5 I. Midpoint-Summer Lake 500 kv, Phase 2 Rating Study (May 2011) 1. Name: Midpoint-Summer Lake 500 kv, Phase 2 Rating Study (Sponsor) 3. One-Line Diagram: Existing Line. 4. Status: Entered Phase 3 on July 22, Two 230 kv capacitor banks would be installed at the Meridian Substation (See Section XLI). Expected facility in service date is May 1, Facilities: N/A B. Studies Studies are being conducted by NOPSG. The WECC 2007HS3-OP base case was used to determine the non-simultaneous rating for the summer seasons and any interactions with other transmission paths for the maximum flow on the Midpoint Summer Lake 500 kv line in the east bound direction. Flows on the NW- Idaho path have been kept within the existing west to east rating of 1200 MW. C. Impact on Other Systems Study results indicate that interactions exist between the Midpoint-Summer Lake 500 kv line, the NW-Idaho path, and COI path. 4

6 II. TOT 4A Voltage Support Project (June 2008 to September 2012) 1. Name: TOT 4A Voltage Support Project (Sponsor) 3. One-Line Diagram: Not Available. 4. Status: Technical studies have been completed and voltage support facilities have been included in the PacifiCorp capital budget. The projected in-service date for each facility is noted below. 6. Facilities: The following Facilities have been identified for Wyoming voltage support: Atlantic City 230 kv, 15 MVAr Capacitor (, 11/11/2010) Riverton 230 kv, 30 MVAr Capacitor (8/15/2010) Midwest 230 kv, 30 MVAr Capacitor (10/27/2010) Platte/Miners 230 kv -24/+24 MVAr Static VAr System and 2-25 MVAr Shunt Caps (Sept, 2012) B. Studies Wyoming 2010 transfer capability studies, which evaluated the impacts of projected Wyoming load growth (both projected and large customer) on the TOT 4A path rating, have identified the need for additional voltage support facilities (see facilities above). Studies have been shared with other Wyoming transmission owners. C. Impact on Other Systems Technical studies have indicated that based on projected load growth, the reactive support is needed to maintain the TOT 4A/4B Nomogram at its current transfer levels. As these facilities are required for central Wyoming voltage support, no other paths are affected. 5

7 III. Path C Reinforcement-Populus to Terminal 345 kv Double Circuit Line (Completed, In-service on 11/19/ 2010) 1. Name: Populus-Terminal Project 3. One-Line Diagram: Attached 4. Status: This project was completed 11/19/ Facilities: This project would increase transfer capability from southeast Idaho to Utah and includes the construction of 135 miles of new double circuit 345 kv lines from a new station (Populus) near Downey, Idaho, through Ben Lomond to Terminal (near Salt Lake City, Utah). B. Studies Entered Phase 3 on November 3, Completed Phase 3, 11/24/2010. C. Impact on Other Systems The project would increase the rating of Path C. The Phase 2 rating study addressed all impacts on other systems. 6

9 IV. Three peaks Substation on Sigurd-Red Butte 345 kv Line (Completed, May 2010) 1. Name: Three Peaks 345 kv Substation 3. One-Line Diagram: Attached 4. Status: The new substation was planned to accommodate future load growth in the Cedar City, Utah area. The project was completed by May Facilities: This project constructed the Three Peaks 345/138 kv substation and looped the existing Sigurd-Red Butte 345 kv line into the new substation. A 345/138 kv, 450 MVA transformer was installed. In addition, a 55 MVAr shunt line reactor and a series capacitor was added within the new substation on the Three Peaks-Sigurd 345 kv line. B. Studies Studies have shown that additional capacity and voltage support are needed in order to serve future load growth in the Cedar City, Utah area. This project provided for these needs. C. Impact on Other Systems This project would have no regional impacts. Regional SSR studies have been done to insure no adverse impacts. 8

11 V. Pinto-Huntington 345 kv Series Capacitor ( Oct April 2011) 1. Name: Pinto-Huntington 345 kv Series Capacitor 3. One-Line Diagram: Not Available 4. Status: The project is currently in the construction stage. The project should be completed by April Facilities: A 345 kv series capacitor bank would be installed at Pinto on the Pinto-Huntington 345 kv line. B. Studies A 345 kv series capacitor bank would be installed at Pinto on the Pinto-Huntington 345 kv line. Recent studies have indicated a need for additional transmission capacity from Huntington to the Pinto substation to provide capacity for southeast Utah area load growth. The SSR study reports have been released and PacifiCorp has responded to questions. C. Impact on Other Systems This project would have no regional impacts. SSR studies have been conducted and study results have been shared with Four Corners E&O Committee 10

12 VI. Camp Williams-Ninety South 345 kv Double Circuit Line (Completed Dec, 2010) 1. Name: Camp Williams-Ninety South 345 kv Double Circuit line 3. One-Line Diagram: Not Available 4. Status: This project was completed in Dec Generation: This project addition is associated with new generation resources south of Camp Williams, which would tie into the existing 345 kv transmission grid. 6. Facilities: Addition of the Camp Williams-Ninety South 345 kv double circuit line (~10 miles), and expansion of the substations at each end. In addition to this line, dynamic voltage support will also be required in the Wasatch Front. B. Studies Recent studies have shown that additional transmission capacity and voltage support are needed north of Camp Williams substation in order to serve future load growth in the Wasatch front with future resources located south of the Salt Lake Valley. This project would provide for these needs. C. Impact on Other Systems This project would have no regional impacts. 11

13 VII. Wallula to McNary 230 kv transmission Line #2 (Dec 2012) 1. Name: Wallula to McNary 230 kv Transmission Line #2 3. One-Line Diagram: Not Available 4. Status: This project is in Phase II of the WECC Facility Rating Process. The projected inservice date is December Facilities: The Wallula to McNary 230 kv line would be a single circuit transmission line with line terminals at Wallula and McNary Substations. B. Studies Studies have indicated that the existing Wallula to McNary 230 kv line has no available transmission capacity remaining. Recent interconnection requests and transmission service requests from new generators (Wind Farms) indicate the need for additional transmission capacity in the area. The project would provide for these needs. C. Impact on Other Systems This project may have impacts on other regional facilities most notably BPA as the project has a terminal at BPA s McNary Substation. 1 Subject to agreement and completion of interconnection requirements as specified by Bonneville Power Administration at the McNary substation. 12

14 VIII. Casper-Dave Johnston 230 kv #1 & #2 Line Rebuild (Completed January 2011) 1. Name: Casper-Dave Johnston 230 kv #1 & #2 lines 3. One-Line Diagram: Not Available 4. Status: Dave Johnston Casper #2 was completed April 2010, Dave Johnston Casper #1 was completed Dec Generation: The rebuilding of Casper-Dave Johnston line #1 required 3-4 months to complete. During construction, operating limitations were placed on the Dave Johnston generating plant. The outage of this line was coordinated with PacifiCorp Energy. 6. Facilities: Loop the Dave Johnston-Spence 230 kv line into Casper. This formed the Dave Johnston-Casper 230 kv #2 line and the Casper-Spence 230 kv line. Reconductor the Dave Johnston-Casper 230 kv #2 line from 954 ACSR to ACSS/TW. Also; rebuild the Dave Johnston-Casper 230 kv #1 line from 954 ACSR to ACSS/TW. B. Studies Separate technical studies were performed by both PacifiCorp and Basin Electric have demonstrated the need to rebuild this line to maintain the TOT 4A/4B nomograms capabilities. C. Impact on Other Systems This project would have no regional impacts. 13

15 IX. Red Butte/Central to St. George 345 kv Double Circuit Line (May 2010 May 2019) 1. Name: Red Butte/Central to St. George 345 kv Double Circuit Line, UAMPS 3. One-Line Diagram: Not Available 4. Status: The initial phase of this project was completed May 2010.Second stage will be completed by May 2012 B. Facilities: This project would rebuild the existing 20 mile 138 kv line from Red Butte to St. George to a new double circuit 345 kv line. This line would initially be operated as a single 138 kv line in 2010 and as two 138 kv lines by May Summer 2015: Build St.George 345 kv substation with 700 MVA, 345/138 kv transformer and operate second Red Butte-St.George circuit at 345 kv. C. Studies Joint studies conducted by the participants demonstrated the need for additional capacity into the St. George area due to rapid load growth in the area. D. Impact on Other Systems This project would have no regional impacts. 14

16 X. Red Butte Static VAr Compensator (May 2011) 1. Name: Red Butte SVC Project 4. Status: This project is in the preliminary design stage. It is expected to be in service by May B. Facilities: The size of the SVC is -75/+350 MVAr. 2* 150 MVAr, 345 kv dynamically switched shunt capacitor banks and a 60 MVAr 345 kv shunt capacitor bank. C. Studies Studies have shown the need for dynamic voltage support in the Red Butte area in order to maintain transfer capability on the TOT 2C path with the rapid load growth in the St. George area. D. Impact on Other Systems Maintains the transfer capability on TOT 2C transmission path. 15

17 XI. California-Oregon Intertie Upgrade Maintain 4800 MW Rating ( May 2011) 1. Name: California-Oregon Intertie Upgrade 2. Participants: BPA, PacifiCorp 4. Status: The projected in service date for this project is May PacifiCorp is one of multiple AC intertie owners. BPA is the lead entity for this project. 6. Facilities: This project will upgrade segments of the California-Oregon Intertie (COI) path in order to maintain the 4800 MW rating on the COI path. B. Studies The studies for this project are ongoing. C. Impact on Other Systems This project is a joint project with all COI facility owners. This project is related to reinforcements in the BPA area. 16

18 XII. Vantage-Pomona Heights 230 kv Line (December 2013) 1. Name: Vantage Pomona Heights 230 kv Line 4. Status: The project is in the environmental impact studies stage; these studies are expected to be completed by September of Formal approval for a line route is expected by early This will be followed by engineering design and acquiring right of way. Construction will follow soon after. The projected in-service date is November Facilities: This project will construct a new 230 kv line between the Vantage and Pomona Heights 230 kv buses in Washington State. B. Studies Joint Studies performed by the Mid Columbia Study Team indicated the need for this project. For the loss of the existing Pomona to Wanapum 230 kv transmission line, low voltage and thermal overloads occur in the Yakima/Mid C area. This project corrects these problems. C. Impact on Other Systems This project provides needed reinforcement to the MIDC transmission systems. 17

19 XIII. Three Mile Knoll-Install 138/46 kv (75 MVA) Transformer (Completed April 2010) 1. Name: Three Mile Knoll-Install 138/46 kv (75 MVA) Transformer 4. Status: The in-service date of this project was April Facilities: This project would install a 138/46 kv (75 MVA) transformer at the Three Mile Knoll substation for load services. B. Studies Studies for this project are completed. C. Impact on Other Systems This project will have no regional impacts. 18

20 XIV. Clover Substation-Add 345/138 kv (450 MVA) Transformer (June 2012) 1. Name: Mona Substation-Add 345/138 kv Transformer 4. Status: The projected in-service date of this project is June Facilities: This project would add a 345/138 kv (450 MVA) Transformer to the Clover substation. B. Studies Studies for this project are currently underway. C. Impact on Other Systems This project would have no regional impacts although Mona substation is jointly owned by PacifiCorp, Deseret, and the Los Angeles Department of Water and Power. 19

21 XV. Syracuse 345/138 (400 MVA) #2 Transformer (May, 2015) 1. Name: Syracuse 345/138 #2 Transformer, 400 MVA 4. Status: The projected in-service date of this project is May Facilities: This project would install a second 345/138 kv (400 MVA) transformer at the Syracuse substation for load service. B. Studies Studies for this project are currently underway. C. Impact on Other Systems This project would have no regional impacts. 20

22 XVI. Swift-Troutdale 230 kv Line (October 2012) Cancelled 1. Name: Swift-Troutdale 230 kv Line 4. Status: The projected in-service date of this project was October, Facilities: This project would construct a new 230 kv line between PacifiCorp s Swift and Troutdale 230 kv substations. B. Studies Recent Generation interconnection requests have demonstrated the need for additional transmission capacity from the Swift Projects (Swift 1 & 2). This project provides the needed transmission capacity. C. Impact on Other Systems This project would impact the South of Alston Path. With the impacted parties being BPA and Portland General Electric. 21

23 XVII. Malin 500 kv Series Capacitor Replacement (December 2010, Completed) 1. Name: Malin Substation 4. Status: The projected in-service date of this project was January Facilities: This project replaced the series capacitor at Malin 500 kv substation to match the ratings of series capacitors on the other COI line segments. B. Studies Studies for this project have indicated that the existing series capacitor on PacifiCorp s Malin to Round Mountain 500 kv line is one of the limiting factors for existing COI rating. C. Impact on Other Systems At present there would be no impacts on other systems. 22

24 XVIII. Parish Gap Substation (June 2010, Completed) PacifiCorp 1. Name: Parish Gap Substation 4. Status: The projected in-service date for this project was June Facilities Construct a new sub approx 1.25 mi north of Marion, OR B. Studies The Parish Gap substation would serve an alternate source for Santiam and Hazelwood. The new substation would provide capacity to accommodate load growth in the Santiam area. C. Impact on Other Systems This project would have no regional impacts 23

25 XIX. County System Upgrade (May 2013) 1. Name: Carbon County Substation 4. Status: The projected in-service date for this project is May Facilities: This project would involve two or more phases and would begin with the installation of a kv transformer substation tied to the Helper-Moab 138 kv line and the Helper-Coal #1 46 kv line. Subsequent phases would include converting the Helper- Coal Creek #1 46 kv line to 138 kv and connecting the line to the new substation and expanding the Helper 138 kv substation. B. Studies Studies have demonstrated the need for additional transmission support on the 46 kv system in Carbon County to address low voltage, thermal overload, and N-1 conditions. C. Impact on Other Systems N/A 24

26 XX. Line 37 Conversion Project (October 2012) PacifiCorp 1. Name: Line 37 Conversion Project 4. Status: The projected in-service date for this project is October Facilities: Construct new kV, 114 MVA Nickel Mtn. Sub. - Riddle and Gazley Capacity. B. Studies This would solve the overloads of the Gazley to Days Creek line and the substation overload at Gazley and strengthen the southern Roseburg system. C. Impact on Other Systems This project would have no regional impacts. 25

27 XXI. Line 3 Conversion Project (November 2013) 1. Name: Line 3 Conversion Project 4. Status: The projected in-service date for this project is November Facilities: Rebuilt Baldy switching station, add three circuit breakers on the ring bus, convert Line3, relocate the 115 to 69 kv transformers to Belknap sub, and install 115 kv breakers at Oak Knoll & Ashland subs. This project requires reconductoring line 19 from Lone Pine to Baldy; (reconductoring completion is expected by the end of 2011) B. Studies An outage to Line 79 (supplying the Foothills and Belknap areas) can no longer be supported from the Ashland 69 kv transformer over Line 3 and it would not be possible to supply 38 MW of load. In order to supply this load if that outage happened line 3 (Belknap Ashland) should get converted to 115 kv. C. Impact on Other Systems This project would have no regional impacts. 26

28 XXII. Sigurd-Three Peaks-Hurricane-St George 345 kv line ( Delayed beyond 2021) 1. Name: Sigurd-Three Peaks-Hurricane-St George 345 kv 4. Status: The projected in-service date for this project is beyond Facilities This project would entail constructing one 345 kv line from Sigurd to St. George via Three Peaks and Hurricane. The project in service date was delayed after technical studies show loads in SW Utah can be reliably served through 2020 with the existing and planned second Sigurd to Red Butte line. B. Studies Technical studies have demonstrated that this line will effectively serve loads in South West Utah. C. Impact on Other Systems This line should not impact other systems outside the PacifiCorp East Control Area. 27

29 XXIII. Terminal 345/138 kv #1 & #2 transformer (Two- 700 MVA) (May 2012) 1. Name: Terminal 345/138 kv #1 & #2 transformer project 4. Status: The projected in-service date for this project is May Transformer would be added to meet projected load growth needs. 6. Facilities Two 345/138 kv transformer (Two 700 MVA) B. Studies Currently under way C. Impact on Other Systems No impact on other systems. 28

30 XXIV. Camp Williams-Terminal 345 kv #1 line loop in to Oquirrh Sub (June 2011) 1. Name: Camp Williams-Terminal 345kV #1 line loop in 4. Status: The projected in-service date for this project is June, Facilities: Loop the Camp William-Terminal 345 kv #1 line into Oquirrh. B. Studies Studies have shown the need for additional transfer capability in the Salt Lake Valley. C. Impact on Other Systems This project is proposed to meet the load growth in the Wasatch Front and would have no regional impacts. 29

31 XXV. White City Substation (May 2013) Remove this project, same as the Whetstone project 1. Name: White City Substation 4. Status: The projected in-service date for this project is May Facilities: Construct new 230 to 115 kv sub to the White City vicinity with a 250 MVA transformer. B. Studies Two Lone Pine kv Transformers will no longer have enough capacity to back each other up at summer peak, and loss of one of them will result in loss of loads. This problem can be resolved by constructing a kv substation in the White City area. C. Impact on Other Systems This project would have no regional impacts. 30

32 XXVI. Copco to Weed Junction Line Conversion (Nov 2017) PacifiCorp 1. Name: Copco to Weed Junction Line #2 Conversion Status: Additional studies are required to determine in service date.. 6. Facilities: Construct and rebuild existing 69 kv transmission line & associated subs to 115 kv. B. Studies Required additional studies. C. Impact on Other Systems This project would have no regional impacts. 31

33 XXVII. Midvalley 345/138 kv #1 & #2 transformer replacement 700 MVA (May 2016) 1. Name: Midvalley 345/138 kv #1 & #2 transformer replacement 4. Status: The projected in-service date for this project is May Facilities: This project would replace existing Midvalley 450 MVA transformers with 700 MVA transformers and a 4 th 345 kv circuit breaker. B. Studies Recent Salt Lake Valley load projections indicate the need to replace the two existing Midvalley 450 MVA transformers based on a Midvalley 345/138 kv transformer N-1 condition or a Terminal 345/138 kv transformers N-2 condition. C. Impact on Other Systems This project would have no regional impacts. 32

34 XXVIII. Union Gap 230/115 kv increase in capacity, add a third 150 MVA transformer (Nov 2013) 1. Name: Union Gap 230/115 kv increase in capacity, add a third 150 MVA transformer.. 4. Status: The projected in-service date for this project is Nov Facilities: Increase capacity at UGS by adding a third 150 MVA transformers. B. Studies This capacity increased is recommended to prevent overload. C. Impact on Other Systems This project would have no regional impacts. 33

35 XXIX. Mt. Shasta Substation, (November 2016) PacifiCorp 1. Name: Mt. Shasta Substation, construct new 115 kv to 12.5 kv sub with new 25 MVA LTC transformer. Construct a 115 to 69 kv sub at Mott switching station. Convert line 2 south to 115 kv between Weed Junct & Mott subs. 4. Gateway South Transmission Project The Gateway South Stage 1 Transmission Project as proposed by PacifiCorp includes a 500 kv transmission line from the proposed Aeolus substation in southeast Wyoming (constructed as part of the Gateway West Project) to the Clover substation in central Utah, and a 345 kv transmission project from the Sigurd substation near Richfield, Utah to the Red Butte substation in southwestern Utah. PacifiCorp is leading the planning effort and managing the WECC rating process for the project. The Gateway South project entered Phase 2 in January Of the transmission paths associated with the project, the Aeolus South path was granted Phase 3 status on December 16, 2010 while the TOT 2B/2C Paths should be granted Phase 3 status in the first quarter of PacifiCorp is proposing this transmission project because of native load growth and the need to deliver renewable resources from Wyoming to PacifiCorp retail load centers. PacifiCorp forecasts that its load on the Wasatch Front of Utah will double in the next 20 years. Additionally, PacifiCorp has an independent obligation, pursuant to its Open Access Transmission Tariff, to plan for and expand its transmission system based upon the needs of its native load and network customers along with eligible customers that agree to expand the transmission system. PacifiCorp initiated the WECC ratings process for the full Energy Gateway scenario, including Stage 1 facilities needed to meet PacifiCorp s long-term regulatory requirement to serve loads, and Stage 2 facilities which were intended to provide extra capacity if commercially supported by equity partners and other third parties. Energy Gateway South Stage 2 facilities consist primarily of a second 500 kv circuit from Aeolus to Clover and an additional 500 kv segment from Clover to the Crystal substation in southern Nevada. To date, the third party financial commitments that are necessary to support the Stage 2 facilities have not materialized. PacifiCorp will pursue WECC ratings for Stage 1 of Energy Gateway South only at this time, and will not further pursue ratings for Stage 2 facilities. Plan of Service An overview of the Gateway South Stage 1transmission system modifications are summarized below and are illustrated in Figure 1. (A complete plan-of-service summary for the Project is included in the Gateway South - Comprehensive Progress Report, distributed in November 2008.) 48

Gateway Central Transmission Project Populus to Terminal PacifiCorp Extending from southeast Idaho into northern Utah, the Populus to Terminal transmission line adds a new double-circuit, 345-kilovolt transmission line stretching approximately 135 miles from the Populus Substation built near Downey, Idaho, to the Terminal substation near the Salt Lake City airport. The Populus to Terminal project was placed in service November 19, Mona to Oquirrh PacifiCorp is committed to providing safe, reliable, cost-effective power and has proposed a project to establish a new high-voltage transmission line and two new substations in Utah. The line will originate at the Clover substation to be built near the existing Mona substation in Juab County, and run north to the Limber substation to be built in Tooele County. The line will continue from Limber and connect to the Oquirrh Substation in West Jordan. As part of the company's long-range planning, this project also includes the identification of a corridor for a future high-voltage transmission line. This project will traverse the areas around the communities of Cedar Fort, Eureka, Grantsville, Mona, Salt Lake City, South Jordan, Stockton, Tooele and West Jordan. The in-service date for this line is Oquirrh to Terminal The line will be located in an existing high-voltage transmission line corridor. It will run from the Oquirrh substation near South and 5600 West in West Jordan, north to the Terminal substation, located due south of the Salt Lake City international airport. This section of new transmission will link together other new transmission sections Mona to Oquirrh and Populus to Terminal to complete the Gateway Central portion of the Energy Gateway Transmission Expansion Project.
