4 Part I: Technical Specificatins The Cunty f Ls Angeles/Suthern Califrnia Reginal Energy Netwrk (SCalREN), as well as TRC as the assigned technical cnsultant, remains prduct and vendr neutral. The specified prducts represent examples f the pssible prducts that culd be used fr the prject. The prducts were chsen and are recmmended based n their technlgical feasibility, efficiency and impact n the prject ecnmics. It shuld be nted that if the Agency likes t mve frward with prducts ther than thse prpsed in this dcument, the analysis wuld need t be revised based n updated prduct perfrmance and csts and the prject financials may change accrdingly. The Technical Specificatins are in accrdance t the Audit and Prject Prpsal as presented t the Agency. The scpe represented by the replacement table belw, Table 1, is t be the basis fr the Cntractr's Price Prpsal and any deviatin r prduct substitutin is t be reflected here and be apprved by the Agency befre a Price Prpsal is develped. Replace exterir high intensity discharge (HID) area fixtures with light-emitting dide (LED) fixtures. Replace exterir HID wall munted fixtures with LED fixtures. Replace exterir linear flurescent fixtures with LED fixtures. Replace exterir screw-in incandescent lamps with LED lamps. Replace interir ceiling munted r pendant HID fixtures with LED fixtures. Replace interir wall munted HID fixtures with LED fixtures. Replace r retrfit interir linear flurescent fixtures with LED fixtures and retrfit kits. Replace interir screw-in incandescent lamps with LED lamps. Install ccupancy sensrs in all apprpriate rms, as recmmended in the attached spreadsheet. Remval f all parts f ld fixtures n lnger in use.

10 3) The lighting equipment shall meet the fllwing requirements: a. It is recmmended that prpsed LED prducts are t be installed as specified. Equipment shall be installed per manufacturer's specificatins. b. Any fixture that is t be cnnected t dimming cntrls must be dimmable via a 0-10V lw vltage signal dwn t at least 5% f the maximum. c. Aesthetic ptins such as clr temperature and fixture finish shall be apprved by the Agency prir t rdering equipment. d. Any fixture lcated in damp, wet r hazardus spaces must be apprved by the Agency prir t installatin t verify applicability t the space and classificatin rating. 4) During installatin Cntractr shall: a. Demlish and dispse f any material remved as part f a replacement r retrfit. b. Ensure the cmpatibility, safety and applicability f the prpsed lighting fixture, retrfit r lamp with the electrical system and munting surface. c. Ensure all fixtures and retrfit kits are munted securely t the munted surfaces. Refer t the manufacturer s installatin instructins f each prpsed prduct fr munting details. d. Ensure all electrical cnnectins and lw vltage signals are wired apprpriately. e. Ensure that fixtures nt specified t have a new integrated cntrls, r t be cnnected t new autmated cntrls, be cnnected t the existing lighting cntrls. f. Remval f all parts f ld fixtures n lnger in use. 5) After installatin Cntractr shall: a. Prvide a detailed and itemized invice in acceptable SCE frmat, which includes manufacturer and mdel number and clearly states the quantity f each type f fixture installed. Additinally, the invice shall shw a breakdwn f material, labr, tax, shipping, and any ther applicable prject csts. 6) Cntractr s Respnsibilities fr SCE Incentives: a. The Cunty f Ls Angeles/Suthern Califrnia Reginal Energy Netwrk (SCalREN) will be respnsible fr submitting utility incentive applicatins fr the prject n behalf f the District. b. Cntractr is respnsible fr cnfirming that the selected LED fixtures r lamps meet the prject requirements, including required certificatins fr utility incentives, where applicable. If the cntractr r District selects an alternate prduct r mdel, the cntractr shall prir t issuing a purchase rder cmplete the fllwing steps: 1) verify that the prduct is n the DLC V4.0 qualified prducts list, and 2) btain cnfirmatin frm SCalREN that the prduct cmplies with Suthern Califrnia Edisn s (SCE) incentive requirements. c. T be eligible fr utility incentives, all fixtures at the Tapia facility must be new fixture replacements.

11 d. The lighting prject at the LVMWD Tapia facility must have all cnstructin cmpleted by r befre February 28, e. After cnstructin, cntractr shall prvide a detailed and itemized invice in acceptable SCE frmat, which includes manufacturer and mdel number and clearly states the quantity f each type f fixture installed. Additinally, the invice shall shw a breakdwn f material, labr, tax, shipping, and any ther applicable prject csts. f. Cntractr will furnish the final cnstructin As-Built Dcuments. g. Details f these items will be discussed at the Pre- Cnstructin meeting and memrialized in the meeting minutes fr that meeting. Cntract terms and cnditins put frth by the Agency as part f this prject shuld nt cnflict with the Scpe f Wrk terms and cnditins. If a discrepancy shuld arise, the Agency s Cntract terms and cnditins shuld take precedence. Cntractr shall adhere t the fllwing terms and cnditins thrughut the prject: a. Cntractr shall cnduct all wrk as indicated in Attachment A b. The Cntractr shall prvide cpies f a valid Califrnia C-10 Electrical license at a minimum and a cpy f DIR registratin c. Cntractr shall cmply with safety requirements and practices in accrdance with Agency requirements and Califrnia Occupatinal Health and Safety Administratin (Cal/OSHA). d. Cntractr shall d all that is necessary t maintain a safe wrking envirnment fr Cntractr s emplyees, Agency and facility emplyees and the general public present. e. Cntractr shall wrk with the Agency facility staff t understand and abide by any site specific security prcedures. f. Cntractr shall clean up any cnstructin dust, dirt and debris frm wrk surfaces r equipment after wrk is cmpleted each day and prir t ccupancy. g. Cntractr shall be very careful t leave the facility with n damage t its structure, cntents, existing finishes, and with n evidence f cutting r patching.

13 h. District is respnsible fr securing all necessary permits, including Title 24 energy cde dcumentatin and cmpliance permit. Cntractr shall abide by permit cnditins, lcal laws and regulatins. i. All wrk shall be warranted against defects in material and wrkmanship fr a perid f ne year frm the date f acceptance. j. All wrk shall be perfrmed in accrdance with all Natinal, State, and lcal cdes. k. Size, quantity and cnditin f existing equipment reprted in this dcument fr guidance nly. Cntractr shall independently verify all existing site cnditins. It is Cntractr's respnsibility t include the prper Adjustment Factr(s) and the necessary tasks and quantities in the Price Prpsal fr cmpletin f the wrk described herein. The risk assciated with incrrect Adjustment Factr(s), missing tasks, and inaccurate quantities frm the Price Prpsal shall be brne by Cntractr. l. Cntractr is t prvide unit-based pricing fr each fixture type, as part f the Price Prpsal. Unit prices t be prvided in Appendix A. m. It is the Cntractr s respnsibility t submit a final versin f the Lighting Audit Table, Attachment A in parallel with the submittal f the Cst Prpsal. Any revisins required t the Scpe f Wrk must be clearly indicated in the final Lighting Audit Table and reflected in the Cst Prpsal. The final Lighting Audit Table serves t infrm the Agency f the apprpriate revisins. n. Cntractr will be cmpensated fr wrk perfrmed and fixtures installed. Any increase n the Base Price due t larger inventry will require written apprval by the Agency and will fllw prcedures set frth fr change rders. Any decrease n Base Price due t smaller inventry will result in a lwer Base Price t the Cntractr.. Prir t rdering f equipment and fixtures, Cntractr is t verify fixture quantities, types and installatin needs. Final prject invice price will be based upn the quantity f each fixture type installed multiplied by the unit price fr that fixture. The Agency will nt be incur additinal csts fr restcking fees based n discrepancies in the inventry, as it is the Cntractr s respnsibility t verify the inventry prir t rdering materials. p. Cntractr is required t prvide a detailed and itemized invice, which includes manufacturer and mdel number and clearly states the quantity f each fixture installed. Additinally, the invice shall shw a breakdwn f material, labr, tax, shipping, and any ther applicable prject csts. q. Cntractr shall prvide factry start up and training (if necessary) t ensure prper functinality f new lighting equipment and cntrls. r. Cntractr must meet apprpriate insurance and bnd requirements utlined by the Agency. s. Any additinal cst f business fees/expenses assciated with perfrming wrk are t be included in the Cst Prpsal. t. Cntractr shall cperate t cmplete the Utility required pst-prject cmpletin requirements and facilitate the Agency securing the reserved Rebate, Incentives and On Bill Financing funds. Prevailing Wages a. Cntractr shall be required t pay the prevailing rate f wages in accrdance with the Labr Cde and the State f Califrnia prevailing wage laws.

14 Prject Management Cntractr shall fulfill the fllwing requirements t facilitate prject management: Meetings a. Cntractr shall perfrm the rles and assume respnsibilities as per the respnsibility matrix prvided in Appendix A. b. Substitutin requests must be prvided t the Agency and the Cunty f Ls Angeles/Suthern Califrnia Reginal Energy Netwrk (SCalREN) PM and apprved befre the submittal f the prpsal. c. Cntractr shall prvide an verall schedule fr each week, a minimum 1 week lk-ahead schedule identifying wrk areas fr each day and/r night. d. Cntractr shall riginate a daily prgress reprt lg. At the end f each shift, Cntractr shall e- mail the daily prgress reprt lg fr that shift t the Agency CM t facilitate next-day verificatin/inspectin; cmmunicatin shall als include prblems (e.g., access issues) and details fr next day s wrk schedule. e. Cntractr and/r the Agency can initiate a supplemental task rder. All parties are respnsible fr reviewing supplemental task rders. f. Cntractr shall ntify the Agency CM when the prject has been cmpleted. Clse-ut will include true-up f the quantity f each retrfit cde installed. Cntractr and CM shall jintly generate punch list items. Cntractr shall perfrm punch list items. Cntractr shall furnish the final updated Recrd Drawings (i.e. as-built lighting audit tables and anntated flr plans shwing rm numbers that crrespnd with the rm numbers in the lighting audit tables) which when apprved will cnstitute the As-Built Dcuments. Cntractr shall cperate with testing f any cntrls and final inspectin. Cntractr shall attend the fllwing meetings cmplete with preparatin and fllw-up: a. Pre-cnstructin lgistics meeting fr intrductin t team members, t understand rles and respnsibilities, t discuss the cnstructin schedule and t learn the submittal transmittal prcess. At the Pre-Cnstructin Meeting, the CM shall establish a mechanism fr nging verificatin/inspectin f wrk. b. Submittal review meetings, as needed fr discussin f majr submittal-related issues that cannt be reslved thrugh the submittal transmittal prcess. c. Cnstructin kickff meeting t reslve any remaining pre-cnstructin issues, discuss safety cncerns, and begin cnstructin n site. d. Regular cnstructin meetings, as needed t discuss punchlist items, the prgress f the cnstructin and safety issues with upcming wrk. e. Final jb walk t cnvey substantial cmpletin t prject team members and request final acceptance. Cntractr shall schedule this meeting and the Agency CM, facility persnnel shall attend.

15 Lgistics f. Cntractr shall review meeting minutes circulated after each meeting and reslve all actin items assigned t Cntractr by the due date indicated in the minutes. Cntractr shall crdinate lgistics with the Agency t ensure safe and timely executin f the wrk. At a minimum, Cntractr shall perfrm the fllwing activities: a. Agency representative shall prvide a site-specific safety briefing t the Cntractr upn apprval f the cnstructin schedule. Cntractr shall submit a Safety Plan per Cal OSHA standards as required in the cntract t the Agency. b. The Agency will be respnsible fr ntifying tenants f the cnstructin schedule. c. Cntractr shall wrk with the Agency and facility persnnel t understand and abide by security prcedures, as applicable. d. The Agency will assist t crdinate parking fr the Cntractr s vehicles. The parking strategy will be finalized in the pre-cnstructin lgistics meeting. e. The Agency shall designate an area f the facility fr equipment strage and staging. The strage and staging area will be finalized in the pre-cnstructin meeting. f. Cntractr shall crdinate with the Agency prir t mving the Cntractr s equipment, tls, and materials nt the cnstructin site at the start f the prject. g. Cntractr shall be respnsible fr the security f the Cntractr s prperty, equipment, cnstructin materials and all ther items cntained in the Cntractr s staging area r elsewhere n the cnstructin site. h. Cntractr shall ntify Agency ne week prir t any scheduled shutdwns f electrical systems, equipment r utilities. The Agency shall be respnsible fr ntifying tenants f the scheduled shutdwns. i. All equipment and materials demlished under the terms f this prject are t becme the prperty f the Cntractr and t be remved frm the site and prperly dispsed. Recyclable, nnhazardus material will be recycled. j. Cntractr will check in at a predetermined lcatin n site at the start f each shift. The Agency Cnstructin Manager (CM) will facilitate access t scheduled lcatins. k. Lamps and PCB-laden ballasts will be dispsed f in accrdance with state and City requirements. Recyclable, nn-hazardus material will be recycled. l. Wrk areas will be cleaned up prir t vacating fr the day. Submittals Cntractr shall prvide submittals as utlined belw. Precnstructin Within (20) Twenty wrking days f awarding f the cntract, Cntractr shall prvide the fllwing submittals: a. Prpsed cnstructin schedule with majr milestnes indicated. May include but nt limited t:

As-built line by line recrd listing actual installed number f lamps, ballasts, light fixtures, fixture accessries, fixture retrfit kits, and ccupancy sensrs by area (updated lighting table prvided as a part f this Scpe f Wrk) d. O&M manuals and training materials e. Warranty dcumentatin f. Materials list f cmpnents installed fr rerdering purpses g. Material dispsal and recycling dcuments Submittals shall nt be cnsidered cmplete until they are reviewed and apprved by the Agency. Cntractr shall make crrectins and transmit the revised submittal fr apprval.
