2 Background 5 YEAR AVERAGE OF SPENDING Each year all 27 Neighborhoods receive $6,500 to spend on Neighborhood Cleanup events totaling $175,500 for the entire City. This program is intended to remove garbage from neighborhoods through additional cleanup event efforts. The past has shown that there has been money that has gone unused, translating to a loss of the opportunity to remove more garbage from neighborhoods. 33% OF FUNDS WENT UNUSED AVERAGING $49,000 A YEAR = 500 tons

7 Neighborhood Council Clean Up Coordinator Role Appointed/elected by Neighborhood Council Maintains Communication with ONS and Solid Waste Submits Application to ONS Obtains Approval from ONS & Solid Waste (as needed) for all Clean-Up Projects Notifies ONS of change in coordinators Works with Neighborhood Council Chair regarding information that needs to be on Postcard for the clean up events.

15 Large Appliance Pick-Up Refrigerators, Freezers, Hot Water Tanks Remove Doors & Drain Tanks Leave Items At the Curb Schedule During Regular Work Week Do Not Schedule on Regular Garbage Day Provide a List of Addresses to Solid Waste
16 Roll-off/Dumpster Container 30 or 20 Cubic Yard Dumpsters Placed on Private Property Clean Green vs. Trash Program Strong Volunteer Core Log of Participants Projects End by 1:00 p.m. If collecting recyclables, Clean Green it must be done in conjunction with roll-off Black Out Dates, May 3 rd -4th, June 2 nd, June 28 th -29 th, July 6 th, September 5 th Great opportunity to build community and share neighborhood council information.
17 Dump Passes Redeem at Waste To Energy Plant Neighbors Transport Debris Neighborhood Council Sets Value Issue # of Passes As Per Application Maximum Duration - Two Weeks Alteration of Dump Passes render them INVALID Record of Participants 4 out of 10 dump passes are not used.
18 Recycling Must set up an account with outside recyclers Neighborhoods receive money for valuable recyclables Must be in conjunction with Roll-Off dumpster event Can collect reusable goods E-Waste can be collected as well
19 Geiger Crews & D.O.C. Work Crews consist of 8 to 10 offenders under direct supervision of a Corrections Deputy Event Preparation/tear down Moving and hauling tasks Recycle Sorting/distribution
20 Disclaimer This policy or any action or approval undertaken pursuant thereto is not a contract, offer to contract or any other commitment by the City of Spokane. This policy is subject to revocation or cancellation at any time with or without cause and without further notice. The Dir. Of Solid Waste has final authority to determine any disputes arising under this policy. This provision is preemptive and shall govern all others in case of ambiguity or conflict.
