2 Traffic and Revenue Consultant Florida s Turnpike Enterprise Florida Department of Transportation MEMORANDUM Date: October 14, 2013 To: From: Copies: Subject: Tom Neyer, Production Project Manager Emam B. Emam, P.E, Planning Traffic Project Manager Brian Weckman, Turnpike Roadway Engineer Jimmy Mulandi, Senior Transportation Engineer Typical Section Traffic Data and Equivalent Single Axle Loading (ESAL) Calculations Turnpike Mainline Resurfacing Project From MP to MP FPN: State Road: 91 County: Osceola (92) This memo provides traffic data for the design and preparation of the Typical Section Package and the Equivalent Single Axle Loading (ESAL) calculations for the Northern Coin System Resurfacing project in Osceola County (FPN: ). The 10-mile Turnpike Mainline extends from just south of Kissimmee Park Road Underpass at Milepost (MP 239.3) to just north of Osceola Parkway interchange at MP (Orange County Line). The traffic data and ESAL calculations are provided for mainline segments and interchange ramps within the project limits. The Annual Average Daily Traffic (AADT) for existing year (2013) and future years (2016 and 2036) were obtained from FY 2012 Turnpike Annual Traffic Trends Report. The traffic (K and D) and T 24 (24 hour truck percentage) factors are estimated from the following data sources: 1. The Standard K factors of 10.5% from MP to MP 242 and 9.5 % from MP 242 to MP are used for the Turnpike Mainline. 2. The mainline D and T 24 factors are factors are estimated from the average of D and T 24 factors for years 2011 and 2012 from the Florida Traffic Information (FTI) DVD for the Telemetered Traffic Monitoring Site (TTMS) , located on the Turnpike to the south of URS Corporation P.O. Box Florida s Turnpike Milepost 263, Building 5315 Ocoee, Florida Tel:
3 Typical Section and ESAL Traffic Data Page 2 3. The Design Hour Truck (DHT) factor is estimated as half of the T 24 factor rounded up to the nearest whole percent. 4. The K 30 and D 30 factors for Turnpike ramps are estimated from the average of K 30 and D 30 values for CY 2011 and CY 2012 from the Florida s Turnpike Traffic Planning and Engineering Report prepared for the Turnpike toll system by segment and plaza traffic group. Flexible pavement ESALs are provided for a ( ) and a ( ). Per the requirements for paved shoulder width in the U.S. DOT Mitigation Strategies for Design Expectations, the estimated trucks Directional Design Hour Volume (DDHV) are also estimated in the table below. ESALs are provided for the Turnpike mainline and ramp segments. The ESAL calculations are based on the same procedures utilized in the ESAL Excel Spreadsheet (ESAL-V01.xls) released in February 2001 by the Florida Transportation Statistics Office (TranStat) of the Florida Department of Transportation. The ESAL spreadsheets are prepared using two-way AADT volumes. A Directional Distribution Factor (DF) of 0.5 in the ESAL calculation converts the two-way volumes to the appropriate one-way volumes. Please contact me or Jimmy Mulandi if clarifications or additional information are needed.
