1 PROCEEDINGS OF O BRIEN COUNTY SUPERVISORS February 14, 2017 The Board of Supervisors met as per adjournment in regular session at 8:30 a.m. with all members present except John Steensma. Moved by Friedrichsen, seconded by McDowell to hold a hearing on the expansion of the Two B Hog Inc. site in Section 9, Baker Township at 9:05 a.m. March 7, Motion carried Moved by Friedrichsen, seconded by Bootsma to adopt a resolution to hold a road vacation hearing on March 7, 2017 at 10:00 a.m. for a portion of road between Sections 8 & 17, Floyd Township. Motion carried Moved by Bootsma, seconded by Friedrichsen to authorize the Chairman to sign an agreement to purchase gravel with Bruce S. Rohwer and Carol I. Rohwer in Section 27, Dale Township. Motion carried Moved by Friedrichsen, seconded by McDowell to authorize the Chairman to sign an application for federal aid for a HMA resurfacing project on County Road M-12 from the Cherokee County Line to Highway 10. Motion carried Moved by Friedrichsen, seconded by Bootsma to adopt the following resolution. Motion carried O Brien County Resolution No RESOLUTION OF THE BOARD OF SUPERVISORS, O'BRIEN COUNTY, IOWA WHEREAS, the Board of Supervisors is empowered under authority of Section of the Code of Iowa to temporarily close sections of road by formal resolution when they deem necessary for construction, maintenance, or natural disaster, AND WHEREAS, the Board of Supervisors, County of O Brien, have determined that the following section of road should be temporarily closed due to bridge construction: County Gravel Road: Silver Avenue between 470 th and 480 th Streets (1 mile) And County Gravel Road: Warbler Avenue between 440 th and 450 th Streets (1 mile) NOW, THEREFORE, BE IT RESOLVED, that the above described roads be closed temporarily in the manner described below. "ROAD CLOSED" signs shall be placed on both ends of the described segment of road, and they shall remain in place until the construction is completed. Moved by Bootsma, seconded by McDowell to accept the quote of Ziegler for a Caterpillar motorgrader less trade-in for a total of $255,970. Motion carried Moved by Friedrichsen, seconded by McDowell to review quotes for a crawler excavator at 9:45 a.m. March 14, Motion carried John Steensma joined the meeting by phone at 10:00 a.m. The Chair opened the hearing on Proposed County Ordinance No. 25, an Ordinance regulating the operations of off-highway vehicles in O Brien County, Iowa at 10:00 a.m. A question regarding the 35 mile per hour speed limit was raised. It was explained that the Iowa Code sets a maximum speed of 35 miles per hour. Dan Friedrichsen stated that he has received some phone calls regarding the ordinance and the callers were in favor of this ordinance. The Chair closed the hearing at 10:20 a.m.

2 Moved by Friedrichsen, seconded by McDowell to approve the first reading of Proposed County Ordinance No. 25, an Ordinance regulating the operations of off-highway vehicles in O Brien County and to hold the second reading at 10:00 a.m. February 21, Motion carried Moved by McDowell, seconded by Bootsma to hold a budget re-estimate hearing at 9:15 a.m. March 7, 2017 for the Fiscal 2017 County Budget. Motion carried Moved by Friedrichsen, seconded by McDowell to hold a hearing for the Fiscal 2018 County Budget at 9:30 a.m. March 7, Motion carried Moved by McDowell, seconded by Bootsma to approve the proceedings of February 7, Motion carried Moved by McDowell, seconded by Friedrichsen to authorize the Chairman to sign the 28E Agreement for the Sharing of Mental Health Advocate Costs to increase the hours for the Mental Health Advocate to 32 hours per week. Motion carried Moved by Friedrichsen, seconded by Bootsma to approve the hourly rate increase for Jail Officer Trenton Morton to $19.50 per hour effective February 26, Motion carried by all ayes. Moved by Friedrichsen, seconded by McDowell to authorize Tom Farnsworth as the Board of Supervisor authorized signatory and to appoint Jared Johnson the grantee contact for the Bureau of Emergency Trauma Services All Hazard Emergency Preparedness & Response System Development grant.
