Renold^Sjeneral Manager Department of Transportation SUBJECT: ESTABLISHMENT OF TEMPORARY PREFERENTIAL DISTRICT NO. 244 FOR PARK ROW DRIE IN COUNCIL DISTRICT 1 SUMMARY This report recommends the establishment of Temporar Preferential Parking District (TPPD) No. 244 for Park Row Drive in Council District 1. RECOMMENDATION 1. FIND that there is a substantial adverse impact to the residents of Park Row Drive, near the intersection of Grand iew Drive, b construction vehicles for the Los Angeles Department of Water and Power (LADWP) which is using the roadwa as a haul route for work on the nearb reservoir. The use of the roadwa for the three ear project necessitates the implementation of resident onl restrictions to limit parking. 2. FIND that the establishment of this TPPD is eemptfroiri the California Environmental Qualit Act (CEQA) as a Class 1 Categorical Eemption, under Article III.1.a.3 of the 2002 Los Angeles Cit CEQA Guidelines. 3. ADOPT the attached RESOLUTION, pursuant to Section d of the Los Angeles Municipal Code (L.A.M.C.), establishing TPPD No. 244, and AUTHORIZING use of the following parking restrictions for the following segments of Park Row Drive: a. From the intersection of Park Row Drive and Grand iew Drive to approimatel 150 feet northwest on Park Row Drive, more commonl described as the propert line between 602 Park Row Drive and 604 Park Row Drive to the propert line between 618 Park Row Drive and 620 Park Row Drive, west side onl, ma be posted with No Parking 7 AM to 6 PM, Monda - Frida, No Eemption, b. From 150-feet northwest to 100-feet northwest on Park Row Drive, more commonl described as to the propert line between 618 Park Row Drive and 620 Park Row Drive to the northerl propert line of 628 Park Row Drive, ma be posted with No Parking An Time, ehicles with District No. 244 Permits Eempt,

INSTRUCT the Los Angeles Department of Transportation (LADOT) to initiate the necessar procedures for the preparation and sale of parking permits to residents within the boundaries of TPPD No. 244, as specified in Section of the L.A.M.C. 5. DIRECT the LADWP to reimburse the LADOT for all permits sold in TPPD No. 244 on a quarterl basis for the duration of the Elsian Reservoir Water Qualit Improvement Project. 6. DIRECT the LADOT, upon Council adoption of the Resolution establishing the District, to post, or remove, the authorized parking restrictions upon receipt and verification of the requisite petition for areas set forth above in Recommendation 3.b. and 3.d., without further actions b the Cit Council. 7. DIRECT the LADOT, upon Council adoption of the Resolution establishing the District, to post the parking restrictions set forth above in Recommendation 3.a. and 3.c. without petition and without further actions b the Cit Council. DISCUSSION Councilmember Cedillo submitted a letter to LADOT requesting the emergenc Establishment of a Temporar Preferential Parking District to provide relief from the immediate safet related displacement of the residents along Park Row Drive from the temporar elimination of parking required b LADWP in order to allow for safe passage of large vehicles through the neighborhood. The parking impact is one from which the residents require immediate, shortterm relief. The Councilmember believes that residents deserve immediate relief from this situation during the 2 i ear construction project and that the establishment of this TPPD is the onl viable and rapid option to address the problem. BACKGROUND The establishment of TPPD No. 244, pursuant to LAMC Section d, is eempt from the California Environmental Qualit Act (CEQA) as a Class 1 Categorical Eemption, under Article lll.l.a.3 of the 2002 Los Angeles Cit CEQA Guidelines. The Cit Council has the authorit, pursuant to LAMC Section d, to establish TPPDs b resolution "to provide relief for residents who suffer an ecessive parking impact... as the

COORDINATION The Councilmember and his staff have consulted with LADOT regarding the parking problems in this area and have concluded that a TPPD is the best possible solution to address the residents' parking concerns at this time. FISCAL IMPACT STATEMENT Revenue from the sale of permits will cover the cost of implementing and administering TPPD No If motorists are cited for violating the posted signs, some additional General Fund revenue could result. EDWARDS General Manager September 15, 2015 Dear Resident: Subject: Elsian Reservoir Water Qualit Improvement Project (Project) Parking Modifications on Park Row Drive The Los Angeles Department of Water and Power (LADWP) will be temporaril modifing the street parking on Park Row Drive from Grand iew Drive to approimatel 500-feet northwest of Grand iew Drive. The parking modification will be in effect starting September 21,2015 and throughout the construction of the Project to earl A new floating cover will be installed within the Elsian Reservoir Comple. Project Overview The Project consists of installing a new chlorosulfonated polethlene floating cover over the eisting reservoir. The Project will also include the demolition of eisting structures; abandonment of eisting pipeline; construction of two hdraulic control buildings, two valve vaults, 900 linear feet of 48-inch bpass pipeline, rockfall barrier, reservoir floor and slope repaving, perimeter and park road repaving, debris basin grading, securit upgrades, and landscaping. Wh are Parking Modifications Necessar? The Project s haul route necessitates the use of Park Row Drive to turn northeast on Grand iew Drive to access the reservoir facilit. The turn onto Grand iew Drive is ver difficult for construction vehicles due to the turning radius being obstructed b parked vehicles. B modifing parking on Park Row Drive, construction vehicles can access Grand iew Drive with greater efficienc and without the risk of damaging parked vehicles. The temporar loss of parking will be mitigated as described below. Approimatel 100-feet from the intersection of Park Row Drive and Grand iew Drive, LADWP will temporaril be designating approimatel 300-feet of street parking on the east side of Park Row Drive as Open Parking. Upon construction completion, Park Row Drive, from the Bridge to the Los Angeles Department of Recreation and Parks bar gate located at approimatel 700 Park Row Drive, will be repaved.
