GENERAL The purpose of this Conceptual Utility Report is to present the backbone design of the water and wastewater distribution systems for The Canyons development. This report proposes conceptual locations and sizes for these systems and analyzes the systems using criteria from the Parker Water & Sanitation District s (PWSD) 2014 Water & Wastewater Master Plan. A Final Utility Report will be submitted as the project is refined through the Subdivision process. B. SITE LOCATION The Canyons is a parcel of land in city of Castle Pines encompassing approximately 3,340 acres. The overall site includes 2,500 residential units, 1500 acres of open space, and over 250 acres of mixed use development at the north end of the property near Interstate 25 and Castle Pines Parkway/Hess Road. The first phase of development within the Canyons property will occur in the Shea Homes purchase of Planning Areas 4, 5, 6, and 8 of the approved Canyons PD. Based on the February 28, 2017 Shea Homes Preliminary Plan submittal, Phase I will include approximately 1,098 single family homes split between Shea Homes and other home builders in PAs 6 and 8. Subsequent phases in PAs 7, 9, and 11 will include approximately 902 single family homes (including townhomes) and an elementary school. Mixed-Use development (a combination of an amenity center, 2.1 million square feet of Commercial and a 500 multi-family home entitlement) is part of PA 5 in Phase I and PA s 1, 2, 3 and 4 in Phase 2. C. DESCRIPTION OF PROPERTY The Canyons is currently mostly undeveloped. Interstate 25 is located to the west. Hess Road is to the north. Castle Park Ranch (with several estate homes) is to the east. Happy Canyon Road and access road is to the south. The tributaries of Newlin Gulch Basin pass through the site from southwest to northeast and drain to the Rueter-Hess Reservoir. A total is done with and without Mixed Use to determine the Average Density of the development, since a portion of the Mixed-Use area will be utilized by the Commercial, but the exact amount is unknown at this time. The Average Density without the Mixed Use will be used for the SFE calculations. WATER SYSTEM A. GENERAL The Canyons water system will be served by a network of Zone 3 water distributions lines operated by the Parker Water and Sanitation District, primarily within the backbone road system. See Water System Exhibit. B. MASTER PLANS, WATER DISTRIBUTION SYSTEM According to the 2014 PWSD Master Plan, the water distribution system bringing potable water to The Canyons development will consist of the following: Canyons Zone 3 Reservoir PWSD 36 Transmission Line Parker Ridge Pump Station These facilities are currently being bid and constructed by PWSD. The 36 Transmission Line is proposed to cross the southerly end of the site from the reservoir to the east. The Canyons backbone system will have a minimum of two connections to the 36 Transmission line. The Canyons Zone 3 Reservoir has a High Water Level (HWL) of 6592 feet and a Low Water Level (LWL) of 6570 feet. C. DEMAND CATEGORIES, DESIGN CRITERIA Water consumption demands, from Table 3-4, Water System Design Values of the 2009 PWSD Master Plan, were used for the Average Day Demands (ADD) and peaking factors as shown below in Table III-1. Maximum Day Demand (MDD) is the highest demand occurring on a single day during the year and typically occurs in the summer months (June August). MDD was used to size water pipelines (along with fire flows). Peak Hour Demand (PHD) is the highest hourly demand occurring during the year and can take place during the maximum day. PHD is used to determine the future size of storage tank facilities. In addition to the parameters above, fire flows were analyzed (along with the Maximum Day Demand) as follows: Fire Flow Demand (FFD) - Fire flow requirements within PWSD are dictated by the South Metro Fire Rescue Authority (South Metro) and the International Fire Code (IFC). Fire flow demands (FFD) vary depending on building usage (residential versus commercial), building square footage, and type of building construction and are defined in Appendix B of the IFC. In addition, the IFC required total fire flow can be reduced by 50% if the building is provided with fire sprinklers. Only Commercial, School, and Residential, Multi-Family are anticipated to have sprinklers within The Canyons development. Fire flow values were referenced from Table 5-6, Water System Evaluation Parameters of the 2014 PWSD Master Plan and listed below. Page 6 of W Littleton Blvd Suite 109 Littleton CO

WATER SYSTEM MODELING AND ANALYSIS The water system was modeled using Water CAD software. The Water CAD runs are included in Appendix B along with a Key Map to the simulation. Simulations were run for the following: Max Day Peak Hour Max Day + Fire Flow Automated Fire Flow These simulations were run for the combined Phase 1, 2, and 3 model first, and then checked again for just the Phase 1 model to be sure they met the Water System parameters. IV. WASTEWATER COLLECTION SYSTEM A. GENERAL The Canyons wastewater system will be served backbone gravity sanity sewer lines, lift stations and force mains operated by the Parker Water and Sanitation District, within both the backbone road system and in access roads along the perimeter of the tracts. See Wastewater System Exhibit. B. MASTER PLANS, WATER DISTRIBUTION SYSTEM According to the 2014 PWSD Master Plan, the wastewater collection system serving The Canyons development will consist of the following: 10 /12 /15 Sanitary Sewers West Newlin Gulch Lift Station (a.k.a. AD flows, or base flows, are contributed to the collection system from residential, commercial, and public (institutional) sources. WASTEWATER SYSTEM MODELING AND ANALYSIS The wastewater system was modeled using an Excel spreadsheet. The runs are included in Appendix C. Sewers are sized assuming a relatively flat grade from a table at the bottom showing Sewer Size / Pipe Slope / Flow, since the exact slope of the sewers have yet to be determined. Although the force mains are sized hereon in order to determine the expected surcharge on the gravity system, a more detailed evaluation is being prepared as part of the Lift Station and Force Main designs. V. CONCLUSIONS A. COMPLIANCE WITH MASTER PLAN The proposed water and wastewater layouts presented in the report provide systems which are in substantial conformance with the 2014 PWSD Master Plan. B. VARIANCES No variances associated with the proposed water and wastewater design are being requested. C. FINAL UTILITY REPORT The layout and design of the water and wastewater system proposed in this report, although in conformance with Parker Water & Sanitation District criteria, is general in nature. Once a more refined design for the development is available, a Final Utility Report shall be prepared and submitted with a final plat and construction drawings.
