3 Executive Summary This study prpses Dynamic Disturbance Recrder (DDR) lcatins in NYCA using a scring system with a cnstraint that n DDR wuld be alltted t tw gegraphically neighbring buses. 5 1. Intrductin NERC's Standard fr Disturbance Mnitring, PRC-002-NPCC-01 R7 states the fllwing: R7. Each Reliability Crdinatr shall establish its area's requirements fr Dynamic Disturbance Recrding (DDR) capability that: [Vilatin Risk Factr: Medium] [Time Hrizn: Planning and Operatins Planning] 7.1 Prvides a minimum f 1 DDR per 3,000 MW f peak Lad. 7.2 Recrds dynamic disturbance infrmatin with cnsideratin f the fllwing facilities/lcatins: Majr Lad centers Majr Generatin clusters Majr vltage sensitive areas Majr transmissin interfaces Majr transmissin junctins Elements assciated with Intercnnectin Reliability Operating Limits (IROLs) Majr EHV intercnnectins between perating areas. This reprt prpses DDR lcatin within NYCA cnsidering criteria given in R7.1 and R7.2.1 t R As f this writing, NYISO has a peak lad f 33,956 MW. As per R7.1, NYISO shuld establish at least eleven (11) DDRs acrss the state. 2. Review f Current NYISO PMU Netwrk Phasr Measurement Units (PMU) within the NYISO netwrk mnitrs and recrds the same dynamic disturbance quantities as that f DDRs. PMUs within the NYISO netwrk als cmplies with the recrding and triggering capabilities, and mnitred and derived quantities as given in PRC-002-NPCC-01. The nly difference is that PMUs have n lcal strage while DDRs are built with lcal strage and can have remte strage via data cmmunicatin links. Currently, PMU data are streamed remtely t TOs' Phasr Data Cncentratr (PDC) and NYISO PDCs. If lcal strage is prvided fr the current PMUs, these PMUs shall cmply as DDRs. 8 A scring system was devised t lcate DDRs with having 5 as the highest and 1 as the lwest at NYCA BPS with the inclusin f Rchester 345 kv bus. The majr bullets abve were cnsidered as criteria fr scring. The scring will prvide a technical and bjective DDR allcatin, hwever, DDRs may nt be allcated t tw gegraphically neighbring buses since NYISO aims t maximize dynamic disturbance data cllectin thrughut the NYCA. a. Results Table 1 prvides the results f the DDR lcatin scring system. Frm the results the fllwing buses ranked 1-11, Niagara 345 kv, Pleasant Valley 345 kv, Ramap 345 kv, Gethals 345 kv, New Sctland 345 kv, Niagara 230 kv, Edic 345 kv, Clay 345 kv, Sprain Brk 345 kv, Mses 230 kv and Rchester 345 kv. Fllwing the cnstraint that DDRs must nt be placed n gegraphically neighbring buses, Niagara 230 kv will be drpped frm the candidate buses since Niagara 345 kv ranked higher. The next ranked buses are Marcy 345 kv, Prter 230 kv and Marcy 765 kv, all f which are in prximity f Edic 345 kv (ranked higher fr DDR lcatin) then all these buses will als be drpped frm the list. The next higher DDR lcatin wuld then be Stlle Rad 230 kv. In this case, the fllwing are the prpsed DDR lcatins: 1. Niagara 345 kv 7. Clay 345 kv 2. Pleasant Valley 345 kv 8. Sprain Brk 345 kv 3. Ramap 345 kv 9. Mses 230 kv 4. Gethals 345 kv 10. Rchester 345 kv 5. New Sctland 345 kv 11. Stlle Rd. 230 kv 6. Edic 345 kv Figure 2 presents the lcatinal mapping f the prpsed DDR lcatins.
