exist, the test cnditins are specified in the directive Sund pressure at the peratr s ear, R30 The weighted sund pressure level at the peratr s ear is determined under the same perating cnditins as the nise utput measurement. Fr lawnmwers, the methd in accrdance with EN 836 "Safety Standard fr Pwered Lawnmwers. Nise and vibratin" shall be used Vibratins, R31 The fllwing test methds shall be used t determine vibratin levels. Lawnmwers EN 836:A2: EN 1033:1995 fr hand/arm and EN 1032:1996 fr whle-bdy. 22 Page 18 f Custmer infrmatin 3.1 Instructins R32 Instructin manual The instructin manual shall prvide the custmer with infrmatin n the machine categry and an explanatin f this. The fllwing infrmatin must als be prvided in the instructin manual: 1. Assembly, perating and maintenance instructins. 2. Infrmatin abut necessary servicing t ensure that the machine retains its favurable emissin values. 3. If service will be required accrding t pint 2 abve, a service bk shall be supplied with the machine and shall have space fr ntes n the varius services. 4. Recmmendatins that envirnmentally mre apprpriate fuels, such as alkylate petrl fr gasline fuelled engines, and envirnmental class 1 diesel il fr diesel fuelled engines, shuld be used. 5. Hw t refuel withut fuel spillage ccurring. 6. Hw t clean the cutting mechanism withut causing il r fuel leakage. 7. Hw il changes shuld be carried ut t avid il spillage. 8. The fuel cnsumptin f the machine, given as specific fuel cnsumptin, g/kwh, and whether this cnsumptin is medium, lw r very lw. 9. That the fuel system is designed t minimise evaprative emissins. 10. That the buyer can return a retired machine r machine parts t the reseller r ther party fr recycling- 11. That envirnmentally harmful cnstituents, such as waste il (including Nrdic Eclabelled il) batteries, etc., shuld be returned fr suitable dispsal. 12. The type f batteries used in the machine. 13. Petrl can that is designed t prevent spillage. 14. Sund pressure level at the peratr s ear. 15. Advice t wear ear defenders at nise levels exceeding 85 db (A). 16. 23 Page 19 f 20 Fllw-up inspectins Nrdic Eclabelled machines may be checked by an independent test institute n instructin frm Nrdic Eclabelling. Samples may be taken frm retail utlets. Whenever pssible, the same labratry that tested the machine prir t applicatin shall perfrm the fllw-up inspectin. If the fllw-up inspectin reveals that the machine des nt fulfil requirements, the prcedure will be repeated n a secnd randm sample machine. If this unit des nt fulfil requirements, the licensee is given three mnths in which t make the necessary changes and perfrm a fllw-up inspectin as described abve. If this requirement is nt met, the licence shall be withdrawn until new testing has been perfrmed. Nrdic Eclabelling is liable fr the cst f the fllw-up inspectin if ne f the first tw machines tested is apprved. If nt, the licensee is liable fr the csts.
