1 Date: July 5, 2006 To: From: Mayor and City Council Karen Gallagher Transportation Planner Re: Capital Improvement Plan Update 2007 Draft for Adoption by ACHD Background: Every three years, ACHD updates their Capital Improvement Plan (CIP), which has a 20 year horizon. The list of projects in the CIP then determines the impact fees for the next three years. The draft CIP Update 2007 is scheduled for consideration by the ACHD Commission on July 26, Past Work Sessions: January 17, 2006: CIP Presentation by ACHD staff March 7, 2006: Discussion and comments on 7 lane roads May 23, 2006: CIP Presentation by ACHD staff and consultant As a result of the March 7 and May 23, 2006 work sessions, the City sent letters to ACHD. The requests in the first letter are included in the current CIP draft, dated June 19, These changes included: - removing the 5 lane widening of 36 th Street between State Street and Hill Road, - adding the eastern segment of Fairview Avenue, between Milwaukee Street and east of Curtis Road, and - removing the widening of Overland Road. In the second letter, the City requested discussion of CIP policy issues with ACHD in addition to the following specific recommendations: - to hold Ustick Road in abeyance until the mediation process has concluded, and - to include Lake Hazel Road, between Pleasant Valley Road and I-84. Neither of these requests is included in the current CIP draft. 3 March 14, 2006 Gary Inselman Ada County Highway District 3775 Adams Street Garden City, ID RE: 2007 Capital Improvement Plan Update Dear Gary: This letter responds to ACHD s request for feedback from Boise City regarding the preliminary list of streets proposed for inclusion in the 2007 Capital Improvement Plan (CIP) update. At a work session on March 7, 2006, the Mayor and City Council voted to recommend to ACHD the following: 1) That the expansion of Fairview Avenue include the eastern segment from Milwaukee to Curtis for expansion to 6/7 lanes, 2) That Overland Road from Cole to Owyhee not be included in the 2007 CIP update for widening to 7 lanes at this time, but that Overland Road, from Cole to Vista, be studied for possible inclusion in the next CIP update, and 3) That 36 th Street from State to Hill not be included in the 2007 CIP update for widening to 5 lanes. With 36 th Street north of Hill Road is estimated to serve 6,000 vehicle trips per day, the City is interested in understanding the origins of the other trips that are projected to raise the volumes on 36 th Street south of Hill Road to the 5 lane road threshold. Recognizing the constraints of the COMPASS model, we understand that trip origination data may only be available at the TAZ level. Do you have selected link results for 36 th Street? Boise City staff will be holding another work session with the Mayor and Council to review the list of potentially sensitive projects as noted in ACHD s CIP packet. 4 May 25, 2006 Impact Fee Administrator Ada County Highway District 3775 Adams Street Garden City, ID Re: Capital Improvement Plan 2007 Update The City of Boise appreciates the opportunity to comment on the draft Capital Improvement Plan (CIP) 2007 Update. On May 23, 2006, Ada County Highway District s CIP consultant Andy Mortenson of the Transpo Group and Gary Inselman presented a CIP update to the Mayor and City Council. The City appreciates both the time commitment and professionalism of Mr. Mortenson and Mr. Inselman. Although the presentation did not get into the details of specific roadway projects, it was a productive work session. We understand that the next step in the CIP process involves Mr. Mortenson and Mr. Inselman refining and narrowing the list of proposed transportation projects. The City intends to review and comment on the refined list that will be released for public comment in June. In the meantime, the City forwards the following comments and concerns from this work session: 1. The City recognizes that the CIP is set up to address the single issue of identifying long-term vehicular capacity needs for the transportation system and that the CIP guides the list of construction projects in the Five Year Work Program. However, the City is concerned that the CIP does not address the City s wider concerns within the right-of-way that affect community character, pedestrian access across an arterials, and economic development/revitalization. 2. The City is concerned about ACHD s policy decision to restrict impact fees to vehicular capacity improvements on arterials, omitting sidewalks and bike lanes that support other transportation modes. 3. The City would like to explore adding service area zones and redrawing service area boundaries. The City is particularly interested in reviewing the boundaries with regard to Downtown Boise and Service Area 4, which has a disproportionate share of the region s east-west routes (State Street, Fairview, and Franklin), many of which serve development to the west and outside of Service Area 4.

5 Page 2 Regarding 1-3 listed above, the City would like to meet with ACHD to set up a procedure and timeline to discuss changes to the CIP that could be implemented in the next update (3 years or sooner). 4. The City of Boise recognizes that ACHD is restricted to using existing adopted Comprehensive Plans as the basis for the demographic projections in the CIP. However, the City recommends that the 2007 CIP include references to the Blueprint for Good Growth and the Communities in Motion Long Range Transportation Plans that are currently in process. These plans are anticipated to bring changes to the current growth pattern (Trend vs. Community Choices); therefore, significant project changes could be included in the 2010 CIP Update. 5. The City is fully supportive of ACHD s addition of the concept study approach on expanding Fairview Avenue and other roads. The City has new ideas on how to reconfigure and revitalize Fairview Avenue and would like to be part of the concept study. 6. As you know, the City has concerns regarding Ustick Road being expanded to 5 lanes from Cole Road to Star Road. We request that any plans for Ustick Road in this CIP be held in abeyance until the mediation process we have requested has concluded. 7. The City requests inclusion of the Lake Hazel Road extension from Pleasant Valley Road to I- 84 in the 2007 Update. We appreciate your consideration of these recommendations and look forward to incorporating improvements into the next CIP update. Sincerely, David H. 13 Introduction The Ada County Highway District has prepared a Capital Improvements Plan (CIP) to meet the requirements of the Idaho Impact Fee Act. In all cases the CIP was prepared using the most recent, best and available data. The CIP was developed with consideration of several previous plans, including: ACHD 2003 CIP (adopted) Destination 2030 Regional Transportation Plan ACHD Five-Year Work Program The CIP was also based on an analysis of future transportation system deficiencies. The updated COMPASS Regional Travel Demand Model was summarized to identify where future traffic volumes exceed the capacity of ACHD s roadway system. Attachment A lists the Traffic Impact Fee (TIF)-eligible street and intersection capacity improvement projects as follows: Street (or roadway) (Attachment A Table A-1) Intersections (Attachment A Table A-2) A summary of the Idaho Impact Fee Act and a description of how ACHD s CIP addresses each section of the Act follows. 14 Idaho Impact Fee Act CIP Requirements The Idaho Impact Fee Act requires that impact fees be based on a capital improvement plan that must contain specific elements, each of which are noted and summarized below as originally defined in Section of the Idaho Code. A. General description of all ACHD existing public facilities, their deficiencies, and an estimate of costs and a plan to develop the funding sources related to curing the existing deficiencies to meet existing needs; B. Stated commitment by the governmental entity to use other available sources of revenue to cure existing systems deficiencies (where practical); C. Analysis of capacity, level of current usage, and commitments for usage of capacity of existing capital improvements; D. Description of land use assumptions by the government entity; E. Definitive table establishing the specific level or quantity of use, consumption or discharge of a service unit (e.g., roadway volume-to-capacity) for each category of system improvements, and an equivalency or conversion table establishing a ratio of a service unit to various land use types; F. Description of all system improvements and their costs necessitated by and attributable to new development in the service area based on the approved land use assumptions, to provide a level of service not to exceed the level of service adopted in the development impact fee ordinance; G. Total number of service units necessitated and attributable to new development in the service area based on the approved land use assumptions and calculate in accordance with generally accepted engineering or planning criteria; H. Projected demand for system improvements required by the new service units projected over a reasonable period of time not to exceed 20 years; I. Identification of all funding sources available to the government entity for the financing of system improvements; J. Specifies inter-governmental agreements for multi-jurisdiction system improvements, further restricting the use of impact fees; and K. A schedule setting forth estimated dates for commencing and completing construction of all improvements identified in the capital improvement plan. April 26, 2006 Page 2

15 ; Section A: General Description of Existing System ACHD maintains and operates over 1,800 miles of roads and streets in Ada County, Idaho, ranging from multi-lane arterial streets to rural, farm-to-market roadways. ACHD also maintains and operates 520 bridges. There are a number of State and national highways and freeways in Ada County, including I-84, I-184, US 20/26, SH-16, SH-21, SH-44, SH-55 and SH-69. As shown in Figure C-1, ACHD classifies their roadway system by general function within Ada County. There are five roadway classes; interstate, principal arterial, minor arterial, major collector, and local roads. The functional classification of a roadway provides the basis in calculating capacity and generally estimating the existing and future level of service of the various roads and highways within Ada County (see Sections C and H, respectively, for analysis findings of existing and future transportation systems). There are a few ACHD streets and roads with current traffic demand that exceeds their capacity (see Section C). It is ACHD s practice and planned intent, through regular completion of their Five Year Work Program (FYWP), to fund street improvements to cure existing deficiencies with revenues other than traffic impact fees (see Section I). Existing arterial street deficiencies are summarized based on ACHD s 1992 CIP, as provided in Table C ; Section B: Stated Commitment to Use Other Revenue to Cure Existing System Deficiencies It is ACHD s intent to use revenue sources other than traffic impact fees to cure existing deficiencies, where practical.
