3 Bath Service Department The Bath Township Service Department is responsible for the maintenance of miles of township dedicated roadways, as well as township owned buildings and grounds. These include the Bath Township Center (Administration, Fire, and Police), Bath Service Center, Bath Museum, Ira Road Facility, and five township-owned cemeteries (Bath Center, East Bath, Ira Road, Stony Hill, and Moore s Chapel). The Service Department manages snow removal and ice control on all Township roadways. During winter storms, hills, bridges and school bus routes receive priority treatment. January through March, snow and ice control coverage is provided by two shifts Monday through Friday. Weekend shifts are covered on a call-in basis. While cemetery mowing is done by contract, Service Department personnel and the Cemetery Sexton schedule and perform both full and cremation burials at three of the five Bath Township cemeteries. Monument footers are prepared in both spring and fall. Cemetery lot purchases are available to former and current Bath Township residents. Major roadway repair and resurfacing of Township roads is performed by bid contacts under the direction of the Service Director. Typical yearly projects include hot mix asphalt, cold mix asphalt, chip and seal, asphalt crack sealing, concrete road panel replacement, and road culvert replacement. Minor roadway and drainage system repairs are performed by the Bath Service Department crews. This work includes pothole and pavement edge repair, roadway and driveway culvert replacement, driveway apron repair, roadside ditch cleaning, and storm sewer/catch basin repair. Township crews also perform street sign maintenance, berm mowing, and tree/brush trimming along Township roadways. Most Service Department vehicles and equipment are maintained and repaired in-house by Township employees. 6 BATH TOWNSHIP SERVICE DEPARTMENT 2017 Resolved a total of 388 service requests. Issued 30 Right-Of-Way Permits (5 new construction, 17 driveway replacement, and 8 utility related). Installed 32 residential driveway culverts and 8 road-crossing culverts. Installed tons of asphalt for spot repairs of roadways and drive aprons. Corrected approx. 3,933 linear feet of roadside ditching. Performed roadside mowing, tree/brush trimming, sign repair and replacement as needed. Attended to seasonal planting and decorating of township properties. Used a total of 1,734 tons of salt and spent approximately 1, hours controlling snow and ice on township roads during the winter of Road salt was purchased through the CUE cooperative for a price of $51.47 per ton. Drove a total of 69,430 miles in the 2017 calendar year. Various department members attended training in: Downed Wire Response, Cooling Tower Maintenance, OUPS Utility Protection, High Voltage Electrical Safety, First Aid/CPR/AED, Storm Water Management, Cemetery Operations, OSHA Silica Regulations, and IWORQ Program Utilization. 6

9 CONTRACTED ROADWAY CONSTRUCTION Sub-contracted work along Bath Township Roads: Tree removal and brush trimming to assure sight distance vision and to eliminate dead tree fall hazards. Rebuilt of 8 failing catch basins. Summit County Regional Program: Bath Township once again took part in the Summit County Engineer s Regional Pavement Maintenance Program for its 2017 roadway construction contracts. The bid prices proved to be very competitive, and all work was performed and completed as expected. The following contracted work was performed under this program: #448 Hot Mix-Asphalt Resurfacing: Performed on portions of Bath Hills Blvd. (from Olentangy to Foxwood) and Wye Road (from Cleve-Mass. Road to Granger), as well as Berkshire Circle. Paving was performed by Kenmore Construction for $67, totaling 0.24 miles. Concrete Road Panels Replacement: On 12 roads, including: Hughestown, Rambling Way, Timbercreek, Sanctuary, Pine Point, Fryman, Idlebrook, Beaverbrook, Yellow Creek West, Rickle Circle, Top-O-Hill, and Round Hill Drive. This work was performed by Spano Brothers Construction for $121,111.67, totaling 1172 square yards square feet of concrete sidewalk was also replaced in the Bath Hills area. #405/422 Motor Pave with Chip and Seal: Performed on Hickory Rd, Vesper, Lamesa, Westridge, Timberline, and a portion of Shade Park Extension (from Kemery to cul-de-sac) by Melway Paving Company, Inc. for $333,238.55, totaling 2.33 miles. #422 Chip and Seal: Performed on Allard, Retreat, Rollingview, Bittersweet, Heather Hills, and Springcrest by Specialized Construction Inc. for $68,863.30, totaling 2.71 miles. Asphalt Rejuvenation: was performed on Charles Lane and Roberts Ridge by Pavement Technology, Inc. for $10,

12 2018 Goals and Objectives Continue to prioritize and address resident requests for service in an efficient and timely manner. Actively work toward reducing the number of backlogged resident Service Requests. Effectively conduct all Service Department operations in a fiscally responsible manner. Continue to maintain the Township road and drainage systems to highest degree possible utilizing the funds and resources available. Conduct the biennial independent road evaluation and rating project for all township roads. Research and implement new techniques and products for snow & ice control. Seek out and engage in advanced, job-related training for all Service Department employees. Ensure all Service Department personnel meet current NIHMS training requirements for emergency management/response. Bid out and construct the parking lot expansion project for the #1206 Cleve- Mass Road property. Bath Center Building: Repair or replace the south rotunda stairs/railings. Continued with the scheduled Heat Pump Replacement Program. Service Building: Replace the building back-up generator. Examine options for Service Department building storage/workshop addition and exterior siding repair. Install a shop vehicle exhaust removal system. Complete installation of the road signs provided to the township under the LTAP Township Sign Replacement Grant. 12
