1 Town of Guilford Public Works Commission Regular Meeting, June 14, :00 PM at Town Hall Members present: Others: Mark Larkins, Chairman; Rob Federici, Gene Bishop and Anthony DeLuca Jim Portley, Town Engineer; Tom Fillion, Highway Superintendent, Former Chairman Dean Mitchell Meeting was called to order by Chairman Mark Larkins at 7:03 pm. 1. Public Forum Chairman Larkins presented former Chairman Dean Mitchell with a certificate of recognition for all his work on the Public Works Commission. Dean Mitchell turned over his notebook to Chairman Larkins and thanked Jim Portley for all his time, effort, knowledge and experience he has brought to the Town. Dean then congratulated Rob Federici on the birth of his son. 2. a. Approval of the April 19, 2018 Meeting Minutes Gene Bishop made a motion to approve the April 19, 2018 minutes as written, seconded by Mark Larkins and approved. Approval of the May 10, 2018 Meeting Minutes Dick Wallace made a motion to approve the May 10, 2018 minutes as written, seconded by Mark Larkins and approved. Dick Wallace and Mark Larkins Gene Bishop, Rob Federici, Anthony DeLuca 3. Report from the Public Works Director A. Ongoing & Completed Projects 1. Dirt Roads cut out potholes, graded roads out with ¾ process and rolled in with vibratory roller 2. Repaired two damaged catch basins Valley Shores and Village Pond Road. 3. Removed large tree blocking pipe on Russo Drive, removed and replaced 12 of 15 pipe to restore outlet 4. Long Hill, Wilber s Lane added a new catch basin and extended the inlet pipe 12 to create a new shoulder. (Truck went off road and took out the headwall) 5. May 15, 2018 High wind downed 13 trees. Worked with Eversource crew to open five road closures 6. Sightlines finished all areas on the list 7. Finished lawn repairs from winter damage 1
2 8. Created a new swale on Milford Road to get water off the road 80 away from inlet 9. Old Sachems Head Road changed separated pipe across the road and added (2) new catch basins 10. Sweeping, signage and patching continue 11. Started mowing shoulder of road May 30, 2018 B. Maintenance 1. Changed out old flags around the Green (20), with new flags for Memorial Day Parade. Also, swept around Town Green area 2. Board of Education removed 5 downed trees over softball field at Melissa Jones School 3. Dug 6 test holes for Dennis Johnson on the Woodruff property 4. Hauled 5 loads of mulch to Gulf Course 5. Hauled ¾ process and 2 stone to Nut Plains Park for Park and Recreation 6. One man covered for the day at Sullivan Drive Stump Dump 7. Graded and rolled Chittenden Park, Jacobs Beach, bus turn around Chaffinch Island Park and Quonnipaug Park Overtime: 56 hours Materials: Top soil 64 yds Mulch 40 yds Hot Asphalt tons ¾ stone tons Surge stone 9.08 tons 2 stone tons (for Park and Recreation ¾ process tons (260.78) charged to Park and Recreation 3
4 The overall schedule is 4-5 weeks behind schedule due to the storm cleanup. The budget is on target for the end of the fiscal year. Chairman Mark Larkins commended Tom and his team of the nice job down on Old Sachem Head Road. The completion of Long Hill Road was discussed. There is a punch list to be completed, approximately 20 items and will take approximately 10 days to complete. a. Price of Treated Salt Last year s state contract has been extended of salt will remain at $62.50 cy. Treated Salt has also been extended and will remain at $73.39 cy. Sand has been extended at the current price with an added 15 cents a yard for additive. 4. Commission Subcommittees a) Finance Charges for the Stump Dump grinding were reviewed. Also a charge to Milone & MacBroom which has been mischarged and will be removed. A charge of $3, for elevator chains for the sweeper was also discussed. Grinding will start on Monday for approximately 1 week at $15K. b) Personnel Dick Wallace to work with Mitch Goldblatt on a go forward personnel plan. c) Equipment Update The excavator required a new cylinder. Would like to purchase a tip trailer for the roller from the savings from the roller purchase itself. A bid has been submitted to legal for purchase of a new truck. Chairman Larkins discussed with Superintendent Fillion the use of a hot box for asphalt. Chairman Larkins feels it would save on travel back and forth from Tilcon, time spend putting out asphalt as well as wear and tear on the workers. It would pay for itself in a coup of years. Town Engineer Jim Portley reviewed the summer chip seal program. The low bid cost/sy of treatment under the state of Connecticut Bid for Contract #16PSX0172 came in at $1.17/sy. Under the State Contract, however, one provision adjust the bid price based on the index price of asphalt cement which fluctuates much like the cost of gasoline. Currently the adjustment would increase the price by $.012/sy yielding on in place price of $1.39/sy. The following is the schedule of roads recommended for treatment under this year s program. Finances a. Bills Secretarial bill of $46.75 for May Meeting was reviewed. Gene Bishop made a motion to approve the secretarial bill of $46.75, seconded by Dick Wallace, and unanimously approved. 6. Correspondence None. 7. Calendar Updates None. 8. Other Business Rob Federici made a motion to adjourn the meeting at 8:06 p.m., seconded by Gene Bishop and unanimously approved.
