RECOMMENDATIONS 1. FIND that an adverse parking ipact affecting fewer than six blcks exists, fr which the residents deserve iediate relief, in the residential area nrth f Runyn Canyn Park. 2. FIND that the establishent f this TPPD is exept fr the Califrnia Envirnental Quality Act (CEQA) as a Class 1 Categrical Exeptin, under Article lll.l.a.3 f the 2002 Ls Angeles City CEQA Guidelines. 3. ADOPT the attached RESOLUTION, pursuant t Sectin d f the Ls Angeles Municipal Cde (LAMC), establishing TPPD N. 206 fr: a. Pacific View Trail fr dead end t Caverna Drive b. Pacific View Trail fr Caverna Drive t Pacific View Drive c. Pacific View Drive fr Pacific View Trail (nrth intersectin) t Pacific View Trail (suth intersectin) d. Pacific View Drive fr Pacific View Trail t Hckey Trail e. Pacific View Drive fr Hckey Trail t Baseline Trail 4. AUTHORIZE the fllwing parking restrictin fr use in TPPD N. 206: a. NO PARKING ANYTIME; DISTRICT NO. 206 PERMITS EXEMPT' 5. INSTRUCT the Ls Angeles Departent f Transprtatin (LADOT) t initiate the necessary prcedures fr the preparatin and sale f parking perits t residents within TPPD N. 206, as specified in Sectin f the LAMC.

BACKGROUND The establishent f TPPD N. 206, pursuant t LAMC Sectin d, is exept fr the CEQA as a Class 1 Categrical Exeptin, under Article lll.l.a.3 f the 2002 Ls Angeles City CEQA Guidelines. The City Cuncil has the authrity, pursuant t LAMC Sectin d, t establish TPPDs by reslutin "t prvide relief fr residents wh suffer ah excessive parking ipact... as the result f any cnditins which ipact fewer than six blcks and which, in the judgent f the Cuncil eber f the District and after cnsultatin with the Parking Adinistratr, deserve iediate relief until a peranent slutin can be fund." DISCUSSION In 2013, the area nrth f Runyn Canyn Park established several TPPDs due t parking prbles in the area caused by park visitrs. The nrth end f Runyn Canyn Park is very ppular ang dg wners, hikers and exercise grups and its lcatin iediately adjacent t Mulhlland Drive and has bece a prble fr residents as the peple access the Canyn by parking their vehicles n the nearby streets. The nn-residents cause disruptive nises, leave debris, and illegally access the park during its nightly clsure. The situatin is further cplicated by the narrw width f the street. Runyn Canyn can still be accessed by hikers via the designated parking lt at Mulhlland Drive and Desnd Estates Rad. Currently, "N Parking" restrictins are psted alng Mulhlland Drive which has caused parking t be displaced. The sheer vlue f vehicles parked n Pacific View Drive and Pacific View Trail has incnvenienced the residents by liiting access t their prperty and their guests. Alternative easures t slve these parking prbles have failed t aelirate the prbles and the recended slutin is the establishent f a TPPD n Pacific View Drive and Pacific View Trail. Residents requested the TPPD t prhibit park users fr using residential streets fr parking, while exepting residents and their guests fr the psted restrictins. In additin, LADOT received a letter n August 25, 2014, fr Cuncileber T LaBnge f Cuncil District 4, in supprt f a TPPD in this area. FISCAL IMPACT STATEMENT Revenue fr the sale f Preferential Parking Perits will cver the cst f ipleentatin and adinistratin f TPPD N Furtherre, the City will gain additinal General Fund revenue fr the issuance f parking citatins t vilatrs f the District's parking restrictins. 3 RESOLUTION ESTABLISHMENT OF TEMPORARY PREFERENTIAL PARKING DISTRICT NO. 206 FOR PACIFIC VIEW DRIVE AND PACIFIC VIEW TRAIL NORTH OF RUNYON CANYON PARK WHEREAS, the establishent f Preferential Parking Districts is a very effective tl in restricting excessive nubers f nn-resident vehicles fr parking in residential neighbrhds; and WHEREAS, the Ls Angeles Municipal Cde (LAMC) Sectin d prvides fr the establishent f Teprary Preferential Parking Districts (TPPD) by Reslutin and allws fr their annual adinistrative renewal until either a peranent slutin is fund r the prble ceases t exist; and WHEREAS, the residential area nrth f Runyn Canyn Park is suffering fr parking prbles caused by users f Runyn Canyn that have incnvenienced the residents by liiting access t their prperty fr the and their guests; and WHEREAS, the Ls Angeles Departent f Transprtatin (LADOT) received a written request fr Cuncil District 4 requesting the establishent f TPPD N. 206 t prvide relief t the residential prtins f Pacific View Drive and Pacific View Trail; and WHEREAS, Cuncileber T LaBnge requested the fllwing restrictins be used n the street segent listed within TPPD N. 206 nce a qualifying petitin has been received and except where parking is already prhibited fr safety r traffic reasns: a. NO PARKING ANYTIME; DISTRICT NO. 206 PERMITS EXEMPT' NOW, THEREFORE BE IT RESOLVED that the City Cuncil, pursuant t Ls Angeles Municipal Cde Sectin d establishes TPPD N. 206, cnsisting f the residential prtins f bth sides f Pacific View Trail fr dead end t Caverna Drive, Pacific View Trail fr Caverna Drive t Pacific View Drive, Pacific View Drive fr Pacific View Trail (Nrth intersectin) t Pacific View Trail (Suth intersectin), Pacific View Drive fr Pacific View Trail t Hckey Trail, Pacific View Drive fr Hckey Trail t Baseline Trail in the City f Ls Angeles; and BE IT FURTHER RESOLVED that upn apprval f TPPD N. 206 thrugh the adptin f this Reslutin that LADOT be authrized t pst r reve the "NO PARKING ANYTIME; VEHICLES WITH DISTRICT NO. 206 PERMITS EXEMPT" restrictins n street segents within TPPD N. 206, where parking is nt already prhibited fr safety r traffic flw, withut further actin by the City Cuncil, and upn receipt and verificatin f the requisite petitins prvided fr in the "Rules and Prcedures fr Preferential Parking Districts" adpted by the City Cuncil; and BE IT FURTHER RESOLVED that LADOT be directed t take apprpriate steps t prepare, issue and require payents fr perits fr the residents f TPPD N. 206 in accrdance with the LAMC and Rules and Prcedures adpted by the City Cuncil fr PPDs; and BE IT FURTHER RESOLVED that this District shall have a axiu duratin f 12 nths fr the date f apprval f this Reslutin and shall be adinistratively renewed annually thereafter unless therwise requested by the Cuncileber.
