20 Green Power Express ITC Holdings announced project in February 2009, concurrent with FERC filings to establish incentives, accounting treatment and a formula rate Network of 3,000 miles of 765 kv transmission lines to interconnect with the existing 765 kv network In Illinois and Indiana Would provide 10,000-12,000 MW transfer capacity to support over 20,000 MWs new wind generation Expected cost of $10 - $12 billion Set up to be a partnership ITC is discussing the project with utilities throughout the seven state project area Portions of the proposed project facilities are located in the West Central, Southeast, Southwest and Twin Cities Planning Zones Project in is MTEP 09 Appendix C and being considered in Midwest ISO planning studies

37 Marshall Area Resolved Xcel Energy, Missouri River Energy Services Marshall Municipal Utilities owns and operates a 115 kv loop around Marshall Initially, only two sources, and Operating conditions problematic Lake Yankton to new Marshall Southwest sub 115 kv was completed in July 2009 Lake Yankton line also assists in wind outlet from Buffalo Ridge

41 BRIGO 115 kv Additions Resolved in 2009 Xcel lenergy 115 kv transmission expansion to provide additional outlet capacity CON filed for 3 new 115 kv lines in 2006 Lyon County to Lake Yankton Fenton Sub to Nobles County Sub Yankee Sub b(hendricks) to Brookings, SD Status Lines will be placed in service in 2009

42 Storden Wind Interconnection ITC Midwest MISO project G517; MISO studied and assigned upgrades needed for generation Transmission Owners identified upgrades to accommodate both generation and load serving needs Project Suspended 2007; settlement reached 2009; restudy is required Upgrades for the project will provide support to the 69 kv system in the area

44 Dotson Area Load Serving Great River Energy Low voltages at Springfield and Cobden for the loss of Dotson-Springfield 69 kv New Ethanol Plant loads exacerbate the problem Storden wind interconnection upgrades would benefit area Current plans have been cancelled due to cancelation of plans for ethanol plants and uncertainty regarding wind project development Restudy will be needed if projects move forward
