2 ALABAMA ONE CALL 2004 ANNUAL SUMMARY During 2004, Alabama One Call worked hard to continue to improve and enhance the GeoCall system that we use for processing locate requests. The majority of this work has been to improve the landbase information. With the GeoCall system, the Customer Service Representatives access a map and use that to find the exact location that the excavator will be working. Due to so many of the locate request we receive involving new construction, we often do not have access to this street data from public sources until several years after it has been developed. Therefore, our Technical Operations Manager, Matt Brown, has been very busy working with county and city officials to obtain map data as well as personally going out and using a GPS unit to obtain the latitude/longitude coordinates for the subdivision streets. Being able to build a more accurate landbase is beneficial to our membership both as facility owners and excavators. As a facility owner, our members receive more accurate locate requests since the CSR is able to find the exact street location and does not have to mark a larger area for the proximity of the excavation site. As an excavator, the locate request process time is quicker because the CSR, or excavator, if he enters his own tickets directly through our Remote Ticket Entry program, can find the location site quicker. Therefore, we continue to work with our members to try to obtain new street information as they obtain it for their service area. Being able to obtain this information from our members is a win/win for everyone and allows us to be able to continue to improve the landbase without a lot of capital expenditure. For the first time since 2000, the AOC had a positive increase in locate request volume. By the end of 2004, we had experienced an overall 7% increase in our locate request volume over However, with the improved screening process available through the GeoCall software, we only experienced.02% increase in transmissions. Therefore, our members, who have taken the time to clean up their service area database, which is the area for which they desire to receive locate requests, did not see a large increase in the number of locate requests received. To assist with the increase in locate request volume without a direct increase in overhead costs, the AOC has continued to train qualified member companies and excavators on Remote Ticket Entry. This program is set up to allow qualified, trained users to access the GeoCall system remotely and enter their own locate requests. This benefits the user by allowing them to enter their tickets anytime during the day, as it is available twenty-four hours a day, and they do not have to wait on hold for the next available Customer Service Representative. It also allows them to process locate requests quicker as they are usually more familiar

3 with the area and can find the excavation site on the map quicker. This year the AOC processed approximately 18% of its locate requests via Remote Ticket Entry. Another program we have developed and worked to improve is remote access for our members. Our members are able to go in through our Remote Member Access program and view their tickets for any given day, view if there are any tickets in queue waiting to deliver to them, resend tickets to their delivery system if it was lost or unreadable, and even research ticket information for claims and damage investigations. To even further the ability of our members to have direct access to their one call membership, they are also able to view and edit their service area database online. This is a quick and easy way to help insure that our members are covering their underground facilities for proper notification. In terms of Damage Prevention Education, the AOC has been instrumental in continuing to help develop new UCCs (Utility Coordination Councils) in various parts of the state. UCCs are a very productive avenue to improve communications between utility owners, their contractors, and the governmental permitting agencies in a defined area. These groups meet periodically to review current, pending and future construction projects. If you are interested in helping to get one started in your area, please contact Michele Dory at mdory@al1call.com During 2005, the AOC will continue to work to improve our landbase information and work with establishing a stronger GIS system for the state as a whole. This should benefit both our members and excavating community as GIS becomes more of our routine work environment. The AOC will also be helping to introduce, support and educate on legislation reform dealing with Underground Damage Prevention. The AOC will also begin working to promote the DIRT (Damage Information Reporting Tool) system, which is a national program for reporting third party damages to underground utilities. This program is established under the Common Ground Alliance (CGA) to have a way to report damages and learn the root causes of damages to underground facilities both regional and nationally to help improve efforts to prevent these type of damages in the future. As always, the AOC staff and Board of Directors, are appreciative of the support we receive from our members in the efforts of Alabama One Call.
