The Motion Carried. 4. MINUTES Chair King indicated the TPS Summary Minutes of November 22, 2013 were included in the March TPS Agenda. He asked for corrections or amendments to the minutes. FY 2015 TRANSPORTATION ALTERNATIVES PROGRAM: PROJECT SELECTION Mr. Kimbrel briefed the TPS on the new Transportation Alternatives Program (TAP) created by MAP 21, stating that that 50% of the TAP funds received by the Commonwealth will be sub allocated to areas based on population, while the other 50% may be obligated to any area of the state. He further noted that as a Transportation Management Area (TMA) with an urban population over 200,000, the HRTPO has the authority to select and award funding from its TAP sub allocation to projects carried out within its boundaries through a competitive selection process. Mr. Kimbrel briefed the TPS on the proposed 10 Transportation Alternatives Program (TAP) applications the VDOT Local Assistance Division (LAD) staff received for projects located within the Hampton Roads TMA. Mr. Kimbrel pointed out that there were 3 additional applications for projects located outside of the TMA but within the Hampton Roads VDOT District. 6 Mr. Kimbrel stated the amount of TAP funding available for allocation by the HRTPO for FY 2015 was $1,695,112. After some discussion, there was general consensus to fully fund construction ready projects by recommending the following: Project UPC HRTPO TAP FY 2015 Buckner Boulevard Shared Use Path (VB) $229,128* Chesapeake Avenue Bike Trail (NN) $400,000 Greenwell Road Sidewalk (VB) $165,984 Portsmouth Trail (PO) $900,000 *By fully funding these four projects, there was a remaining balance of $6,432 and the general consensus was to allocate to Buckner Boulevard as contingency funding, and that Virginia Beach would update the project cost. Mr. Pullen stated that he would like to go on the record that the award of these funds should be based on ranking, similar to the CMAQ/RSTP project selection process. Ms. Wilson Moved to approve the HRTPO TAP FY 2015 allocations as shown in the table above; seconded by Mr. Lewis. Mr. Pullen OPPOSED. The Motion Carried. 6. TIGER 2014 Mr. Kimbrel briefed the TPS on the USDOT announcement of the sixth round of TIGER Discretionary Grants (TIGER 2014) and the availability of $600 million of competitive funding for projects that will have a significant impact on the Nation, a metropolitan area, or region. Mr. Kimbrel stated that TIGER 2014 applications are due by April 28, 2014 and that requests for HRTPO Board endorsement of any potential TIGER project should be sent to HRTPO staff during the third week of March 2014 for inclusion in the agenda for the April 17, 2014 HRTPO Board meeting. The TPS briefly discussed the potential of the following projects with regard to TIGER grants: I 564 Interchange Construction at Air Terminal Interchange (VDOT) I 64 Peninsula widening (VDOT) I 64/I 264 interchange (VDOT) Churchland Bridge (PO) Naval Station Norfolk Transit Extension Study (HRT) Richmond Washington D.C. High Speed Rail Tier II EIS (DRPT) Route 58 Hampton Roads Intermodal Corridor (SU) Mr. Kimbrel stated that there are several USDOT webinars available to applicants found on the USDOT s website at Mr. Pullen made a formal request to the TPS members from VDOT to apply for the I 64/I 264 interchange. 7 CMAQ/RSTP PROJECT SELECTION PROCESS: OVERVIEW Mr. Kimbrel provided an overview of the upcoming 2014 CMAQ/RSTP Project Selection Process, set to begin in July Mr. Kimbrel stated that, as agreed to by the TPS during its November 22, 2013 meeting, the HRTPO CMAQ/RSTP Project Selection Process will be conducted on annual basis regardless of available funding. This year, the Process will result in allocating funds through FY Mr. Kimbrel indicated that information on the CMAQ/RSTP Project Selection Process is available on the HRTPO website at: and rstp/. The web page provides access to: The Guide to the HRTPO CMAQ/RSTP Project Selection Process Application forms for submitting project proposals The Schedule of deadline dates for each step of the process FHWA Guidance on the CMAQ and RSTP funding programs Mr. Kimbrel stated that applicants may begin developing applications for proposed projects, and that the deadline for submitting applications is August 15, This item was for discussion and informational purposes. No action taken on this item. 8. OLD/NEW BUSINESS Mr. Rowan announced a March 20, 2014 VDOT Dashboard and Federal Strategy for Local Governments training session. Mr. Rowan requested that RSVPs be provided by March 18, Dr. Ravanbakht announced that the Governor will be making an announcement to stop work on the Route 460 PPTA project due to a failure to receive the necessary permits to move the project forward. Per the consensus of the TPS, Mr. Kimbrel announced the cancellation of the April TPS meeting, and that the next meeting is scheduled for July. 8 ITEM #5: ADDRESSING THE FUNDING NEEDS OF PREVIOUSLY-APPROVED CMAQ AND RSTP PROJECTS Significant reductions in CMAQ and RSTP marks over the past two years required shifting the allocations on certain projects to later years. In some cases, the shifting resulted in allocations being earmarked for FY The TPS approved this strategy with the understanding that those projects with allocations earmarked for FY 2021 would receive priority when the FY 2021 CMAQ and RSTP funds were allocated. In addition, during the 2014 CMAQ/RSTP Project Selection Process, HRTPO staff received the following request for cost overrun funding for previously-approved projects: Wythe Creek Road Widening UPC (Hampton) & UPC (Poquoson) In the attached letter (Attachment 5-A), the Cities of Hampton and Poquoson request a total additional allocation of $17,400,000 in RSTP funds for the Wythe Creek Road Widening project due to an increase in the cost estimate for the project. The breakdown of the cost overrun request per locality is: Hampton UPC $16,780,000 Poquoson UPC $620,000 The HRTPO CMAQ and RSTP Funding Policies, as specified in the Guide to the HRTPO CMAQ and RSTP Project Selection Process, include the following policies related to funding project cost overruns: 1. Priority for new CMAQ and RSTP allocations will be given in the following order: a. Previously approved and underway CMAQ and RSTP project phases will be funded to completion. b. Other on-going project phases eligible for CMAQ and RSTP funding will be evaluated in order to be considered. c. Unfunded and new candidate projects will be evaluated and ranked in order to be considered. 5. Considerations for funding cost overruns: a. If the cost/annual allocation and the scope of a project change less than 10% on any one CMAQ or RSTP funded project, the locality/agency should notify the TTAC with a request and justification for a change in funding. The TTAC must review the request and recommend use of the reserve account or, if possible, commit future year funding to preserve the project. b. If the cost/annual allocation and/or scope of the project change by more than 10% on any one CMAQ or RSTP funded project, the locality/agency should notify the TTAC and HRTPO Board with a request and justification for a change in HRTPO Transportation Programming Subcommittee Meeting October 17, 2014

9 funding and/or scope. The TTAC and HRTPO Board must review the request and may recommend one or any combination of the following: i. Scale back the project ii. Use local funds iii. Use urban, primary, or secondary funds iv. Use CMAQ or RSTP reserve account funds v. Use existing CMAQ or RSTP funds from another project vi. Use future CMAQ or RSTP allocations vii. Use future non-cmaq/non-rstp funds viii. Drop the project The following tables are attached (Attachment 5-B) to assist in the allocation of funds to previously-approved projects: Table 1 - Available RSTP and CMAQ funds through FY 2021 Table 2 - Current CMAQ projects with FY allocations, plus FY 2021 Earmarks Table 3 - Current RSTP projects with FY allocations, plus FY 2021 Earmarks The balances of FY 2021 RSTP and CMAQ Funds remaining after the TPS addresses the allocation of funds to previously-approved projects will be used as the marks for Agenda Item 6. Mr. Mike Kimbrel, Principal Transportation Engineer, will initiate discussion on this item. 10 July 16, 2014 Wythe Creek Road Widening Request for Additional RSTP funds for 2021 Cities of Hampton and Poquoson The City of Hampton would like to request an additional $16,780,000 in 2021 RSTP funds for the Wythe Creek Road widening project along with our support for the City of Poquoson s request for $620,000. This is a joint project led by VDOT, located in both cities. This project is vital to both communities because it will provide another travel route/means of evacuation during major storm events and other incidents. Currently, the Wythe Creek Road causeway in Hampton floods during storms/extreme high tides. The need for this road improvement was clearly demonstrated in 2013, when a major accident on Rte. 171 (the City of Poquoson s only other evacuation route) completely blocked the road. If a similar incident occurred during a storm event, Poquoson's citizens would be unable to exit the City. Also this project is adjacent to NASA/Langley Research Center and Langley Air Force Base and both are supportive of the project. Combined Project Cost (Hampton and Poquoson Sections) Preliminary cost estimate: $42,615,000 Revised cost estimate: $60,015,000 Funding required for difference: $17,400,000 ($16,780,000 for Hampton (UPC 97715) and $620,000 for Poquoson (UPC 13427) Explanation of need for additional funding: As part of the scoping/pfi process, a subsurface exploration program was performed by the design consultant in late The results of the exploration indicated the presence of a layer of very soft and compressible material in the upper 30 region of the low lying marsh area of the existing causeway, a distance of approximately Due to the soft nature of the soils, and the requirement to raise the causeway elevation to the 100 year flood elevation of 1 for sea level rise, significant ground improvements are required. Several improvement options were analyzed in the causeway area, including pile supported embankments, controlled modulus column (i.e. stone columns) supported embankments, and crossing via a bridge structure. The bridge option was determined to be the least costly option for crossing the causeway. The existing bridge only crosses the creek and has an approximate length of 115 feet. The improvement option requires crossing the creek, as well as most of the causeway, utilizing a bridge approximately 1400 feet in length. The preliminary cost estimate was a planning level estimate and the poor subsurface conditions were not revealed until the subsurface exploration was performed. Given that the design of the project is at approximately 30% complete and still within the scoping phase, this would be the appropriate time to discover this type of information. During the scoping/pfi process and the initial NEPA document discussions, we were directed by FHWA to not impact the NASA/Langley property on the east side of the Wythe Creek Road alignment. Due to its designated historical significance, NASA/Langley is considered a Section 4f property under the DOT Act of Due to this requirement, the Wythe Creek Road alignment has been pushed further to the west than what was planned in the pre scoping stage. 11 might be willing to provide land to the project, allowing for a shift in alignment of the proposed roadway which would reduce right of way impacts/costs to the west side of the road. VDOT and NASA are continuing to investigate this option. City of Hampton Request for Additional RSTP funds for Wythe Creek Road Widening Project (UPC 97715) for FY2021: $16,780,000 Note: This project is being administered by VDOT for the Cities of Hampton and Poquoson. Additional funding need costs provided by VDOT. At the City of Hampton s request, VDOT had an ITR (Independent Technical Review) performed to validate the estimated project cost and need for additional funding. Attachment 5-A

17 ITEM #6: ALLOCATION OF AVAILABLE CMAQ AND RSTP FUNDS TO NEW PROJECTS In accordance with guidance provided by the Commonwealth Transportation Board, the TPS will determine a recommended set of CMAQ and RSTP projects and allocations for consideration by the TTAC and HRTPO Board in November The funding needs of previously-approved CMAQ and RSTP projects were addressed under Agenda Item 5. The remaining balances of available CMAQ and RSTP funds for FY 2021 will be used as the funding marks for this item. During the 2014 CMAQ/RSTP Project Selection Process, HRTPO staff received applications for 22 proposed CMAQ projects and 38 proposed RSTP projects. HRTPO staff evaluated and scored the proposed projects using the methodologies approved by the TTAC and HRTPO Board as outlined in the Guide to the HRTPO CMAQ and RSTP Project Selection Process. The following tables are attached to assist in the allocation of available funds: Table 4 New, Ranked CMAQ projects Table 5 New, Ranked RSTP projects Mr. Mike Kimbrel, Principal Transportation Engineer, will initiate discussion on this item. 21 ITEM #7: GUIDE TO THE HRTPO TAP PROJECT SELECTION PROCESS: DRAFT During the April 2, 2014 TTAC meeting, following a presentation on the TPS recommendations regarding project selection for the Transportation Alternatives Program (TAP), it was suggested that a more rigid process, similar to that used for the CMAQ and RSTP project selection process, be used for the TAP project selection process. In response to that recommendation, HRTPO staff has drafted a Guide to the HRTPO TAP Project Selection Process (enclosed) for consideration by the TPS. The draft document includes an overview of the Transportation Alternatives Program, the HRTPO project selection process steps, and a proposed TAP funding policy. TPS members are asked to review the attached document and be prepared to discuss it during the October 17th meeting. Mr. Chris Wichman, Transportation Planner, will brief the TPS on this item.
